The project will be developed in phases. The intended First Phase is located on the west side of
Timberline Road and is approximately 7 acres in size. The First Phase is anticipated to be
completed within a 2 year time frame (beginning in 1999). Subsequent phases of the project are
located on the east side of Timberline Road and will occur on approximately 30 acres. The
subsequent phases will develop over an anticipated 10 year time frame (beginning in 1999) as the
market warrants.
The parcel west of Timberline is relatively flat, but gently slopes from west to east. The parcel
east of Timberline Road is also relatively flat. Drainage generally runs in a southeasterly
direction. Stormwater runoff will be collected and spread uniformly through landscaped areas
back to the existing ponds. Use of grass -lined swales / landscape area will allow greater
infiltration, slower runoff rates, thus providing sediment control and necessary water quality
treatment. This stormwater runoff concept will maintain historic drainage patterns and protect
water quality within the existing ponds.

development is on the west side of Timberline Road and the larger portion of the proposed
development is on the east side of Timberline Road. The Kingfisher Point Natural Area is
located north of the property, the Cattail Chorus Natural Area is located east of the property, and
existing development (BMC West and Bath Nursery) are located south of the proposed
development.
The land uses proposed are permitted uses within the Employment (E) District in which this
property is located. Permitted uses subject to administrative review include: institutional / civic /
public uses: public and private schools, public facilities, parks / recreation / open lands,
community facilities, transit facilities, hospitals; commercial / retail uses: offices, financial
services / clinics, bars / taverns, veterinary clinic / small animal clinics, clubs and lodges, parking
lots / parking garages, child care centers, plant nurseries / greenhouses; industrial uses: light
industrial uses, research laboratories, workshops / custom small industry uses, warehouses;
accessory / miscellaneous uses: satellite dish antennas, wireless telecommunications equipment,
wireless telecommunications facilities.
Anticipated build out of this proposed development includes a total of 471,325 sf of gross floor
area. Anticipated uses of this space include: 84,000 sf of industrial, 226,661 sf of office, and
106,664 sf of a mixture of retail, commercial, office , and/or industrial. Market conditions at the
time of development of each phase will dictate exact uses proposed. A maximum of 3 parking
space per 1000 sf of office space; 4 spaces per 1000 sf of commercial / retail space and .75
spaces per Industrial employees are allowed. The ODP proposes a total of 1501 parking spaces
for all phases of development. A pedestrian trail system will be provided along shorelines to
allow circulation with minimal street / parking lot crossings. Bike racks will be provided near
building entrances in the amount equal to 5% of the vehicle parking.
A landscaped buffer / development setbacks will be provided between the proposed uses and
adjacent shorelines. Appropriate landscaping will also be incorporated along public streets and
within parking areas to meet City requirements. Parking lot landscape in the amount of 10% of
the parking area will be provided and shown at time of Project Development Plan (PDP). There
will be a Business Park Owners Association that will be responsible for maintaining all open
space areas on the property. A lighting plan for the parking lot will be provided at time of PDP.
Final building entrances will be shown on drawings at time of PDP.
Timberlakes Business Park ODP will meet City policies requiring inter -connectivity by
providing three main access points to the property off an arterial roadway. Two of the access
point are along the east side of Timberline Road and are connected by a proposed public
collector street (without parking) that loops through the 30 acre parcel. The northern most of
these access points is aligned with the existing Hoffman Mill Road. There is another access
point along the west side of Timberline Road to the 7 acre parcel. There may be a potential joint
access to this 7 acre parcel from the south that is currently being explored.

Statement of Planning Objectives
Timberlakes Business Park Overall Development Plan (ODP) represents a 37 acre business park
with a mixture of office, commercial/retail and industrial uses. The land uses requested are those
listed in the current land use code for the Employment District as is shown for this area on the
City of Fort Collins Zoning Map (Effective March 28, 1997).
Timberlakes Business Park ODP achieves several principals and policies of the City Plan.
• Policy LU-1.1. This project will contribute to achieving a compact urban form.
Transportation to the business park will be conducive to pedestrians, bicycles, motor
vehicles and transit use.
• Policy LU-2.1. The proposed business park complies with the City Structure Plan
designation of the site as an employment center.
• Policy LU-4.3. Collaboration between stakeholders and the City is being implemented
for this project to ensure the plan is practical and effective. Several design charettes have
already been held that have included land owners, applicants and the City of Fort Collins
Staff.
• Policy T-1.2. Timberline Road, adjacent to the proposed development accommodates
motor vehicles as well as bicycles and pedestrians. An on -site trail system will link to the
detached sidewalk / bike trail along the east side of Timberline Road. In addition, the
public street being proposed within the development boundary will include on -street bike
lanes as well as a detached sidewalk.
• Policy CAD-1.2. The proposed public street within the development boundary will have
a simple, direct route through the site. Building placement will be considered in relation
to the alignment of the street to create focal points and terminate vistas.
• Policy CAD-1.4. Canopy shade trees will be provided along streets to define and connect
spaces and corridors within the development. A mixture of types of vegetation, including
trees, will be utilized. Existing trees will be preserved or relocated to the extent feasible.
• Policy ED-1.6. The proposed development will form a coherent, attractive business park
setting. The organizing elements of the proposed development will include a public
roadway which will provide a unifying circulation pattern for the business park in
addition to an open space / trail system along the shorelines at the perimeter of the
development boundaries.
• Policy ED-1.8. The design of the proposed development will reflect a business park
setting. Parking, perimeter of buildings, edges of the property will all be landscaped
appropriately. An open space system along the shorelines will be provided throughout
the proposed business park. A trail system within this open space will link to the City
sidewalk / recreational trail along Timberline Road.
The Timberlakes Business Park ODP property is located within the Fort Collins City Limits. The
property is along Timberline Road, north of Prospect Road. A portion of the proposed
