At this staff review meeting the item will be discussed and it will be determined if the project is ready to go to the Planning and Zoning Board for a decision. If so, will be scheduled for the nearest Board hearing date with an opening on the agenda. Please return all drawings red -lined by City staff with submission of your revisions. The site Plan and utility plans do not match, regarding layout and utilities. They must be consistent. 24. Show dimensions of existing sidewalks on the Site Plan. Also, are they shown on the utility plans? 25. Any cuts in or repairs to the adjacent streets must meet the new street standards and guidelines as set forth in the "Choice Streets" booklet that can be acquired at the Engineering Department. 26. What is the purpose of the proposed traffic circle at the northeast corner of the property? It appears to be small, so why bother? Is it a raised island? If it is to remain it should be enlarged and landscaping should be included in the middle, with traffic calming measures added. Planning 27. The Somerset Apartments to the east and the Parkway Townhomes to the west should be labeled on the Site, Landscape and Context Diagram Plans. 28. Who actually owns the property? Who will sign the development agreement and the subdivision plat as owners? 29. Additional comments are included on a red -lined set of Site, Landscape, and Building Elevation Plans. Transportation Planning 30. There should be pedestrian connections between this project and the Somerset Apartments and Landings Park, with a direct path to the park. 31. There should be enhanced pedestrian crosswalks across the internal driveways in this project. 32. Will there be another transit stop on this property along northbound JFK Parkway? Currently there is one on the Home Depot property to the south. This completes the staff comments at this time. Additional comments will be forthcoming as they are received from City departments and outside reviewing agencies. Under the development review process and schedule there is no revision date mandated by the City. The amount of time spent on revisions is up to the applicant. Upon receipt, the revisions will be routed to the appropriate City departments and outside reviewing agencies, with, their comments due to the project f. . d. GayLene Rossiter of Transfort stated that there are no current public transit services in the area; however, there is the potential for future service on JFK Parkway from Harmony Road. The following comments and concerns were expressed at the weekly staff meeting on December 23, 1998: Stormwater 18. The grading plan is not showing how this project is tying into existing contours. 19. Do not use a swale between Buildings D & E, use pipe. 20. The storm sewer next to the sidewalk along JFK Parkway may conflict with Light & Power and Public Service Company facilities. 21. The inlet on Troutman Parkway may present a sump condition. Check the overflow condition. This may affect the JFK Senior Apartments property. Engineering 22. Dedicate additional right-of-way for the adjacent streets. Another 7.5' of right-of- yay plus a 15' wide utility easement along JFK Parkway is needed on this property. Another 8.0' of right-of-way plus a 15' wide utility easement along Troutman Parkway is needed on this property. z�xr�v., 3 . g.lq (9) 8. Doug Martine of the Light & Power Department offered the following comments: a. The utility layout does not provide a location to install electric (and probably gas) lines. A utility coordination meeting is recommended prior to development approval to coordinate changes to accommodate all utilities. b. Street tree locations must be flexible to provide 40' minimum clearance to existing and planned streetlights. Please contact Doug, at 221-6700, if you have questions about these comments. 9. Matt Baker of the Engineering Department, administering the City's street oversizing program, stated that street oversizing fees will be based on the trip generation recommended in the Traffic Study. The fees are estimated to be $565.57 per dwelling unit. 10. A copy of the Water Conservation Standards for Landscapes - COMMENT SHEET received from Laurie D'Audney, the City's Utility Education Specialist, is attached to this letter. Also attached is the general information regarding water conservation standards for landscaping and irrigation systems. 11. Tim Buchanan, the City Forester, offered comments on a marked -up, reduced copy of the Landscape Plan (attached). The street tree species must be select from the attached City's Street Tree List. A copy of the necessary Landscape Notes (to be on the Landscape Plan) is attached. Please contact Tim, at 221- 6361, if you have questions about his comments. 12. A copy of the comments received from Kathleen Reavis of the Transportation Planning Department is attached to this letter. A copy of the comments, along with a red -lined Site Plan, has been forwarded to JR Engineering. Please contact Kathleen, at 224-6140, if you have questions about her comments. 13. Kim Kreimeyer, the City's Natural Resources Planner, offered the following comments: a. Trash enclosures should be designed to incorporate recycling (see attached). b. Please utilize only one trash hauler to reduce traffic impacts on -site and on the surrounding streets. C. Dust generated from this development must be controlled (see attachments from Larimer County). d. Provide building dimensions, building envelope dimensions, and relative distance to lot lines. e. Please note that the Final Site Plan, when submitted (if/when this PDP plan is approved), should not show topography lines. f. The ground sign locations should not be shown on the Site Plan. g. The trash enclosure will need to be a separate structure, apart from the carport. A 9' wide space may be inadequate. Also, the trash enclosure needs to be screened with landscaping, which cannot happen at this location. A trash enclosure detail and elevation must be shown. More than one enclosure is required due to the size of this project. h. Is the roundabout at the north end really needed? It seems to not have any function other than to add asphalt/concrete to an already tight site. j. The Landscape Plan needs to include a planting note that addresses the fact that no certificates of occupancy can be issued without the completion of landscaping or financial securement for 125% of the value of the landscaping. kk.. Please provide at least 2 or 3 trash enclosures. / I.) If these are intended to be apartments for senior citizens, Buildings A & B are not very accessible from the parking areas, especially for handicapped individuals. Reconfigure the building placement, i.e.: move Buildings A & B closer to the parking and move the recreation building and pool towards the east corner of the property. M. Carport elevations must be provided for review. n. The majority of the information on Sheets 2 & 3 of the Landscape Plan (all of the notes, etc.) is not needed for review with the PDP submittal (see red -lined copies being forwarded to the applicant). o. Note #6 on the Site Plan says the parking stalls are 9'x17', but the plans says they are 18' deep. Which is it? A copy of the comments from Sharon Getz of the Building Inspection Department is attached to this letter. 6. Ron Gonzales of the Poudre Fire Authority offered the following comments: a. A fire lane is required through this site. This fire lane shall be visible by painting and signage, and maintained unobstructed. A fire lane plan shall be submitted for approval prior to installation. All buildings are out of access and are required to be fire sprinklered. b. Address numerals shall be visible from the street fronting the property, and posted with a minimum of 6" numerals on a contrasting background (example: bronze numerals on a brown brick are not acceptable). C. Fire hydrants are required with a maximum spacing of 600' along an approved roadway. Each hydrant must be capable of delivering 1,000 gallons of water per minute at a residual pressure of 20 psi. Hydrants shall be of an approved type as defined by the water department and the fire department. No commercial building can be greater than 300' from a fire hydrant. Additional hydrants are required on -site due to spacing. d. The turn -about entrance radius off of Troutman Parkway is too short. It is required to be a 40' radius to accommodate access for fire department apparatus to the site. Please contact Ron, at 221-6570, if you have questions about these comments. 7. Representatives of the Zoning Department offered the following comments: a. The carports appear partially within the access, utility, and drainage easement. As structures, carports are not permitted there. The easement line will need to be readjusted or the carports will have to be shifted. maximum of 76 parking spaces are allowed for the office uses and 78 are shown on the Site Plan. Carports facing one another, as do the ones to the north, will need to l/ have at least a 28' to 30' wide drive aisle separation if the carports have dividers between each stall. C. Alternative compliance for parking cannot be requested for residential uses. The only uses allowed to request alternative compliance are non-residential, institutional, and recreational [Section 3.2.2(K)(4) of the LUC]. This project requires 114 parking spaces, based on the number of bedrooms per dwelling unit, and only 79 are being provided. This development proposal, being in the HC - Harmony Corridor Zoning District, is identified as a Planning and Zoning Board (Type II) review under the City's Land Use Code (LUC). Residential uses are permitted uses subject to a Type II review in the District. 2. Dennis Greenwalt of TCI of Fort Collins (cable television) stated that they will not make plans to service this area until a broadband utility easement (also called a service agreement) is completed with their Commercial Accounts Executive, Reneta Santoro, who may be reached at 970-493-7400 from 8 a.m. to 5 p.m., Monday through Friday. The sooner they have this the greater the opportunity to go joint trench with another utility. 3. A copy of the comments received from Susan Peterson of U.S. West is attached to this letter. 4. Jim Slagle of Public Service Company (gas service provider) offered the following comments: a. PSC has an existing 4" steel gas line in the middle of the 8' wide utility easement along JFK Parkway. The proposed storm drain cannot occupy the same space. It will have to go somewhere else. b.
