Fuchs Fort Collins Planning Department 281 North College Avenue Fort Collins, CO 80524 RE: Alternative Compliance Request for Linden Park, Project Development Plan (PDP) (Keating Property). This is an Alternative Compliance request to Section 3.2.1 (D) (2) of the City's Land Use Code which requires that whenever a sidewalk is separated from the street by a parkway, the canopy street trees shall be planted at thirty-foot to forty -foot spacing (intervals) in the center of all such parkway areas. This Alternative Compliance request is a result of conflicting utilities in areas of smaller lots. The majority of the lots in this PDP are 50' wide, with a portion being 70' wide duplex lots. In coordinating utilities, we have found that it is not possible to plant street trees at 40' or less spacing because of conflicts with utilities and driveways. Linden Park proposes to plant street trees where possible, at approximately fifty feet on center. In addition, ornamental trees will be added where possible behind the sidewalk, but still highly visible from the public street. The resulting quantity of trees along the streetscape exceeds the number that would be planted at forty -foot spacing. This alternative plan is better than or equal to a plan that would comply with the standards of the section by maximizing tree canopy cover, demonstrating innovative design and use of plant materials, contributing to an overall visual quality and continuity of this development, enhancing the outdoor streetscape, providing denser screening of the side yards and views of the houses, and mitigating air pollution.
