The standard drainage and erosion control reports and plans are required and they must be prepared by a professional engineer registered in Colorado. c. The new precipitation rates will apply and water quality treatment needs to be addressed. The new rates are available from Utility Staff. Extended detention is the recommended method of runoff treatment. . d. The irrigation ditch lateral owners will need to approve the plans for both laterals or provide documentation of abandonment. e. There was some discussion about the southwest and northwest corners draining offsite. This may be allowed if the water is not changed in quality, quantity or character. f. There needs to be documentation on the effects of diverting water away from the existing wetland north of the site. g. There may be offsite drainage easements needed unless the existing system is in an acceptable condition and has sufficient capacity. It is the design engineers responsibility to justify the use of the outfall system. 3. Tim Blandford of the Engineering Department offered the following comments: a. Street oversizing fees will apply to this development. The street oversizing fees will be as follows: • Residential - $1,480 per dwelling unit Please contact Matt Baker for additional information regarding the actual fees related to your proposed development. b. A Transportation Impact Study (TIS) is required with your Project Development Plan (POP) submittal. To coordinate the parameters of this study, please contact Eric Bracke, the City's Traffic Engineer, and Kathleen Reavis, the City's Transportation Planner. . c. In order to create a viable public street system, a second point of access to Timberline Road is required. d. Need to make street improvements to the nearest improved arterial — it may be possible to make interim improvements with an escrow for ultimate improvements. e. Road improvements along the property's frontage are required. f. Off -site road improvements to the nearest improved arterial road will be based upon TIS analysis. g. Need to alignment road system with the collector street located on east side of Timberline Road. ' h. Need to comply with the Fossil Creek Reservoir Area Plan. i. The standard utility plan and development agreement requirements must be submitted to the City for review and approval. j. A development construction permit is required. k. Coordinate all street engineering needs through the Engineering Department. 4. Kathleen Reavis of Transportation Planning offers the following comments: a. A Transportation Impact Study (TIS) is required with your submittal. Please call to coordinate the parameters of this study. b. All street, pedestrian and bike corridors shall be accommodated and connect to adjacent and proposed facilities. c. Please note and address the Fossil Creek Reservoir Area Plan. 5. The site is located in the LMN, Low Density Mixed -Use Neighborhood District and the project will be regulated under the Land Use Code. b. The proposal is subject to a Type 1 review. c. This development must comply with the applicable General Development Standards as set forth in Article 3 of the Land Use Code, including but not limited to the requirements for vehicle and bicycle parking, parking, building setbacks, landscaping, streetscape, etcetera. d.
