Other municipal services, such as police protection, are financed from the City's General Fund. The annexation does not contain any rights -of -way at this time. (f) Districts providing service in the area to be annexed which must be notified by the City Clerk by certified mail of the annexation request no later than 25 days before the Public Hearing on the annexation. ANNEXATION IMPACT REPORT NAME OF ANNEXATION: Johnson -Harmony Annexation DATE OF REVIEW BY THE FORT COLLINS CITY COUNCIL: July 6, 1999 and July 20, 1999 The purpose of this report is to satisfy the requirements of CRS 31-12-108.5 which indicates a municipality shall prepare an annexation impact report and file a copy of the report with the Board of County Commissioners governing the area proposed to the annexed. Attached to this report are the following: (al) A map showing the present and proposed boundaries of the City of Fort Collins in the vicinity of the above referenced annexation. The proposed boundaries of the City of Fort Collins are depicted by the Urban Growth Area Boundary as agreed to by the Larimer County Board of Commissioners and the Council of the City of Fort Collins and contained in the INTERGOVERNMENTAL AGREEMENT FOR THE FORT COLLINS URBAN GROWTH AREA. (See Exhibit A).. (all) A map showing present streets, major water trunk lines, sewer interceptors and outfalls, other utility lines and ditches, an the proposed extension of such streets and utility lines in the vicinity of the above referenced annexation, (See, Fort Collins Urban Growth Area Master Street Plan for present and proposed extension of streets; Water Master Plan 1986 for present and proposed extension of water utility lines; Sewer Master Plan 1986 for present and proposed extension of sewer utility lines; and, Exhibit B for other utility lines and ditches). (alll) This is a voluntary annexation and zoning of an area approximately 63.265 acres, located south of Harmony Road east of Cambridge Avenue. The annexation meets CRS 31-12-104 that not less than one -sixth of the perimeter of the area to be annexed is contiguous with the City of Fort Collins. Upon annexation an enclave of four lots entirely contained within the boundaries of Fort Collins will result. Colorado Revised Statutes (CRS) 31-12-106 dictates the procedure required to annex unincorporated enclave areas. In addition, CRS requires an enclave to be annexed through ordinance within a period of not less than three years. There are no immediate plans for the development of this property. (b) The property making up this annexation is owned by Glen Johnson-3432 Carlton Avenue, Fort Collins, CO 80525 Jean Johnson-3432 Carlton Avenue, Fort Collins, CO 80525 Donald LeFever-4710 Cinquefoil Lane, Fort Collins, CO 80525 Dorothy LeFever-4710 Cinquefoil Lane, Fort Collins, CO 80525 (c) The City of Fort Collins and applicable Districts plan to extend municipal services into the area of the above referenced annexation. The City operates under a "development must pay its way" philosophy whereby, the cost of needed extensions of infrastructure (utilities and streets) is borne by the developer requiring those extensions. The City participates in any required "oversizing" of the infrastructure and finances such requirements from the City's Oversizing Fee structure. The developer has several optional methods to finance infrastructure extensions including the use of Special Improvement Districts (SIDs). Exhibit A — map of the City of Fort Collins urban growth area boundary and city limits; 4. Exhibit B — map of gas mains, ditches, canals, and waterways; 5. Map of Electrical Service Areas; 6. Map of the City of Fort Collins Water Master Plan; 7. Map of City of Fort Collins Sewer Master Plan; 8. Map of Fort Collins Urban Growth Area Master Street Plan; and, 9. Annexation Plat. This request is scheduled to go to the Fort Collins City Council on July 6, 1999, for first reading, and July 20, 1999, for second reading.
