Upon review of the proposed Structure Plan Amendment, staff is not supportive of the proposed LMN
designation for this property. Reasons are included within the following departmental comments. As such, the
applicant has requested this item be placed on hold, pending an outcome of the update to the City's
Master Plan.

The current designation of (E) Employment is supported by transportation staff for the following reasons;
a. The employment land use supports the City's policy of creating a job/housing balance, thus reducing VMT.
b. The adjacent BNSF main rail line allows businesses the opportunity to utilize the rail line.
c. The current Master Street Plan has identified Vine Dr. and 1-25 as a future interchange. The proximity of this
interchange further supports the employment designation by providing a direct connection to the Interstate.

Staff has reviewed your submittal for TRAILHEAD ANNEXATION AND ZONING, and we
offer the following comments:

Transportation:
How will the alignment of minor arterial street connecting north to Mountain Vista Drive work from an
e6gineering standpoint? If the Lorimer and Weld Canal is realigned, is there room to locate this street
between the railroad and Canal? Will the realignment of the Canal impact the existing Cooper Slough?
Who is responsible for the bridge over the Canal?
The Vine Drive/Interstate 25 Interchange is identified on the Master Street Plan. If this Interchange is
improved, this site will have close access to and from the Interstate Highway further supporting employment
land use.
This parcel is one of the few remaining parcels in the Growth Management Area that is adjacent to the main
rail road line.
How will the proposed bike trail crossing be coordinated with the Rail Road?

How will the projects storm drainage requirements be coordinated with regional detention and floodplain
requirements off site?

Land Use/Zoning:
The existing land use designation is (E) Employment, as described in the Mountain Vista Subarea Plan and
City Structure Plan. Staff supports this designation. Staff does not support a change of zoning to (LMN) Low
Density Mixed -Use Neighborhood. Direct connections to the future community commercial district described
in the Mountain Visa Subarea Plan are separated by the existing railroad line and Lorimer and Weld Canal.
The City Plan Update planning process is in progress. An evaluation of land use inventories will be conducted
over the next year to assess the availability of vacant lands for employment. Presently, staff has determined
the amount of available land for employment, particularly large parcels is in short supply within the Growth
Management Area. The inventory of available employment land is important to maintain.

It may be necessary to provide initial/preliminary design for the minor arterial street (Greenfields Road) where
it connects through this site to the north. It will need to be determined if there is adequate room for this street
between the proposed ditch location and the existing Waterglen Subdivision.
