Lemay Ave. Poudre River Business Park, Fourth Filing Alternative Compliance Request The owner requests a modification of the standard per Section 2.8.2(H)(1)-The plan as submitted will promote the general purpose of the standard for which the modification is requested equally well or better than would a plan which complies with the standard for which a modification is requested. The standard per Section 3.2.2(K) states that a medical office building is permitted to have a maximum of 4.5 spaces per 1,000 s.f. which is a maxium of 39 parking spaces with the building's size (8,626 s.f.). The existing parking lot currently provides 36 spaces. The proposed parking lot will provide an additional 36 spaces for a total of 72 spaces. The owner is requesting this modification for the following reasons: 1. Specialty medical services have been added to the existing urgent care services, which has resulted in increased services/patient volume. 2. The Windsor location closed resulting in this facility being the only one in Northern Colorado to serve Concentra patients. This has had the following impacts: a. Due to patient volume, staff is currently parking off site and walking in. b. Due to patient volume, many patients are parking in the unpaved area south of the existing parking lot. This facility has 33 employees, sees an average of 150 patients a day and operates from 7am to 7pm and on weekends. The current parking lot does not adequatley accomodate the patient volume it sees every day. With the approval of the proposed parking lot (additional 36 spaces), the facility will be able to adequately accommodate the parking needs of both patients and staff. 2519 S. Lemay Ave. Poudre River Business Park, Fourth Filing Statement of Planning Objectives March 11, 2015 The site is located north east of the intersection of Riverside Avenue and Lemay Avenue in Poudre River Business Park. Detached single family homes are located adjacent to the property to the south and commercial buildings directly to the west and north west and the Poudre River Corridor to the north and east. The Springer and William's Natural Area is located to the north of the site within the Poudre River corridor. The property is zoned Community Commercial Poudre River (CCR). The site area proposed for this parking lot consists of 1.178 of un developed land covered in both native (ground cover) and exotic species; mainly several clumps of Siberian Elm. The Poudre River is located 400' north of this site however, this site does not contain wetlands or any known habitat for sensitive and specially valued species. The goal with the development of this site is to present this proposed parking lot as a model of sustainability using xeriscape and LID techniques in the landscape design which will include low water use and native plant species, a rain garden and porous paving in the parking lot to minimize storm water runoff. Solar lighting will be used as long as it is not cost prohibitive. The use of xeric and native species is expected to improve the habitat. Street names are all existing and there will be additional right of way platted on both Poudre River Drive and Hoffman Mill Road. The proposed parking lot will not generate additional traffic.
