In review and consideration of this request, Staff makes the following findings of fact: A. The proposed six new antennas are defined as wireless telecommunications equipment. The pole is existing and contains six antennsas. Therefore, the request is considered to be a co -location on an existing structure. B. Wireless telecommunications equipment is permitted in the D, Downtown (Canyon Avenue Subdistrict). C. There will be no new ground -mounted equipment. Existing equipment is presently contained within a mechanical room on the top floor of the building. D. The proposed equipment meets the applicable standards of Section 3.8.13 {C) of the Land Use Code. Staff finds that the request to co -locate six new antennas for celluar telephone is in compliance with the City's Land Use Code. Staff, therefore, recommends approval of Rocky Mountain Bank, 315 West Oak Street, Wireless Telecommunications Equipment, (AT&T), Administrative Review, #5-99. WO► iuID)a161 A. Definition The Land Use Code defines "wireless telecommunications services equipment" as any equipment used to provide wireless telecommunication services, but which is not affixed to or contained within a wireless telecommunication services facility (monopole or tower), but is instead affixed to or mounted on an existing building or structure (or substantially similar replacement structure) that is used for some other purpose. Provided, however, such equipment shall also mean a ground- mounted (or roof -mounted) base station used as an accessory structure that is connected to an antenna mounted on or affixed to an existing building. B. Zoning The site is zoned D, Downtown (Canyon Avenue Subdistrict). Wireless Telecommunications equipment is permitted in this district subject to administrative review. Section 3.8.13 of the Land Use Code permits wireless telecommunications equipment to be attached to or mounted on any existing building or structure located in any zoning district in the City. Wireless telecommunications equipment shall not, however, be permitted to be attached to or mounted on any residential building containing four or fewer dwelling units. The existing monopole was constructed prior to the adoption of Wireless Telecommunications Ordinance in 1996. The existing monopole contains six antennas. Of the six new antennas, two would be placed up on the pole, and four would be placed on the roof. C. Standards The request meets the following applicable standards for wireless telecommunication equipment as found in the Land Use Code under Section 3.8.13: (1.) 3.8.13 {C) (3) - Height: This standard applies to the proposed roof -mounted equipment only. These eight antennas will be mounted on sleds and not extend more than 15 feet above the roof. (2.) 3.8.13 {C} (8) - Color: The roof -mounted antennas will be painted a medium beige to match the predominent color of the buiding's exterior. The existing ground -mounted equipment is screened by a solid wood fence that matches the existing fence. The equipment is considered to be be a co -location on the existing pole which presently features six antennas. Two of the new antennas would be mounted on the existing pole and four would be mounted on the roof. The site is located at the southwest corner Howes and Oak Street. The site is zoned D, Downtown (Canyon Avenue Subdistrict). RECOMMENDATION: Approval EXECUTIVE SUMMARY: There are presently six antennas on the existing tower arranged in an array of two antennas per three sectors. The request is to double the number of antennas so that there would be four antennas per three sectors for a new total of 13 antennas. Two of the new sectors would be lowered to the top of the roof so there would be eight roof -mounted antennas.
