9. A Transportation Impact Study will be required which will address all modes. Check
with Eric Bracke, 221-6630, to determine the scope of the study.
10. The developer is responsible for the repair of any damaged sidewalk, curb and gutter
along the public streets that front the project.
11. There will be a repay due from the developer to the City for the construction portion of
the Kechter Road improvements. Any cutting of an existing city street is subject to the
Street Cut Fees based on the condition of the asphalt. For further information, please

12. Please be cautioned that any construction activity off -site will require an easement from
the property owner.
13. The centerline of Quasar would be 365 feet west from the centerline of the nearest local
street in Willow Brook (Observatory Village). This distance complies with the standard
that local street intersections not exceed a separation of 660 feet.
14. Utility Plans will be needed at the time of submittal. A Development Agreement will be
required prior to recording final documents. A Development Construction Permit will be

15. The extension of the two existing local streets, Quasar and Eclispe, complies with the
street connectivity standards. For further information regarding Transportation Planning

16. The preservation of the groves of existing trees is supported by the Department of Natural
Resources. The P.D.P. should provide a buffer zone around these trees to protect them '
during construction. Native plants and grasses should be used in the buffer zones.
17. The construction phase will require a Fugitive Dust Permit from the Larimer County
Health Department. Also, trash enclosures should be sized to accommodate various
containers for recycling. A single trash hauler should be used. For further information

18. Please refer to the handout from the Parks and Recreation Department regarding the
building permit fees for Community Parkland and Neighborhood Parkland. These two
fees are payable in accordance with the policies for affordable housing projects. Again,
these fees are adjusted annually.

single family home.

4. This site is in the McClelland/Mail Creek drainage basin where the new development fee
is $3,717/acre which is subject to the runoff coefficient reduction and due in accordance
with the provisions for designated affordable housing projects. The standard Drainage
and Erosion Control Reports and construction plans are required and must be prepared by
a professional engineer licensed in the State of Colorado. Onsite stormwater detention
may not be required as long as the City and the Poudre School District agree that
stormflows maybe conveyed to the large detention/irrigation pond at the southwest
corner of the subject site. An easement may be required from the Poudre School District
to accomplish this off -site stormwater detention.
5. There is high groundwater in the area. Willow Brook (Observatory Village) located to
the east, will be installing a sub -drain system. If basements are provided, a sub -drain
system may be needed. For further information on stormwater issues, please contact

6. The site will be served by the Fort Collins -Loveland Water District and the South Fort
Collins Sanitation District. However, the site is located within the area covered by an
Agreement between the City and FCLWD. Under this Agreement, applicants will pay
City water plant investment fees (tap fees) and satisfy the City's raw water requirement.
The City will then sell water to the District to serve these customers. In addition, the
District will charge a separate impact fee. The City fees will be paid to the City of Fort
Collins and payable in accordance with the procedures established for designated
affordable housing projects. For further information regarding the City, please contact

7. The site will be served by the Poudre Fire Authority. They will require that a fire hydrant
be within 300 feet of all buildings capable of delivering a minimum of 1,500 gallons per
minute at 20 p.s.i. If any of the buildings are three-story, an automatic fire extinguishing
system will be required. Buildings must be located close enough to the public streets or
fire access lanes so that there is no more than 150 feet from the roadway to the middle of
the back of the building. Designated fire lanes must feature curbs painted red and "No
Parking — Fire Lane" signs. The plan indicates that parking lot drive lanes will have to be
dedicated as fire access easements since the buildings exceed the 150-foot distance from
the public streets. Addresses must be visible from the public street system. For further

8. The Street Oversizing Fee will be $1,021 per dwelling unit and payable in accordance
with the provisions for designated affordable housing projects. Keep in mind fees are
adjusted annually. In addition, the City collects the Latimer County Road Fee, the
Poudre School District Impact Fee and the Capital Improvement Expansion Fee.
ITEM: Reidlinger Property on Kechter Road — Multi -Family Project
MEETING DATE: March 18, 2002
APPLICANT: Mr. Maurice Head, Affordable Housing Planner, City of Fort
Collins, P.O. Box 580, Fort Collins, CO. 80522.
LAND USE DATA: Request for approximately 40 multi -family dwelling units in the range of
10-12 d.u.'s per acre, located on the Reidlinger property, north side of Kechter Road, west of
Willow Brook (Observatory Village) and east of the 2004 Poudre School District High School.
The subject parcel is about 4 acres and includes the existing house and outbuildings. The
proposal includes approximately 40 dwelling units divided among four and eight-plex structures.
The existing home and outbuildings would be preserved as a home site and possibly divided off
and not become a part of the future proposal. The parcel is being considered for purchase by the
City of Fort Collins Land Bank Program for Affordable Housing.
COMMENTS:
The site is presently located in the County. The City's Structure Plan indicates that upon
annexation, the parcel would be zoned L-M-N, Low Density Planned Residential. The
property is eligible for annexation due to more than one -sixth of its perimeter boundary
being contiguous to the municipal boundary. In the L-M-N, parcels under ten acres may
achieve a maximum density of 12.0 dwelling units per gross acre. Multi -family
dwellings are limited to a maximum of eight per building.
2. Please note that there are design standards for structures containing more than six
dwelling units.
3. The source of electrical power is along Kechter Road. There is sufficient available power
to serve the site. The number and location of the transformers must be coordinated with
Light and Power. Transformers must be both accessible (within ten feet) to hard surface
for emergency change -out and screened for aesthetic purposes, if visible from a public
street. Meters would need to be "ganged" on the ends of the building. If the units are
individually owned, then an easement or common area would be needed within each
building to run electric facilities from the meter to each of the individual units. Please
