Ted,
I spoke to Ben Herman from Nolte this afternoon, we had a previously scheduled
meeting about the High school detention requirements and told him
in essenece to reserve some room in the pond for the parcel. He said
that should be no problem since they seem to have plenty of room in their
pond. That corner of their property was not usable for much else so they
designed an oversized pond to serve for irrigation and detention. The surface
area of that pond seems to be much more that what they would need had
they been trying to maximize their use on their land.

Basil, thanks for the analysis. Ralph and I will run these numbers by Nolte, the PSD consulting engineer.
Knowing we can move the stormwater detention obligation over to the larger pond means that the
estimate of 40 dwelling units is conservative and that a creative site planner could probably get more units

Dear Ralph,
I spoke with you today regarding the potential future development of a parcel of land located just to the
east of the park/school district (the Webster Farm) property where the school is designing the future 2004
High School.
From what you have informed me the parcel is about 4.8 acres in size, and is planned to be partially
developed as a multi family project.
Assuming the future coefficient of runoff for this parcel is at 0.6 which is a reasonable guess for the
intensity of development that is projected on this parcel, and given that the piece is in the McClelland's
Creek basin where the release rate is 0.5 cfs/Acre or 2.4 cfs total according to the City's drainage master
plan for the McClelland's Basin; the addtional detention that would be needed for this piece is about 0.7
Acre-feet or about 30,000 cubic feet of additional detention volume that would be needed on the
school/park site. If the site is to develop at a more intense rate, say a coefficient of runoff of 0.7, then the
detention volume required for this site would be in the neighborhood of 0.9 Acre-feet.
Since it seems that the school district and park are planning a large facility on their site this additional
volume needs to be compared to their current detention volume requirement and might not be very
significant. The current plans for the 2004 High School/Park pond show a total pond volume of 32
Acre-feet with about 13.5 Acre-ft of that reserved for irrigation storage and the rest slated for detention
storage. These numbers are based on preliminary calculations submitted by the school district for their
site, and may change as the plans for the 2004 High School are finalized.
Looking at the site topography it seems that the site does drain from east to west, which woul allow this
parcel to be drained to the west into the school/park pond.
I believe alsoo that it would be advantageous to combine the water quality component required of this site
into the larger pond as it would be a much more efficient use of space and would provide for better water
quality treatment.
