All comments must be received by Steve Olt no later than the staff
review meeting:
Wednesday, May 5, 1999
There is some confusion as to the intent of this project. If the lot will be subdivided, then
a completed drainage report and plans will need to be submitted for approval now. If the
lot will not be subdivided, then submitting the information at the building permit stage is
acceptable. In either case, the following comments will apply.
1. Please include a vicinity map in the report.

3. Please provide a grading, drainage, and erosion control plan that shows off -site
grading, proposed on -site grading, drainage basins, detention pond, building
information, etc. If the relief in the area is minimal, 0.25 or 0.5 feet contours
rintervals may be necessary for reviewing the detention pond volumes.

7. A copy of the comments received from Donald Dustin of the Stormwater Utility
is attached to this letter. Also, a red -lined copy of the Storm Drainage Report is
being forwarded to the applicant. Please contact Donald, at 221-6589, if you
have questions about his comments.
8. Roger Buffington of the Water/Wastewater Department stated that all existing
water and sewer lines must be shown and labeled on the Overall Utility Plan.
Other comments are included on a red -lined copy of the Overall Utility Plan that
is being forwarded to the applicant. Please contact Roger, at 221-6681, if you

9. The Park Planning Department has no comments or concerns at this time.
However, any new residence constructed on this property will be subject to both
the neighborhood and community parkland fees.
10. Dave Stringer of the Engineering Department stated that he has no comments
because the necessary public improvements are existing. However, if this lot is
divided into 2 lots then there may be some Engineering comments.
General comments expressed by staff at the weekly Staff Review meeting on May 5,
1999 are as follows:
11. This property is located within the bounds of the recently adopted West Central
Neighborhood Plan and is zoned RL — Low Density Residential. If and when a
new residence is constructed on the property it may or may not be subject to any
requirements of the plan. Please check with the Advance Planning or Current
Planning Departments at that time.
12. There should be subdivision plat notes included that indicate what the future
intentions are on this lot.
13. Glen Schlueter of the Stormwater Utility stated that there may be an on -site
detention requirement when the second house (new construction) is built.
Extended detention for water quality is preferred.
This completes the staff comments at this time. Additional comments will be
forthcoming as they are received from City departments and outside reviewing
agencies.
Under the development review process and schedule there is no revision date
mandated by the City. The time spent on revisions is up to the applicant. Upon
receipt, the revisions will be routed to the appropriate City departments and outside
reviewing agencies, with their comments due no later than the second weekly staff
review meeting (Wednesday mornings) following receipt of the revisions. At this staff
review meeting it will be determined if the project is ready to go to the Administrative

a. Is the property being divided (if to be subdivided into 2 lots) along
Crestmore Place or City Park Avenue? Zoning would like to see the

b. The new property line needs to be drawn in or red -lined. If the 2 lots are
buildable lots, each cannot be less than 6,000 square feet in size and
existing structures must meet the minimum setbacks of the new lots at the

c. As per the above comments and Agenda Item Description as submitted
(see attachment), this plat needs to be a 2-lot subdivision. This plat shows
only 1 lot. If this is the case, there

There appears to be some confusion as to what was actually submitted to the
City for review. Perhaps the Applicant's response to these comments can clarify
the situation. Please contact the Zoning Department (Peter, Gary, or Jenny), at
221-6760, if you have questions about their comments.
4. Rick Lee of the Building Inspection Department stated that this request must
satisfy exterior wall and opening protection due to the location on the property.
Satisfy energy code requirements. Zero lot line construction requires (2) 1-hour
walls, not (1) 2-hour wall or (1) 1-hour tenant separation wall. Please contact

5. Doug Martine of the Light & Power Department offered the following
comments:
a. The normal electric development charges will apply, plus the cost to
modify the existing electric system.
b. An off -site easement across the front of 615 City Park Avenue may be
required. Light & Power will work with the developer, but it will be the
responsibility of the developer to secure the easement (if needed).

6. Ron Gonzales of the Poudre Fire Authority stated that there are no comments
based on the subdivision of the lot. PFA reserves the right to comment based on
potential future use of the 2"° lot (or residence).

Dear Dick,
Staff has reviewed your documentation for the 609 CITY PARK AVE. SUBDIVISION
(One Lot) - Project Development Plan (Administrative Review, Type I, Land Use
Code) that was submitted to the City on April 27, 1999, and would like to offer the
following comments:
1. John Moen of the Larimer County Canal #2 Ditch Company stated that this
project does not appear to have any affect on either Ditch Company.
2. The City's Mapping/Drafting Department offered the following comments:
a. The outside boundary closes and the area is OK.
b. The Point of Beginning needs to be identified and labeled on the
subdivision plat. wE ADDED F. d. B.
C. There is a discrepancy in the bearing on the north property line between
the plat and the legal description in the STATEMENT OF OWNERSHIP,
SUBDIVISION AND DEDICATION (please see the enclosed red -lined

d. There is a spelling error in the APPROVED block for the Director of

e. The subdivision plat does not meet the State Statutes for Control 38-51-
106(F).
f. The subdivision plat needs the current City Warranty Statements.
g. Is this a request to subdivide an existing lot into 2 lots? Where are the 2
lots?
