Show all that is concrete — we do not want small areas that are not maintainable. " R Additional detail is provided clarifying the construction of the culverts. Maintenance issues were considered in the design of the culvert. "See plans for additional comments. " R Redline comments have been reviewed and have been incorporated in the plan set. Collins, Colorado (Project Development Plan) Response to Engineering Comments, dated June 6, 2001 R The trail is now shown on the grading plan as meandering through the detention pond, and continuing east along the Lake Canal embankment. The path avoids wetlands and an area identified as "Do Not Disturb Trees." Details 1. "Will need the roll over curb and gutter detail if the variance request for the alleys is denied. " R Acknowledged. 2. "Make changes as shown to the alley intersection detail or use 8-12. " R Acknowledged. Changes have been made. 3. "Make changes to the mid -block ramp detail as shown or your can basically use the direct ped ramp detail 164D" R Acknowledged. Detail 16-413 has been incorporated to the plans. 4. Provide dowell detail (#4) R Acknowledged. The dowel detail is now included. 5. "What does. the.trail.look,like?: Width; pavement type, thickness, reinforcing?" -.R A pavement. section has been added to the Street. Typical .Section (Internal) sheetfor the trail, and includes the items above. The width is identified on other sheets. 6. "See comments on the sidewalk culvert. " R See responses provided under "Culverts" section. Culverts 1. "Provide notes and details — see attached for sample notes. "The points at the extensions of the flowlines for an intersection without a cross pan need to be 0.2 feet higher than the jlowline elevation as to not create a low undrainable spot. R Acknowledged. Please refer to the response above. 4. "Need more information on the plan/profile to determine if these details match that design. R Acknowledged. Please refer to the response above. 5. "At the intersection of Pascal and Heschel what happened to the curb at the outer edge? Need to have a curb here as I have shown. " R At the intersection, a 4-foot concrete sidewalk culvert is provided to convey drainage to the detention/ water quality pond. StrininE Plan 1. "Need to indicate the widths of the bike and parking lanes. " R Widths for bike and parking lanes are now identified on the Jerome Street Striping Plan. 2. "Cajetan is a local street so parking can exist on both sides if desired. " R Acknowledged. "No Parking Sign" labels have been removed along the north side of Cajetan. Grading Plan 1. "Label all sidewalk culverts. " R Sidewalk culverts are now labeled. 2. "Need easements for all grading and construction work that is outside the platted boundaries and not within the existing row. "The sidewalk at the corner of Heschel and Pascal should remain detached and use midblock ramps for the ramps at this corner. " R Acknowledged. Midblock ramps are now incorporated into the design at these locations. The sidewalk is now shown as detached. 26. "2 foot curb openings on the alleys — you are proposing no curb — so if that is approved you . will need to address what is to be done in leu of a curb opening. " R Acknowledged. A detail has been provided. 27. "Need to make sure that the alleys from the back of walk to the street slope out to the street — as shown on the detail. " R Acknowledged. 28. "Need curve info on the alley plan and profile sheets. " R Curve information for the alley (as well as street) plan and profile sheets is now provided on the respective sheets. 29. "Within the profiles you indicate a 6-foot pan at the intersection of the alley with a street. It is not really a cross jean as it would be one concrete section to the back of the sidewalk. " R Acknowledged. Changes have been made to clarify this item. 30. "The profiles will be reviewed again once information on them has been updated R Acknowledged. Intersection Details 1. "On the one intersection detail provided —Provide elevations in accordance with details D- 18 and D-19. Indicate the transition length unless it is standard, then can be shown on the detail, provide the elevation at the transition point. Missing some elevations and a couple of transition lengths. " R Acknowledged. 2. "Provide additional intersection details as indicated on the sheet — the alley intersection information could possibly be provided on the plan/profnle sheets as it is less info. "Need to dedicate row to encompass the entire culvert structure. " R We have not necessarily done this before. We understand that this may be a new requirement. With this in mind, additional ROW has been incorporated to include the box culverts and wing walls as requested. Should there be any further requirements or concerns regarding this issue, please contact us, 19. "Show a future ramp across from Osiander on Jerome so that the curb gets built with a dip. " R Acknowledged. The ramp has been added as requested. 20. "The turnaround on Jerome — I believe that this should be compacted roadbase. " R A pavement section has been added to the Street Typical Section (Interior) sheet. 21. "What does depressed curb look like? " R "Depressed curb" was probably not the proper terminology since alleys have valley pans. The intention was to provide an outfall at the alley profile low point by transitioning the valley pan to outfall into the detention pond. There is one such point remaining. This is on Alley K. Construction directive has been added to the plan at the low point to clarify the intent. 22. `Need to show the intersection transition for the Jerome and RE -aligned Vine intersection. " R The intersection transition for Jerome and re -aligned Vine Drive is well represented on the plan view of the Jerome Street Plan and Profile sheet. The end typical section location is well noted on the profile view. An intersection detail will be provided immediately for review once complete. 23. "The midblock cross pans — need to use min grades (5%) for the flowline grades as they tie into the pan on each side. This needs to be for a distance adequate to meet vertical curve criteria. " R Acknowledged. All midblock cross pans have a minimum flowline grade of 0.50%. In no case is a gutter flowline grade less than 0.50%. 24. "How does Baum transition at Osiander? " R Existing Redwood Street grades are presented and shown on the Redwood Street Plan and Profile sheets. Proposed grades are shown tying into existing grade. 12. "Show the patch in vine where redwood ties. R The intersection patch at East Vine and Redwood Street (Interim and Future) is now delineated. 13. Need to show where the future ramp is on redwood across from Cajetan so that the curb gets built with the dip. " R The ramp opposite Cajetan Street on the east side of Future Redwood is shown. The curb design for Interim Redwood Street at this location reflects this item. 14. "Add a note to indicate that protection is to be provided at the end of the pavement section (north end of redwood and east end of Osiander) to prevent undermining of the street section due to drainage running off the end " R The high point of Redwood is very nearly the location of the end of pavement construction, and is at very nearly the same elevation. No erosion control is deemed necessary, since very little flow would accumulate and discharge over the end of the roadway. 15. "Where are you ending alley L improvements? How is the turnaround going to be constructed? Materials? " R Alley L and the turnaround are now clearly identified and located. A pavement section has been added to the typical section for the turnaround at this location and for the turnaround to be constructed at the north end of Jerome Street. 16. "The asphalt path adjacent to redwood should stay 10 feet in width and not narrow. " R The temporary asphalt path is now shown maintaining a constant width. 17. "Where are the proposed parapet and wing walls at the ditch crossing on Jerome? Need to show what is to be concrete at this crossing, will there be a planted parkway or is that to be concrete and what are the limits. " R Box culvert plan sheets have been updated to clarify the guard wall, wing wall, parkway and concrete limits. Page 9 January 7, 2002 Project No: 1646-01-98 Re: Old Town North; Ft. Collins, Colorado (Project Development Plan) Response to Engineering Comments, dated June 6, 2001 4. "Provide intersection elevations in accordance with details D-18 and D-19. Intersection details are also needed for the alley -street, and alley -alley intersections. " R Acknowledged. These details are in the process of being completed. Our efforts have focused on the street -street intersections. These are completed except for Jerome and Future Vine Street. The two intersections of Jerome with Pascal and Cajetan are detailed to the centerline of Jerome. We will provide the remainder once completed. Once the remaining intersections are completed, they will be provided immediately for review. We have included sheets in the plan set so that you are aware that they are being done. They are currently being adjusted for the new street profile elevations. S. "Some elevations on the plan/profile sheets do not match the elevations on the details. " R Elevations have been reviewed and modified to ensure consistency. 6. "Label all sidewalk chases, culverts and inlets locations and indicate sizes. " R Sidewalk chases, culverts, and inlets are labeled and dimensioned. 7. "Provide Key maps. " R Key maps are being in process of being added to applicable utility plan sheets. 8. "Please show the ramps at the intersection of Re -aligned Vine and Redwood Street as directional as that is how they will be built in the future. " R Directional ramps have been added as requested. 9. "Provide the design for the roadways adjacent to Phase 2 and for 500 ft off -site in accordance with criteria. " R We are profiling the two additional proposed streets that will ultimately intersect with North College according to City transportation. These two streets are Pascal and Cajetan. The designs will terminate at North College Avenue, which is located less than 500' to the west. The designs are less than the required 500', however are complete to North College Avenue. Please note that Pascal Street will go through the existing Mr. Money building (742 North College; Will Subdivision). Plan and profile sheets are attached as exhibits for both streets. These exhibits are not formally included in the Old Town North plan set. 10. `Indicate the alley widths on the plan. " R Alley widths are identified on the plan. Collins, Colorado (Project Development Plan) Response to Engineering Comments, dated June 6, 2001 Street Sections 1. `Identify what the min parkway width will be on the modified Major Collector streets. How narrow does the parkway get? What is the min dimension? " R The modified Major Collector street minimum parkway width is now noted. The minimum dimension is 4.5 feet. 2. "The alley sections — you can do these all concrete with the drain to one side design if you like. But per the standard detail, it is a driveover curb on the low side, not a v pan. Why are they labeled as three different options when they appear to all be the same design other than width?? See comments above regarding the use of a vpan. " R Acknowledged. A variance is in process allowing the design and construction for v-pan. (Please refer to prior response addressing this item in greater detail.) The text "Option A", "Option B", and "Option C" was taken from the Larimer County Street standards, but has been removed for clarity. 3. "Why not put the redwood interim section on these sheets as well. " R The Interim Redwood Street typical section is now presented on one of the typical section sheets. Plan and Profiles I. "Need to provide flowline profiles. Have a couple of streets where flowline profiles have not been provided. " R Acknowledged. Flowline profiles have been included in the plan set. 2. "Provide Curb return information at all street and alley intersections. " R Acknowledged. Curb return information is in process of being completed. Once these are completed, they will be provided immediately for review. Curb return profiles were completed prior to the decision to redesign due to extensive dirtwork quantities. We have included this sheet in the plan set so that you are aware that they are being done. They are currently being adjusted for the new street profile elevations. 3. "Show the cross pan locations on the profiles. " R Acknowledged. Cross -pan locations are now included on the profiles. Page 7 January 7, 2002 Project No: 1646-01-98 Re: Old Town North; Ft. Collins, Colorado (Project Development Plan) Response to Engineering Comments, dated June 6, 2001 R Phasing has been clarified considerably on the plans through the use of differing line weights, adjusting construction phase boundary lines, and additional labeling. These tools are used throughout the project, and are not restricted to Future and Interim Redwood Street plan sheets. 3. "Show the turnaround at the end of Alley L " R Two turnarounds are now presented on the plans: at the north end of Jerome Street, and at the east end of the Alley located between Blocks 10 and 11. The turnarounds have been carefully defined and coordinated with Ron Gonzales of the Poudre Fire Authority. Utility Sheets 1. "Typical water service detail (4 plex townhomes) the easement for the placement of these is not shown on the plat — that is if an easement is needed. " R Easements at these locations are now identified on all affected utility sheets with a reference to the plat for actual sizes. Most will be 10' x 10' utility easements. Those at locations where skews occur, are specifically defined on the plat. 2. `Indicating that the path connection out to College is future — it is not future it is to be built with this phase. " R A sidewalk connection is now noted along the north side of East Vine in the plans. Additional survey data has been provided and existing conditions and the sidewalk alignment design has been incorporated into the plan set. Refer to the Master Utility Plan for detail. Any reference to "future" has been removed. 3. "Ihe gate at the driveway off of Jerome needs to be relocated. There needs to be a minimum of 20 feet from the gate to the flowline. The gate can not be placed at the back of the sidewalk it will need to beset in. This is a health and safety issue and not negotiable. " R Acknowledge. The gate has been relocated as requested. 4. "Need to clearly identify the vine pavement limits and the patch area. " R The pavement limits and patch areas along East Vine Drive are now clearly identified on the plans. The asphalt removal and patch area for the water line at Vine Drive and Jerome is noted in the Master Utility Plan Construction Notes. See Construction Note 1. The asphalt removal and patch area for the sewer line at Vine Drive and Jerome is also noted in the Master Utility Plan Construction Notes. See Construction Note 41. Page 6 January 7, 2002 Project No: 1646-01-98 Re: Old Town North; Ft. Collins, Colorado (Project Development Plan) Response to Engineering Comments, dated June 6, 2001 R Acknowledged. Utility Plans 1. "Alley X appears to have a greater than 10 degree deflection with Street E (south side). This is not allowed. Correct. Can request a variance and it will be evaluated. The intersections of Alley X and Street F (both sides) may not be within the allowed deflection wither show what the deflection is. If it is not within the limits, the same applies to them. " R The intersection described has been redesigned to reduce the deflection angle to be less than 10 degrees. All alley intersections have been reviewed. No instances currently exist where the deflection angle is greater than 10 degrees. Therefore, no variance request has been prepared regarding this item. 2. `Provide two benchmarks. " R Two benchmarks have been included as requested and as identified by the Larimer County Urban Street Standards, General Notes. These benchmarks are presented on sheets 1 and 2 of the plan set. 3. "See attached for the general notes associated with the new standards. Make changes as shown. You are missing the highlighted notes, please add those. We can give you a text file for these if you like. " R An updated word document has been obtained from the city. Changes you requested were noted in this file. The General Notes section on sheet 2 reflects these changes. Phasing Plan 1. `Isn't there a sidewalk connection that, is needed along East Vine for this project? It is not shown — it needs to be shown on this and all sheets showing this area. " R A sidewalk connection is now noted along the north side of East Vine in the plans. Additional survey data has been provided and existing conditions and the sidewalk alignment design has been incorporated into the plan set. Refer to the Master Utility Plan for detail. An 8-foot utility easement is now included on the plat at locations between alleys and park. This utility easement is expanded to 9 feet between streets and park. Utility plans have also been updated. 18. "Tract JJneeds to be dedicated as access easement. The LUC does not allow you to create a parcel that could control access to another parcel. " R .Acknowledged. Tract JJ is now represented and labeled as "Utility, Drainage, Ditch Maintenance and Access Easement" on the plat. Utility plans have also been updated. 19. "You may not wish to dedicate the alley now between Block 7 and Tract KK since any changes in the fitture to the row will require an action of council. " R Acknowledged. We appreciate the concern. However, the lots south of the alley in Block 7 have been defined based on the anticipated product and will be serviced with water services with Phase 1 construction. Therefore, our position is to have the alley dedicated at this time. 20. "What is existing row? Show what is existing along future realigned Vine Drive and Redwood Street. I don't think future non-existent row should be shown on the final plat, but that is up to Jim and Walley's determination. " R Existing ROW's along Future Realigned Vine Drive and Redwood Street are now more clearly identified. Future ROW's are presented based on the City's communication of roadway alignment. 21. "Need to show the off -site easements that are needed and indicate that they are to be provided by separate document. " R Acknowledged. 22. "Add a note to the plat that all vehicular access to lots is to be from the alleys — no vehicular access is allowed from the streets. " R Acknowledged. Text has been added to the plat. 23. "How are you identifying that the G lots are associated with the other lots and can not be sold separately and are for garage use only?" R G lots are garages. Garages will be sold as part of the lot. Garages are identified with a hyphen and corresponding lot number within the same block (i.e. "G-2", is a garage associated with Lot 2 of the same block). 24. "See additional comment on the plans. Collins, Colorado (Project Development Plan) Response to Engineering Comments, dated June 6, 2001 Therefore, both terms "future development" and "drainage easement" are used in labeling these tracts. 13. "Need to indicate how some of the easements can be located " R Acknowledged. Please refer to the plat for changes made. 14. "Show the off -site row that is needed for the connection of Street A to Vine. Label "off -site row by separate document" or include it within the platted limits. May also need off -site easements along here to get utilities to the site. Response was that this is existing row. If it is existing that is not the way it is shown on the plat. " R The right-of-way along Jerome Street is 70 feet from the Lake Canal ditch continuing south to East Vine Drive. This right-of-way is being dedicated with this plat. This area is part of the property owned by Monica. We have attached a copy of the assessor map showing this property for immediate reference. We apologize for any confusion which may have resulted from a previous response concerning existing right-of-way. It does not currently exist. You may also reference the Survey included in the plan set for information on this portion of the property. 15. "Showing apiece that needs to be acquired? How is this all going to work? There are some issues here. Response was.that this portion of land is owned by the City — no it is not owned by the City. From what I understand Monica has bought the tax leans on this property. The attorneys need to be working on this. " R The city of Fort Collins has condemned the parcel and agreed to deed it back to the developer. The deed is not yet in the possession of the developer. That work is impending. R An additional property is being pursued for purchase by the developer. This narrow strip of property is owned by the Colorado Department of Transportation (CDOT) and is located along the north side of the Lake Canal Ditch Company. CDOT administrators have agreed to sell the property, and have forwarded this request onto the CDOT approval commission. The commission in January 2002 will formally confirm a decision. 16. "Where is the PSCo easement that cuts through the site? " R The PSCO gas easement is now shown on the plat. 17. "Still need 8-foot utility easements on the south side of the alleys where the alley abuts the park. The same is true for the streets still need the 9-foot utility easements adjacent to the row where the road abuts the park. " Page 3 January 7, 2002 Project No: 1646-01-98 Re: Old Town North; Ft. Sight distance easement language is now present on the plat. 7. "Need to define the points where the easements change type. Response was that where the easement change occurs a different letter is presented. Okay, but that doesn't tell us where the easement actually ends. " R Acknowledged. Boundaries are presented indicating the break/ boundary between easement types. 8. "Utility easements at a corner where the row is a radius also need to have a radius. Say they are now shown that way, but they are not. " R Acknowledged. The radii of the utility easements are accurate. Due to the scale of the plat some of the radii do not appear, but appear as an angle. 9. "Alley X appears to have a greater than 10 degree deflection with Street E (south side). This is not allowed. Correct. Can request a variance and it will be evaluated. The intersections of Alley X and Street F (both sides) may not be within the allowed deflection either show what the deflection is. If it is not within the limits, the same applies to them. " R The intersection of Alley X and Cajetan Street has been redesigned to reduce the deflection. The angle of the intersection is now less than 10 degrees. R All other intersections have been reviewed, and their deflections are less than 10 degrees. These deflections are provided for your review 10. "Need to provide information so that the temporary turn arounds can be located. " R Acknowledged. Temporary turnarounds now include information for proper layout. 11. "Will probably need to increase the text size. I can not tell what some of the numbers are and this is a pretty clear copy. " R Acknowledged. Changes made. 12. "I don't believe that Tract F and KK are fixture development. I believe that it is the Dry Creek. " R Existing Dry Creek meanders in and out of the proposed Tract F and Tract KK. As part of Phase III construction, Dry Creek improvements will be made. This variance request addresses the Redwood Street design constraints. R Acknowledge the requirement for a variance request for v-pans in alleys. This variance request has been prepared. However, based on your comment, we are calculating the impacts of both the 2-year and 100-year storm on the v-pans and width of inundation. Once these items are completed, the required easements will be identified and provided. The variance request will then be provided for review. R Regarding the comment that foundations need to be 1-foot higher than the 100-year WSEL associated with flows being conveyed in the v-pans, we would respectfully request that you provide additional reference information. We see no problem in accommodating this directive. Plat 1. "Need to indicate who is to own and maintain the Tracts and Blocks. " R Acknowledged. This information is now identified on the plat. 2. "Why do you have light and power and AT&T Broadband signing the plat? I didn't see any easements dedicated to them. " R This item has been removed from the plat. 3. "Need an acceptance block for the Lake Canal. They need to accept the area as easement or accept the parcel if it is being dedicated to them. " R Acknowledged. An acceptance block is now present on the plat. 4. "The row radius at the intersection of the streets with New Vine need to be 9 ft radii min. " R Acknowledged. The ROW radius has been addressed and is reflected on the plat. 5. "The sidelot 8-foot access easements need to be private access easements and need to indicate who they are to be owned by. The adjacent lot? I also thought that by stating that they are 8 foot easements that they were 8 feet on each side of the property line, but I don't think that is the case based on the site plan. Collins, Colorado (Project Development Plan) Response to Engineering Comments, dated June 6, 2001 Dear Miss Wamhoff, This is a response to your most recent project comments regarding Old Town North ODP — Type II, dated June 6, 2001. Original comments and responses to each are provided. The delay between your last review and this resubmittal involves a substantial vertical redesign, which was pursued in order to reduce dirtwork quantities. Therefore, most redesign revisions that you see will be related to profiles. There has been no modification to the plan view of this design. Although we recognize that redesign issues may result in further comments on your part, we would request a work session with you directly after your review to resolve issues prior to formally providing a comment sheet to the Planning Department. Our goal is to be able to begin construction this spring. Of course, we have time constraints concerning ditch improvements and work within the Lake Canal ditch. 1. "No variance requests have been received. " R Acknowledged. One variance request is provided with this re -submittal. Please refer to the following response. 2. variance requests that are needed — 2.1. Angle of intersection for a street (alley X) 2.2. Redwood alignment, curves and tangents do not meet standards. 2.3. Alley section — request a v pan. For this request here is some information that needs to be considered and provided with this request. Will need to show that the 2-year storm stays within the v pan/ row. Will need easements on private property adjacent to the alley for the 100 yr storm. Need information to know the width of this easement adjacent to all alleys, is it consistent width, does it vary. No fencing or structure will be allowed within these easements. Foundations will need to be I foot higher than the 100 yr level. " R Changes to the intersection of Alley X and Cajetan Street have reduced the intersection deflection to less than 10 degrees. This change eliminates the requirement for a variance request. 4836 S.
