Streets
There are two basic issues having to do with streets. The first is to establish a collector and
connector system to serve the area. We recently completed the Fossil Creek Subarea Plan,
which established a connector and collector system for the study area. Between the northern
boundary of the study area and Harmony Road, we need to establish locations for the collector
system.
Hewlett Packard representatives have expressed a willingness to locate Cambridge Drive on
their property to avoid the need to secure right-of-way dedications from residential properties
along that street. Matt Baker with the City's Street Oversizing Fund has indicated willingness on
the part of the City to pay for right-of-way, which would not normally be required from Hewlett
Packard through dedication.
The Access Control Plan on Harmony Road was modified to establish a traffic signal at
Technology Parkway. There remains the possibility to establish warrants for signals at
Cambridge and/or County Road 7. However, it will be very difficult to establish a warrant at
either location without master planning of the area to include the Kaplan, Hewlett Packard, and
Chateau properties, along with others not yet in early stages of the development review
process.
The second major issue is that City development standards require connection to an improved
arterial roadway. City Engineering would be willing to review that requirement and assist in
establishing a solution for the various properties in the area. It's likely that most developments
would prefer using County Road 9, with its existing signal.
As a next step, I recommend that you authorize your consulting engineers or staff members to
meet with the City staff to evaluate each of these issues and arrive at a mutually acceptable
solution. The City would leave the participation in costs .to private discussions and negotiations
among the various properties.

Dear Interested Parties:
As you know, there has been discussion among property owners south of Harmony Road and
east of County Road 9 about coordination of infrastructure. I think there are clear advantages,
both for the City and the property owners that we continue these discussions immediately, and
to resolve the installation of street and stormwater improvements in the area.
To facilitate that, I recently called a meeting of City staffmembers from Planning, Engineering,
Traffic Engineering and the Stormwater Utility to discuss options for the area. We considered
stormwater, streets, and compliance with the City requirement that development be served by
an improved arterial.
Stormwater
The City is willing to immediately contract with a consulting engineer to evaluate the area for
detention, release rates, boundaries, and an outfall into the Fossil Creek Inlet Ditch. We think
the study would provide valuable information to the City and to the individual property owners in
the area, and answer many of the questions about how storm flows can be handled. Each
individual development would then need to engineer its individual solutions based on particular
needs.
