CO 80525 Environmental Assessment Checklist page 7 Mitigation Measures Needed: Any housing unit within 700' of the Burlington Northern Railroad tracks south of Vine Drive must have noise attenuation features or techniques to reduce noise levels to the "acceptable" levels (ie. to at least 65 DNL). Existing trees that are determined to be specimens to preserve by the City of Fort Collins should be incorporated into the plan and measures taken to protect these trees. An approximate 50-100' wide buffer is expected. Since the property is within the 100-year floodplain, housing units will be required to be elevated. Environmental Assessment Checklist Summary of Environmental Conditions: A noise assessment was conducted. Noise levels will be within the "acceptable" range as long as all housing units are more than 700' from the existing Burlington Northern Railroad tracks to the south of Vine Drive. There are no known historical, cultural or archaeological resources associated with this site. There are no air quality, water resource or wetlands associated with or related to this site. There are no endangered species on or related to this site. The site is within the 100-year flood plain of Dry Creek and construction mitigation will be required (ie. elevate structures). There are existing trees on the site that should be preserved. Housing units less than 700' from the Burlington Northern Railroad tracks will need noise attenuation measures or units can be shifted to exceed the 700' spacing. Additional Studies Performed (Attach Study or Summary) Noise Analysis was performed for the proposed project (see attached). Results of this analysis showed that noise from the area roadways will be within the "acceptable" level; however, railroad noise will exceed "acceptable" levels for any housing unit that is within 700' of the existing Burlington Northern Railroad tracks on the south side of Vine Drive. A Concept Plan was reviewed by the City of Fort Collins in March of 1998 for approximately 300 single-family units and 30 carriage or accessory type units. The proposed use is consistent with the zoning of CCN Community Commercial North College, which permits residential uses under the Administrative or Type 1 land use review. The proposed use is also consistent with the City's Structure Plan, which shows the area as part of the Community Commercial area. A modification to the City's Land Use Code has been approved, to permit more than 40% of the CCN area to he in residential land nsec Arrecc to the ('i1,'c transit system- Trancfort. is an Cnllege Avenue and nn Vine- at Linden Street. There is also bus service on a portion of Conifer to the north. Bike lanes are on Vine, Redwood and Conifer. The site is fairly level. The Dry Creek Channel is along the northeastern edge of the site. The site is in the 100-year designated floodplain. There is a riparian forest area along the southern edge of the site, with existing trees in this area. Utilities exist near the site. Some road construction will be required, to extend Redwood Street and for other internal streets . The proposed housing units will be of similar size and character to the residential units in the surrounding area. The area has a diverse socio-economic population, as well as a variety of residential, commercial and industrial land uses. Residential uses are found to the north of the site. The construction of the proposed housing units will not negatively alter or impact the socio-economic or demographic character of this are and will actually increase the amount of residential uses in the area. The project will not have a dispropor- tionately high and adverse human health or environmental effect on minority and/or low-income populations. The project will not exclude participation in or deny benefits to people because of their race, color, or national origin. A City -required neighborhood park could be developed on this site or shared jointly by several properties in the area, which could potentially beneficial to this development. X No impact on Endangered Species X endangered species Project Description The Olde Town North development is proposed for approximately 300 single-family housing units and 30 carriage homes or accessory housing units. The site is located north of Vine Drive, between College Avenue and Redwood Street. The site is currently vacant and approval under the City of Fort Collins Administrative Review (Type 1) will be necessary prior to construction or development of the site. The site is zoned CCN Community Commercial/North College Zoning District, which pen -nits a mix of commercial and some residential land uses. The area is designated for "Community Commercial" uses on the Structure Plan of the Fort Collins City Plan. "Community Commercial" is intended to serve as a transitional area between the North College Avenue commercial area and nearby residential areas. A maximum of 40% of the district can be in residential land uses; however, a modification to this standard has been conditionally granted by the Fort Collins Planning and Zoning Board. The proposed housing units would be single-family units on the majority of the site. Approximately 30 units would have accessory carriage house units. The southern edge of the site borders on the Lake Canal and the Redwood Trail exists along a portion of the eastern edge of the site. To the northeast is the Dry Creek Channel, an existing drainage way. The entire site is currently in the 100-year flood plain of Dry Creek. Future improvements to Dry Creek will reduce the flood plain on this site; however, those improvements are not expected to be completed until approximately 2004. The City's transit system, Transfort, operates a bus route along College Avenue and along Conifer Street to the north and on Vine at Linden Street. Bike lanes exist on Vine Drive and Conifer Street. Vehicular access to the site would be from an extension of Redwood Street and from potential connections to Vine Drive to the south and Conifer Street to the north.
