Do not extend proposed sanitary sewer mains beyond the last service.
16
As previously indicated, provide details for all water main lowering.
17
/ If the existing 12-inch water main located in Redwood St. is to be relayed, then it must
be relayed in the future street right of way.
18
Clearly define all manholes which are to be adjusted. Provide Adjust detail for
l adjustments over 16-inches.
19
Clearly define what portions of plans are for construction and what is for reference only.
\Ik 20
As previously indicated, provide steel casing all existing and proposed water/sewer lines
which pass below concrete box culverts.
21
( See overall utility, site and landscape plans for other commnets.

The letter requesting the modification for the side yard reduction doesn't seem to really
talk about the setback issue. It talks only about affordable housing.
Be sure and return all of your redlined plans when you re -submit.
If you have any questions regarding these issues or any other issues related to this project,
please feel free to call me at (970) 221-6750.

The number of valves required at water main intersections is the number of connections
minus one.
9
61 Clearly indentify the method for phasing water and sewer mains (2-foot sewer stubs,
water mains plugs, etc.).
10
Gas mains may not pass through, above or below water meter pits. As previously
I1 10 indicated provide 4 feet separation between curbstops and gas/electric lines. Provide 4
feet separation between outside wall of meter pits and building envelopes.
11
I Clearly indentify all existing water/sewer lines which are being abandoned. Clearly
yI" indentify the method /proceedure for the abandonment of existing water/sewer lines.
12
As previously indicated, maintain a 10 feet separation distance between thrust blocks
and all other underground utilities.
13
The City of Fort Collins Utilities standards require an 18-inch minimum separation
I\Ibetween existing water/sewer lines and all storm sewer/box culverts. Per our previous
meeting, please provide details of how this sanitary sewer and storm sewer conflict may
be resolved. Provide details which will show that the existing/proposed pipe will not be
located in the flow of the cannel and that the proposed box culvert will not bare on the
existing/proposed pipe. Please contact Jeff Hill at 221-6674 or Roger Buffington at 221-
6854 to arrange a meeting to discuss this matter.
14
Do to the age and size of holes existing/proposed in the manhole located at the
1\ \ intersection of East Vine Dr and Jerome street, the base must be replaced. Clearly
define this on the overall utility plans.

22. Please change the calculations in the column that is labeled "level of protection" to
be (lowest floor elevation - 500-year flood elevation). All values should be 1.5 ft. or
higher.
23. In spot checking the 500-year elevations in the table, many were found to be
incorrect. See items marked with an ...... Please review and revise as necessary. A
complete review by the City of all BFE's will need to be completed during the next round
of review.
24. Please add the following notes about floodplain issues:
? Include notes from drainage report about floodplain use permit being required before
building permit being issued and that a FEMA elevation certificate is required prior to
issuance of the CO.
? Define "lowest floor elevation" as including bottom of basement or crawl space.
? Discuss hydraulic venting of garage if needed.
25. Since you are elevating the ground so much, it might be worth considering going
through the FEMA LOMR-Fill process to remove the site from the floodplain. This will
save a great deal of money in flood insurance premiums for the future homeowners.
Please note that additional comments may arise when complete information is
submitted. When resubmitting, please return the marked up copies of the plans and the
drainage report. Feel free to call me at 224-6036, if you would like to meet to discuss
these comments, or if you have any questions.

Landscape separation requirements have not been met. Please coordinate landscape
plan with civil plan and provide the required landscape separation distances. Show and
label all existing and proposed water/sewer mains and services on the landscape plans.
5
A 30-foot utility easement is required for all sanitary sewer mains when main is located
I\I outside of a public right of way.
6
[\ I0\ Combine like notes on sheet seven to.eleminate excessive numbering
7
I\ Place gate valves on proposed water main in oder to allow individual isolation of fire
hydrants.

11. P. 20 In the Compliance with Standards section, please list the floodplain
regulations in Chapter 10 of City Code.
Miscellaneous Plan Sheet Comments
12. Please show the Dry Creek floodplain and floodway boundaries, as well as the
Poudre River floodplain boundaries and Product 6 Corridor on the Plat. See previous
comment.
13. See previous comment about having floodplain, floodway and Product 6 boundaries
on the grading plan.
Drainage Plan (Sheet 59)
14. Suggest making a separate map for the floodplain, instead of trying to have
everything shown on the one drainage plan. The items to include on this separate map
would be:
? Floodplain and floodway lines for Dry Creek
? Floodplain lines for the Poudre River
? Product 6 corridor for the Poudre River
? Cross-section and BFE lines for Dry Creek and the Poudre River
? Lot lines, lot numbers, streets, block numbers, phase lines
? Table with flood elevations
15. On the drainage plan, some of the cross -sections are mislabeled. Please review
and modify.
16. On the drainage plan, please make all labeling of cross -sections and BFE labeling
readable.
17. On the drainage plan, please add the BFE symbol to the legend
Drainage Notes (Sheet 60)
18. Add a column for 100-year WSEL. This will be needed for completing the elevation
certificates for the CO. By having this already prepared, it will make it easier for
completing the elevation certificates.
19. In your response to previous comments, you said the "Actual Finished Grade" will
probably be the garage slab. Please change column label to reflect this (i.e. label
should say "garage slab elevation").
20. Please change the column name "500-year flood protection (@+1.5ft)" to
"Regulatory flood protection elevation (500-year WSEL + 1.5 ft.)
21. Please add a column that lists the lowest floor elevation. Remember lowest floor
includes the bottom of the basement or crawl space.
Page 4
12. The analysis of the culvert connecting the two ponds assumed a 0.5 foot head
l( difference. Please explain this assumption.

13. Please show the equation used to develop the orifice -rating curve.

INN\ Floodplain Comments:
Drainage Report
1. P. 6 Please change the term "finished floor" to "lowest floor".
2. P. 6 Please make a note that says that the lowest floor elevation includes the bottom
of the basement or crawl space.
3. P. 6 Please discuss the type of foundation construction for the homes (i.e. slab -on -
grade, crawl space, basement, etc.)
4. P. 6 If any of the garages are not going to be elevated above the regulatory flood
protection elevation, please discuss the hydraulic venting requirements. Please note
that all mechanical equipment servicing the building would still need to be elevated to
the regulatory flood protection elevation.
5. P. 6 Please discuss the location of the Dry Creek floodway. Please state that no
construction will be done within the floodway in this phase.
6. P. 6 Please include the table shown on Sheet 59 of the plan set that lists the 100-
year and 500-year WSEL's at the cross -sections in the project area.
7. P. 7 In the regulation section, please mention the floodplain regulations found in
Chapter 10 of City Code.
8. P. 8 Please make a note that all structures will have to have their lowest floor
elevated 18" above the 500-year flood elevation. Please discuss venting of garages, if
applicable.
9. P. 8 Please clarify in the report why the 500-year elevations instead of the 100-year
elevations are being used. Suggested language is written in the report.
10. P. 16 Please include a statement about needing to obtain a floodplain use permit for
each structure prior to obtaining a building permit and that a FEMA Elevation certificate
is required for each structure in order to obtain a CO. Please make this note on the
plans, as well.

26
5. Please revise street capacity
elevation is not always the same as calculations thea curb elevation for the 2-year storm. Also,
please add the additional street capacity calculations when completed.
G/(j'o' 27
6. Please revise the pond rating curve to reflect the new WSEL and spillway elevation
and make sure the report is consistent with Northern Engineering's report.
28
7. Please ensure the Poudre River and Dry Creek floodplains (including the product 6
0 corridor for the Poudre River) are more legible; it is very difficult to discern the
floodplains on sheet 54.
29
8. Please provide documentation for the 500-year water surface elevations used on
sheet 55. How were the elevations developed?
30
ok
9. In the Northern Engineering modeling report dated 5-17-2001, random calculations
performed by the City for the discharge using the orifice equation and input values does
not agree with the calculations for the orifice rating curve in the report appendix. Also,
the values in the SWMM rating curve do not exactly agree with the rating curve
calculations. Please explain.
I0 31
\ 10. Please show the peak water surface elevation, storage, and release rate for the
pond on the drainage plan. Currently, there is a rating curve for 61 and 62 but not 61.45
WSEL. Please note this information should come from the combined pond model.
32
11. Please include additional storage -discharge points on the pond -rating curve to
'0 reflect the spillway discharge in the report and on the plans.
