As you requested, this letter provides a record of these conversations and presents our understanding of PFA's concerns and ultimately your position not requiring a temporary turnaround. Collins, Colorado Dear Mr. Gonzales: This letter is a follow-up to phone calls with you on May 23`d and 24`h, 2001, and presents our understanding that no temporary turnaround will be required by the Poudre Fire Authority (PFA) at the north end of proposed Blondel Street. Blondel Street is to be constructed within the proposed Old Town North development. On May 23`d you and I spoke and you requested including a temporary turnaround at the north end of Blundel Street where it intersects with Alley Y. I agreed to your request of adding this item to the final utility plans currently being prepared by Shear Engineering Corp. The following day, I phoned requesting you reconsider requiring this item. Brian Shear also joined in the conversation part way through. The following issues were presented against the inclusion of the temporary turnaround: 1. The Dry Creek floodplain is located north of Alley Y. No construction is allowed within the limits of the floodplain. A temporary turnaround would require encroaching into the floodplain. 2. The configuration of the adjacent lots does not allow for the construction of a 100' temporary turnaround. 3. The City of Ft Collins is currently studying the relocation of Dry Creek. Plans for the Blondel Street connection to Future Re -aligned Vine Drive would likely proceed once the Feasibility Study for the Dry Creek Diversion Improvements is completed. Once this study is completed, further direction and scheduling for the construction of Future Re -aligned Vine Drive and the extension of Blondel Street will be possible. 4. The distance between the north end of Blondel Street and the intersection of Osciander and Blondel Streets is approximately 130', which is less than PFA's strictest criteria of 150' requiring a temporary turnaround. 5. Entrance into each residence is from Osciander Street, not from Alley Y. This scenario is the most suitable in cases of emergency responses. 4836 S. College, Suite 12 Ft.
