5. The landscaping plan does not indicate the type of groundcover around the
building where the shrubs are to be placed. I assume it is to be mulch or
rock? Please indicate.
6. The site plan does not conform to the parking requirements of Section
3.2.2(K)(a).
7. Is the 28' building height realistic/accurate for a three-story structure?
8. Please provide a detail of the site lighting.
9. Note 12 Sheet 1 of 1 should state that mechanical equipment will not be
visible from "surrounding areas" in addition to public streets.
10. The site plan shows an existing light along Elizabeth Street to be relocated
but does not indicate the new location.
11. Although 2 handicap spaces meets the absolute minimum requirement for 50
parking spaces, the 50 spaces is based upon the assumption that a variance
will be granted. At a minimum, and for a senior housing project, the number
of handicap spaces should be based upon the required number of parking
spaces and not a lesser number as determined by a possible variance. This
means that 4 handicap spaces should be provided.
12. Keep in mind that the additional 1-foot of right-of-way required means that
the utility easement will expand by 1 foot. This may impact the building
location.
13. Certain dimensions are lacking on the site plan. Driveway width, typical
parking stall width and depth need to be indicated.
Review comments from the other reviewing agencies were foxed to Simpson
Housing, and picked up by you yesterday. Therefore no additional copies are
attached to this letter.
Please provide a written response to each of the above comments, and the attached
comments with the submittal of plan revisions. Please return all drawings and
reports redlined by City staff with submission of your revisions that are clearly
dated and labeled as revised plans. Please schedule your resubmittal with Ginger
Dodge and/or Voneen Macklin of the Current Planning Department at 970.221.6750.

Dear Mr. Klockeman:
Thank you for your application submitted on behalf of Simpson Housing Solutions.
Staff has reviewed your submittal and we offer the following comments:
1. Section 2.2.11 of the Land Use Code requires that an applicant submit
revisions based on this letter within 90 days or the project application
becomes null and void. Your response to the City's concerns is due by June
8, 2001. A 30-day extension to this deadline is available. All requests for
an extension should be directed to the Current Planning Director. If
remaining issues are those that do not require plan revisions, a status report
verifying continuing efforts toward resolving the issues is required within
the same timeline.
2. The site plan does not conform to the park requirements contained in
Section 4.5 (D) (3). The plan should be brought into conformance. It is the
opinion of staff that it is especially necessary to provide an outdoor place
for the elderly to congregate. A modification to this standard will require
approval of the Planning and Zoning Board; therefore your application
becomes a Type II review rather than a Type I.
3. The readability of the site plan would be better at a scale of V=20' (like the
landscaping plan).
4. A minimum of 4 Bicycle parking spaces should be provided. This is based
upon 5% of the required number of parking spaces (78). The site plan shows
the location of the bike parking but does not indicate how many spaces will
be provided.
