Shields Street, Fort Collins June 29, 1999 Turning Point has received conditional approval for use of the property at 801 S. Shields street as a "group home" which will include administrative offices and a 20 bed residential facility. Turning Point residents are not permitted to own or operate motor vehicles during their stay. Traffic impact is limited to staff, volunteers, and occasional visitors to the building. The city's traffic engineer has determined that the use as a group home will generate fewer vehicle trips that the previous use as a fraternity, therefore a traffic study is not required. The following transportation impact items should be noted regarding pedestrian, bicycle, and transit uses: ➢ improvements to the site include adding/improving sidewalks along Plum Street and Shields Street. ➢ the site is adjacent to several Transfort bus routes and is within easy walking distance of the CSU Transit Center (see map). ➢ the site is adjacent to existing bike routes on Plum Street and Shields Street (see map). ➢ improvements to the site include providing a designated, sheltered area for bicycle parking. ➢ improvements to the interior of the building include the addition of showering facilities and lockers for staff who walk, run, or bike to work. Shields Architect's Project No.: 9908 Dear Troy, I am submitting the plat for 801 South Shields Street for a Type I Review. I have included the information required which you listed in your letter and checklist dated June 18, 1999. You had waived the Soils Report and the Street Cross Section Schematics. The modified items you had listed are: 1. Drainage Report. The impervious area on the site is not being increased by more than 350 sq. ft. In fact it is being decreased by 5037 sq. ft. with the addition of many planting areas and lawn areas which are currently paved with asphalt paving. The site generally slopes from the north to the south and will retain this drainage pattern. The impervious area is noted on the existing plan and site plan. 2. Traffic Report.
