Dear Troy,
I am writing this letter to address your inquiries regarding Turning Point's staffing patterns and
traffic flow at the Shields location. There will be three main uses for this building. These uses are: the
Girl's Residential Program, the Adolescent Day Resource Program (ADRP), and the administrative offices.
Below are the details regarding typical staff count and traffic flow for these programs.
Turning Point holds a Residential Treatment Center (RTC) license for the Girl's Residential
Program. There will be a maximum number of twenty residents living at that location at a time. Our Day
Treatment program will also call the Shields location home. We hold a Department of Human Services
Day Treatment license for this program and are licensed for a maximum of twenty-four day treatment
clients. We do not allow our clients to drive nor to possess vehicles on our property, therefore; they will
not affect our need for parking, or the traffic flow.
Turning Point's administrative offices will reside at the Shields location. There will be no more
than fourteen administrative staff members working in the building at any time. There will be an average
of four supervisors in the building with the clients and employees during normal business hours, and some
supervisors will work weekends and evenings as well. We have taken into consideration parking for van
drivers, visitors, and one handicap parking space. There will be no more than thirty employees working in
the building per shift, though the building will be staffed twenty-four hours per day.
We have considered alternative forms of transportation as well in addressing the traffic congestion
at this location. Transfort has numerous bus routes that run out of the CSU hub and within two blocks of
the Shields building. There are bike lanes and paths in the vacinity and the buses are equipped with bike
racks. Internally, Turning Point will install bike racks and plans to provide a staff member locker room
equipped with a shower accessible to those employees whom bike to work.

meeting scheduled for the evening of June 17`h. If possible, we would appreciate your review and response
