Traffic volumes represent a typical day during the peak construction season.
The proposed plan is to trade out currently approved mining land which still contains material
in exchange for the right to mine city owned land across the Poudre River. Materials from this
site would still be transported via conveyor to the existing plants. Based on discussion with
the client and our review of the site plan, the proposed change in the location of the mining
operations will neither cause a net increase in traffic volumes nor change the access to the
processing plants from South County Road 9.

RE: Fort Collins Gravel Pit Operation

Dear Mr. Bracke:
As you are aware, some modifications to the mining operations at West Mobile's East Rigden
site are currently being proposed by the City of Fort Collins. Per our discussion with you, we
have prepared this letter to provide the following information:
Existing traffic volumes generated at the facility.
Any changes in the level of operations as proposed by the plan.
Any changes in the access to the site.
Current mining operations occur on land in unincorporated Larimer County east of South
County Road 9 between Horsetooth Road and Drake Road. Currently, material is mined and
is transported by conveyor to a central processing area, where it is sorted and trucked on -site
to either an asphalt or ready -mix plant. The central processing area, and the asphalt and ready -
mix plants each have an access to South County Road 9.
As provided by the client, the following table presents average daily traffic and peak hour
traffic generated by each of the processing plants. These numbers represent both truck and
employee traffic and reflect a typical day during the peak construction season. As shown in
the table, the combined operations of these plants generate an estimated 482 trips per. day,
with 132 occurring during the peak hour of operation. During other times of the year, the
traffic volumes will be less than those shown.
