be annexed (as per above list), not later than 25 days before the Public Hearing on the
annexation.
ANNEXATION IMPACT REPORT
NAME OF ANNEXATION:
Fossil Creek Wetlands 2°d Annexation
DATE OF REVIEW BY THE FORT COLLINS CITY COUNCIL:
November 6, 2001 and November 20, 2001
The purpose of this report is to satisfy the requirements of CRS 31-12-108.5 which indicates a
municipality shall prepare an annexation impact report and file a copy of the report with the
Board of County Commissioners governing the area proposed to the annexed. Attached to this
report are the following:
(al) A map showing the present and proposed boundaries of the City of Fort Collins in the
vicinity of the above referenced annexation. The proposed boundaries of the City of Fort Collins
are depicted by the Urban Growth Area Boundary as agreed to by the Larimer County Board of
Commissioners and the Council of the City of Fort Collins and contained in the
INTERGOVERNMENTAL AGREEMENT FOR THE FORT COLLINS URBAN GROWTH
AREA. (See Exhibit A).
(all) A map showing present streets, major water trunk lines, sewer interceptors and outfalls,
other utility lines and ditches, and the proposed extension of such streets and utility lines in the
vicinity of the above referenced annexation. (See, Fort Collins Urban Growth Area Master -
Street Plan for present and proposed extension of streets; Water Master Plan 1986 for present
and proposed extension of water utility lines; Sewer Master Plan 1986 for present and proposed
extension of sewer utility lines; and, Exhibit B for other utility lines and ditches).
(alll) This is a voluntary annexation and zoning of an area approximately 24.74 acres in size,
generally located east of Timberline Road and north of Carpenter Road. The annexation meets
CRS 31-12-104 that not less than one -sixth of the perimeter of the area to be annexed is
contiguous with the City of Fort Collins. There are immediate plans to include this property in the
Fossil Creek Wetlands Natural Area.
(b) The property making up this annexation is owned by the City of Fort Collins.
(c) The above referenced annexation will be zoned as a Public Open Land. Therefore,
municipal services will'not be extended into the area. Municipal services, such as police
protection, are finance from the City's General Fund.

Annexation request that is currently being processed by the City of Fort Collins.

3. Exhibit A — map of the City of Fort Collins urban growth area boundary and city
limits;
4. Exhibit B — map of gas mains, ditches, canals, and waterways;
5. Map of Electrical Service Areas;
6. Map of the City of Fort Collins Water Master Plan;
7. Map of City of Fort Collins Sewer Master Plan;
8. Map of Fort Collins Urban Growth Area Master Street Plan; and,
9. Annexation. Plat.
This request is scheduled to go to the Fort Collins City Council on November 6, 2001, for
first reading, and November 20, 2001, for second reading.
