Karen McWilliams, a Historic Preservation Specialist with the Advance Planning Department, offered the following comments: a. This site and existing development is next to several significant structures in the area. If there is intent to make any exterior changes to the buildings on this site, they should be sensitive to the architectural integrity and significance of the surrounding structures and to the neighbors. b. Please check with Karen about the City's demolition delay process if there will be any building modifications. Please contact Karen, at 224-6078, if you have questions about these comments. 8. This development request will be subject to the Development Review Fee Schedule that is available in the Current Planning Department office. The fees are due at the time of submittal of the required documents for the Project Development Plan and Final Compliance phases of development review by City staff and affected outside reviewing agencies. In this case, the change in use would qualify as a small project subject to the development review fee of $200.00 if the proposed conversion will not add more than 25% of new Habitable floor area to the existing building or eliminate more than 10% of existing habitable floor area. 9. This development proposal is subject to the requirements as set forth in the City's LU , specifically Articles 2. Administration (Development Review Procedures), Article 3. General Development Standards, and Article 4. [Zoning] Districts. A Glen Schlueter of the Stormwater Utility offered the following comments: a. The site is located within the Old Town Basin, where the new development fee is $4,150 per acre and that is subject to the runoff - coefficient reduction. The site is on inventory grid #7G. b. Since the parking area needs to be paved, the standard drainage and erosion control reports and plans are required and they must be prepared by a professional engineer registered in the State of Colorado. C. Water quality must be addressed and extended detention on -site is the recommended method. This could be incorporated into the landscape areas that are being required. Parking lot detention is allowed but it cannot be deeper than 12" at any point. d. The existing imperviousness on this site is grandfathered in, so the appropriate documentation is needed. This will reduce the on -site detention requirement. One-half (1/2) of the adjacent street is normally required to be detained on -site. Justification may be considered for allowance, depending on the hardship. e. There is a stormsewer in Maple Street than can be used to drain the on -site detention into. A new manhole is required unless the outfall can be tied into an existing manhole or inlet. Please contact Glen, at 221-6065, if you have questions about these comments. Kathleen Reavis of the Transportation Planning Department offered the following comments: a. A sidewalk (to match existing walks in the area) is needed along the Maple Street frontage of this property. b. Two bicycle spaces, in the form of a permanently mounted rack, should be provided on this site. C. A TIS for the change in use on the property is probably not needed. However, a letter addressing the number of employees on -site and _ days & times of deliveries should be submitted for review. 3 C. Street oversizing fees may or may not apply to this development. Please contact Matt Baker, at 224-6108, for information about the status of the street oversizing fees related to this property. d. The standard utility plan requirements must be submitted to the City for review and approval. A development agreement between the applicant and the City will probably be needed. e. The proposed use on the property will be allowed a maximum of 9 parking spaces on -site, including 1 handicapped space. f. The locations and alignment of the curb cuts into the property will be evaluated from a safety standpoint. Please contact Sheri, at 221-6750, if you have questions about these comments. Kim Kreimeyer of the Current Planning Department, representing the City's natural resources concerns, offered the following comments: a. Native plants should be used on this site. b. The amount of bluegrass to be used on -site should be reduced for water conservation reasons. C. A Hazardous Materials plan must be prepared and submitted to the Poudre Fire Authority for review. d. There are standards for the storage and use of chemicals on -site that the applicant must be aware of and comply with. e. Please provide adequate spacc in the trash enclosure for recycling. Roger Buffington of the Water/Wastewater Department stated that the City's water conservation standards for landscaping and irrigation systems will apply to this site. Information on these standards can be obtained at the Water Department and the Current Planning Department. c. This development proposal must comply with the applicable General Development Standards as set forth in Article 3 of the LUC, including but not limited to requirements for vehicle and bicycle parking, handicapped parking, building setbacks, landscaping, screening, etc. * The parking lot must be hard -surfaced and include a minimum of 6% interior landscaping (Section 3.2.1(E)(5) of the LUC]. * A 15' wide landscape area is required along Maple Street [Section 3.2.2(J) of the LUC]. * Parking lot perimeter landscaping is required as per Sections 3.2.1(E)(4)(a)&(b) of the LUC. * Bicycle parking must be provided in accordance with Section 3.2.2(C)(4) of the LUC (at least 1 space but not less than 5% of the total number of auto parking spaces in the development). * Handicapped parking must be provided in accordance with Section 3.2.2(K)(5) of the LUC. d. The trash receptacle on -site must be placed in an enclosure that matches or complements the building, with adequate landscaping as screening to the streets. A Transportation Impact Study (TIS) is required with your Project 4 Development Plan (PDP) submittal unless it is waived by the City's /f Traffic Engineer. Please contact Eric Bracke, at 224-6062, to determine if a TIS is needed and what information should be provided, if so. Also, Kathleen Reavis of the Transportation Planning Department will have to determine if the multi -modal transportation level of service requirements (bicycle, pedestrian, transit) will apply to this development request. There is an existing building on the property that is located at the northeast corner of North Meldrum Street and Maple Street. The property is in the D - Downtown (Civic Center Subdistrict) Zoning District. COMMENTS: 1. Jenny Nuckols of the Zoning Department offered the following comments: a. This property is in the D - Downtown (Civic Center Subdistrict) Zoning District. The proposed Custom Tabs & Specialties business would be classified under the "workshops and small custom industry" land use in the Subdistrict, which is a permitted use in the Downtown District subject to an administrative (Type I) review. An administrative review must still go to a public hearing before the Planning Director or other appointed hearing officer for a final decision. b.
