MEMORANDUM
in support of Carmike Theatres'
REQUEST FOR AMENDMENT TO STRUCTURE PLAN
AP Consolidated Theaters II Limited Partnership (the "Applicant") is the owner of five
lots in the Park South Commercial Plaza Minor Subdivision (the "Property") for which a request
for rezoning to the Neighborhood Commercial District (N-C) is pending (File #14-99). The
Applicant requests that the Structure Plan map be amended to add a Neighborhood Commercial
Center designation to this location. In support of its request, the Applicant submits the
following:
1) Designation of the Property as a Neighborhood Commercial Center is consistent with the
following Community Goals for Land Use (See City Plan, Community Vision and Goals
2015, pages 16-18).
Fort Collins will be a city of cohesive, distinct, diverse, attractive, and safe
neighborhoods.... There will be a pedestrian -oriented neighborhood center - school,
park, plaza, commercial area or other neighborhood facility - that gives each neighbor-
hood a unique identity and a place for informal social activity, recreation or public
gatherings.... The arrangement of land uses within neighborhoods will allow residents
to walk and bicycle to parks, schools, work, shopping, places of worship, transit stops,
and other nearby neighborhoods.... Infill and redevelopment will build on the unique
and positive qualities of the neighborhood ...
Our community will have ... other districts with unique or specialized areas such as
employment, civic, mixed -use and commercial.... Neighborhood Commercial
Centers with a mix of retail, office and service uses will be designed as pedestrian -
oriented ... while providing goods and services to the neighborhood.
Existing, underutilized commercial ... areas will be provided opportunities for
mixed -use redevelopment, revitalization and economic growth, while improving
upon their unique and positive qualities.... Existing development will be encouraged
to provide opportunities for a mix of land uses and activities including commercial ... as
well as places for entertainment, culture and learning ... Renovation and expansion will
be viewed as opportunities to make these areas more accommodating to pedestrians,
bicyclists, transit users and cars.
2) Designation of the Property as a Neighborhood Commercial Center is consistent with the
Key Principles of the City Structure Plan related to Compact Development Pattern,
New Activity Centers in Transit -Served Areas and Multiple Means of Travel. See
City Plan, City Structure Plan, pages 69-70.

Having been advised that the rezoning of the Carmike Theatres' property at the southeast
corner of Horsetooth Road and Manhattan Avenue will require that the Structure Plan map be
amended to add a Neighborhood Commercial Center at this location, AP Consolidated Theatres II
Limited Partnership (the "Applicant") submits the attached memorandum in support of its Request
for Amendment to the Structure Plan.
