use permit from CDOT is attached. I didn't see it in the packet. This permit will
be needed to be completed before the applicant can use the driveway in the
manner shown.

09/02/2014: Since the shared drive concept is abandoned, the existing drive
will be used. CDOT appears to be supportive of this. The drive needs to be
one way (inbound only), and a change in use permit will be needed from CDOT.
07/16/2014: The shared driveway off College Avenue needs to function as an
appropriate high volume drive that accesses a state highway. If it's being used
for 2-way traffic, it would need to accommodate 2-way traffic for at least some
distance from street.

fire sprinkler system as a means for offsetting the lack of access condition. Fire
lane standards require 20' width but the fire marshal will allow a four foot width
reduction (to 16'). Plan revisions will need to be reviewed prior to approval.
09/03/2014: FIRE LANES
The issue of fire access to this property needs to be revisited. It's now my
understanding the proposal to share a drive aisle with the commercial property
to the south has been rescinded and fire access will need to be achieved
on -site as we cannot take access off of College Ave. Please contact me to
discuss this further. Code reference provided below.
Code language and Fire lane specifications are provided below.
IFC 503.1.1: Fire Lanes shall be provided to within 150' of all portions of the
building, as measured by an approved route around the exterior of the building.
When fire lanes cannot be provided, the fire code official is authorized to
increase the dimension of 150 feet if the building is equipped throughout with an
approved, automatic fire -sprinkler system.
FIRE LANE SPECIFICATIONS
A fire lane plan shall be submitted for approval prior to installation. In addition to
the design criteria already contained in relevant standards and policies, any
new fire lane must meet the following general requirements:
> Shall be designated on the plat as an Emergency Access Easement.
> Maintain the required 20 foot minimum unobstructed width & 14 foot minimum
overhead clearance.
> Be designed as a flat, hard, all-weather driving surface capable of supporting
40 tons.
> Dead-end fire access roads in excess of 150 feet in length shall be provided
with an approved area for turning around fire apparatus.
> The required turning radii of a fire apparatus access road shall be a minimum
of 25 feet inside and 50 feet outside. Turning radii shall be detailed on
submitted plans.
> Be visible by painting and/or signage, and maintained unobstructed at all
times.
> Additional access requirements exist for buildings greater than 30' in height.
Refer to Appendix D of the 2012 IFC or contact PFA for details.
International Fire Code 503.2.3, 503.2.4, 503.2.5, 503.3, 503.4 and Appendix
D; FCLUC 3.6.2(B)2006 and Local Amendments.

Further discussion of this item appears needed in reference to location of the
trash facility if required and the alternatives under discussion related to placing
parking near the tree.

The current plan shows the alternate trash enclosure location at the large
cottonwood at the SE corner of the site. The parking stall just to the west
appears to be less than 3 feet from the tree. The extent of the pavers near this
tree is not very not clear.
Please review these conflicts and consider if the parking stall can be shifted to
the west or possibly not included to provide better protection to the tree. The
City Forester is available to meet on site if needed to help evaluate.

The deed will need to be finalized and accepted prior to final approval of this
project. 07/15/2014: Additional right-of-way needs to be dedicated along the
frontage of the property. I donut know exactly how much is to be dedicated, but
want right-of-way so that there is 17 feet from the existing flowline of the street.
The distance allows for the future parkway and detached sidewalk that is a part
of the college avenue cross section.

existing driveway prior to starting the driveway work. 09/01/14: Since the
driveway will not be closing the applicant will need to work with CDOT regarding
a new/updated access permit for this driveway. The driveway shall be a one
way driveway and that needs to be noted on the site plan and appropriate
signage shown to be installed on the plans, so it is clear that cars are not to
enter from the wrong way. 07/15/2014: For the driveway closure:

cost).
The driveway cut would need to be replaced along College Ave with vertical
