The parking stall just to the west appears to be less than 3 feet from the tree. The extent of the pavers near this tree is not very not clear. Please review these conflicts and consider if the parking stall can be shifted to the west or possibly not included to provide better protection to the tree. The City Forester is available to meet on site if needed to help evaluate. It is anticipated that the easterly garage doors will house a trash enclosure area. If the area proves insufficient, the site plan shows a trash enclosure east of the garage. The alternate trash enclosure, at the SE corner, would only be used if there is an inability to use the site off the garage. Staff concerns preclude shifting the parking stall to the west as the westerly shift would interfere with the sun room off the south side of the house. If necessary the Cottonwood (tree #1) may need to be removed to accommodate the parking., a diagnosis relative to interference with the Cottonwood trees root structure will be obtained as excavation for the SE parking area proceeds. As an alternative to removal of the Cottonwood, the City has advised that the garage could be removed to afford parking; the landowner has striven to maintain the garage based on the structures perceived historical significance. The property has previously been found to be eligible for local designation for both its architecture and historical associations. A new tree is to be added west of sun room which was where a tree was previously located based on historic photos, the type of tree will be confirmed with the City Forester, a American Yellowwood is proposed. There have been concerns regarding the Cottonwood (tree #1). The landowner would like to trim and have the tree maintained as it provides shade and has been diagnosed by Kinkaid as healthy. The tree was previously approved for removal in conjunction with prior development proposals. If it proves when trimming occurs that the tree needs to be removed, the landowner will address the possible need for mitigation with the City Forester. Size should be indicated as 2.0 inch caliper. For mitigation for the spruce removal one should be specified as 3.0 inch caliper. The new landscaping plan and included tree/planting legend shown on the landscape plan identifies skyline Honey locusts with a 2.0 inch caliper per City direction, see 7/16 comment above. Number 2: Thank you for the information that Kincaid Tree Service had evaluated the Cottonwood. Please confirm that there recommendation was to retain the tree. Kincaid felt the Cottonwood tree was healthy, Landowners note the tree provides shade for the house, the Landowner/Buyer intends to leave the tree so long as parking can be provided and the tree remains healthy as diagnosed. If parking is not feasible with the tree in place or the tree proves to be unhealthy it will be removed. If it proves when trimming occurs that the tree needs to be removed, the landowner will address the possible need for mitigation with the City Forester. Number 4: Please add the tree inventory table to the site plan. For spruce number 2 indicate that the mitigation would be 1 tree. For number 7 the area where the volunteer trees are located could be shown with a line generally surrounding the border of the grove. It is unlikely that the driveway will meet ADA standards and if it does meet ADA standards then it needs to be reconstructed. A note needs to be added to the plans identifying that the driveway needs to meet ADA standards and if it doesn't, it needs to be reconstructed to meet ADA standards. Stall width has been shown on the parking legend which has been added to the site plan. It is understood that the concern related to the driveway ties to slope concerns, particularly at the sidewalk, these issues have been taken into account and will be addressed when the additional 4' of adjacent walkway is installed and existing 4' of adjacent walkway is repaired. A decorative wrought iron type fence is intended between the two properties east of the Porte Cochere, the fence is intended for both aesthetics and to avoid sun blockage which would hinder snow melt. Fence may be designed to include planter hangings. The deed will need to be finalized and accepted prior to final approval of this project. 07/15/2014: Additional right-of-way needs to be dedicated along the frontage of the property. I don't know exactly how much is to be dedicated, but want right-of-way so that there is 17 feet from the existing flowline of the street. The distance allows for the future parkway and detached sidewalk that is a part of the college avenue cross section. The area to be dedicated is shown on the site plan, a deed meeting city requirements will be provided by MaOIPh prior to final approval of this project. The deed form is attached and the legal description will be included on approval of staff.
