Comment Number: 3 Comment Originated: 06/30/2014 06/30/2014: The diagonal parking will require some of the spaces to "pass through" on to the adjoining lot as vehicles parked in the three spaces to the west of the designated "pass through" should not have to back up to through the lane to pull forward through the pass through. In addition the designated pass through area doesn't appear to be wide enough as a one way isle width should be at least 12'wide. It would be good to specify how that would be done. The permeable pavers used are very good treatment over roots. Minimizing any excavation into the root system will be an important part of their installation.\ Tree root interference/excavation will be minimized. Concerns with interference relative to the #3 and #4 spruce trees will be non-existent based on new parking scenario and continued use of 1312 drive. As noted, #2 Spruce may be removed, until removed root impacts will be taken into account. The report can be used to determine what action should be taken on the spruce and cottonwood. If the spruce is recommended for removal then planting a replacement spruce in that area would help keep the original planting scheme. After the evaluation is complete the action that would be taken on these two trees can be finalized on the plan and its tree inventory. r further landscaping detail has been included. Parking areas have been modified based on the agreement that the 1312 drive will be retained. Parking at the southeast corner of the property is intended for employees who will access the property through the rear door at the south side of the breeze way or by passing through the breezeway. I don't know exactly how much is to be dedicated, but want right-of-way so that there is 17 feet from the existing flowline of the street. The distance allows for the future parkway and detached sidewalk that is a part of the college avenue cross section. Additional 17' from flow line is shown on site plan. Comment Number: 3 Comment Originated: 07/15/2014 07/15/2014: The existing sidewalk is narrow and can either be widened by adding onto this sidewalk (minimum addition is 4 feet in width) or the sidewalk can be detached along the property's frontage (6 foot detached). Either wa y we can work the sidewalk around the existing trees. The water meter pit at the southerly intersection of the 1312 drive and College Avenue is being relocated by the city, 3' to 6' further south. This allows the sidewalk to be widened by adding 2' south of the existing drive and avoids interference with the 1312 drive lane. See changes made to site plan. Need an access that works and as shown the driveway is narrow for a 2-way driveway. The standard for a 2-way driveway is 24 feet minimum. What is the driveway width and what can be achieved? It is not very clear how the access will work and the parking for this site and the adjacent site will be accessed. As outlined, the shared drive concept has been abandoned. College Avenue Dear Mr. Beals, This letter is accompanied by revisions to the site plan previously submitted to your office and intended to be revised in accord with your July 18, 2014, 1" review letter. The comments contained in the letter are addressed below to the degree they have not been clearly addressed on the site plan. As you now parking issues have been particularly problematic with this project. I understand that the City has determined that the use of the existing 1312 S. College drive will be allowed notwithstanding the 1978 recorded agreement. I have addressed this with Mrs. McCrery, the owner to the south and I have spoken with Paul about the potential of an amendment to that agreement to address the City Attorney's concerns. I have addressed concerns related to access below and have a meeting with Martina tomorrow to insure that traffic/engineering is ok with the revisions. I gather from Cameron that this matter is slated for administrative review and that a neighborhood meeting will not be required. Assuming that issues have been addressed we would like to get the matter to a hearing officer sooner vs. later. We will get you any additional filings you may need. If, after review of the letter and site plan, if you feel issues have been addressed, if you could schedule the matter in before the hearing officer it would be appreciated. There is some potential that the owner of the 1318 College Avenue property will allow the joint use of the current trash enclosure. If this does not prove workable any trash enclosure built on the 1312 site will meet the outlined standards.
