Fire hydrants are required with a maximum spacing of 600 feet along an approved
roadway. Each hydrant must be capable of delivering 1500 gallons of water per minute
at a residual pressure of 20 psi.. Hydrants shall be of an approved type as defined by the
water department and the fire department. No commercial building can be greater than
300 feet from a fire hydrant. 97UFC901.2.2.2
Knox Boa Policy
Poudre Fire Authority requires a "Knox Box" to be mounted on the front of every new
building equipped with a required fire sprinkler system or fire alarm system.

• The street dedication and easement dedication No. 2, close properly. Easement No. 1 does
not appear to close, a sketch would be beneficial in determing this as well as its use.
Sketches should be provided for the easement and the right-of-way dedications and originals
given to the City prior to processing. The documents provided are ok, however, please revise
the documents as follows:
For the easement dedication:
• It is understood by the undersigned that, by acceptance of this dedication, the City of
Fort Collins will not accept the duty of maintenance of such easement.
• Change the word "easement" in the third line of the Attorney's Certificate to "deed".
For the right-of-way dedication:
• It is understood by the undersigned that, by acceptance of this dedication, the City of
Fort Collins will not accept the duty of maintenance of such right-of-way until

9. Will some type of erosion protection be necessary at the water quality structure
outlets and the entrance to pond A? Please provide calculations that indicate whether
or not riprap is needed at these locations. If needed, please show the dimensions of
the riprap (length, width, and depth) and include a riprap detail.

Please provide channel capacity calculations for cross -sections A -A, B-B, and C-C in
the report. Also include the 100-year WSEL for each cross-section on the plans.
RESPONSE:
4. For water quality ponds A and B, please include volume/stage calculations that show
each pond has the required WQCV. Although the proposed water quality outlet
structure is acceptable, these structures have been known to clog easily and provide
drainage problems. Attached with these comments are new outlet structure details
that have been developed by the Urban Drainage and Flood Control District. Please
consider these designs for the proposed outlet structure. If the old structure is used,
please provide a note that the structure should not be fully installed (no gravel pack)
until the potential for sediment entering the pond is eliminated.

5. Please provide drainage easements for the water quality ponds.

6. Please review the calculations for the water quality outlet pipes. The proposed hole
size of 4 — 3/8-inch far exceeds the calculated need of 0.035 squared inches per row.
Note that the minimum the outlet pipe configuration is a 4-inch riser pipe with 8 —
1/4-inch holes.
RESPONSE:
What will happen to incoming flows once the water quality ponds are full? Please
provide overflow structures to allow the 100-year storm flows to bypass the water
quality pond. These structures should have a drop box and outlet pipe similar to that
shown in the usual water quality outlet structure. These flows should not be directed
over the retaining wall, since it may cause erosion problems due to the drop.
RESPONSE:
8. Please provide spillways (with calculations and cross -sections) for the water quality
ponds that can pass the 100-year storm flows to the pond. Since the spillways will be
for emergency (greater than 100-year or clogged conditions) situations, they can be
notched into the proposed retaining wall with riprap at the bottom of the wall.

The existing channel that runs along the north and east boundaries of the site is
known to carry 543 cfs based on a recent update of this portion of the Spring Creek
Basin master plan. The channel must be able to carry these flows plus freeboard (the
lesser of 1 foot or the depth of 1.33*Qloo). Please provide cross -sections (in several
locations) and calculations that show the channel has adequate capacity.
RESPONSE:
2. The grading in the existing channel north of water quality pond B indicates slopes .
greater (approximately 2:1) than the required 4:1 slopes per Section 7.2 of the SDDC.
Please provide a maximum of 4:1 slopes at the site. A retaining wall in this location
may be necessary.

be directed to the Current Planning Director. If remaining issues are those that do
not require plan revisions, a status report verifying continuing efforts toward
resolving the issues is required within the same timeline.
b. Please call the Current Planning Department prior to resubmittal to get a complete
list of the quantity of each drawing you will be require to resubmit.
c. All drawings must be 24"x34". You have provided an elevation sheet that is
larger than this required size. The reason for this requirement is because when the
drawing mylars get recorded in our mapping and drafting department, the hanging
files where they are stored only hold 24"x34" sized sheets.
d. Per Section 3.2. 1 (D)(2)(b) of the Land Use Code (LUC), canopy shade trees must
be placed between 3 and 7 feet behind the street sidewalk at 30 foot to.40 foot
spacing. Although you have described in your response letter to the first round of
comments the reason why you are not satisfying this requirement, you must use
the established alternative compliance process to request deviance from the
requirements of this section of the code. Please call me to discuss the details of
how to request alternative compliance.
e. There are only 2 issues preventing this project from going to,hearing: -(-1) you still
have not provided a soils report, (2) your design must preserve the water capacity
of the stormwater channel of 543 c.f.s. (this includes showing cross sections of the
channel and bend).
f. You will not need another formal submittal prior to hearing, but you must resolve
the 2 issues that are preventing this from going to hearing. When you have
completed the required revisions, call me to set up a meeting with Current
Planning, Stormwater, and Engineering to go over the revisions. Once these 2
issues have been resolved, we can schedule a Type 1 hearing.
g. We will need a formal final compliance submittal after the hearing that satisfies
all of these comments plus any conditions imposed upon the approval by the
hearing officer.

void. Your response to the City's concerns is due by February 15, 2000. A 30
day extension to this deadline is available. All requests for an extension should
