elements that require over $80,000 of additional demolition and replacement
expense.
At this point, the renovation is projected to cost over $1.25 million
dollars for a property that was appraised (building and land) for $640,000!
The excessive cost is due in large part to changes in representation made by
City staff. Delays caused by city bureaucracy cause a blighted building to
stand unimproved on one of Fort Collins' busiest streets. Delays also cause
adolescent girls in need to go unserved on waiting lists because there is no
room to house them. The project, at this moment, is impossible to complete
due to the excessive estimated cost.
I believe that it is possible to renovate the building in a manner that is
economically practical and still meets code, provides a safe home for the
youth we serve, improves the neighborhood, and adds yet another positive
feature to the city. The finished product will benefit everyone - the City,
the neighborhood, Turning Point, and the disenfranchized youth that we
serve. We look forward to working with you and the City staff to accomplish
this goal.

Re: 801 S. Shields Street
Since April of 1999 Turning Point has been working to acquire, renovate and
occupy the property at 801 S. Shields St. The property was most recently
"the Beta House” --a fraternity home to approximately 45 CSU students.
Nearly two years ago, the fraternity lost its charter due to repeated rule
violations; the residents vacated the property after severely denigrating
the building and grounds.
Turning Point purchased the building in June, 1999 intending to remodel the
building and use the facility as a group home for 20 girls in residential
care, a "day treatment' alternative school for up to 24 youth, and
administrative offices. The purchase was made after a vigorous and detailed
research process including ongoing communication with the Building
Department, Current Planning Department, Fire Department, Health Department,
and others. The decision to proceed with the project was based upon specific
representations that were made by staff from these various departments.
Turning Point was clear and specific with regard to the renovation plans and
intended use of the building. Out of the expense of acquisition, a great
deal of time and focus was placed on examining renovation costs and City
requirements to ensure the effort was feasible.
After the purchase, city employees made numerous "discretionary decisions"
that have changed the requirements demanded of Turning Point. Some of these
requirements have changed several times - sometimes in direct contradiction
to earlier representations - and usually with expensive results. Examples
include demands for changes to the exterior that resulted in over $60,000 of
additional sitework; the "disallowing" of previously allowed interior
