The modification would result in 8 fewer administrative staff and 4 fewer day treatment staff working at the site. These staff typically work a Monday through Friday schedule. Administrative staff are those most likely to drive their own vehicle and/or to have daytime visitors to their office. The modification would result in an increase of 8 residential program staff. About 50% of these staff work daytime hours Monday through Friday, and 50% work late evening, overnight, or weekend hours. The decrease in the number of day treatment students means that there would be one less van and driver in that program. The increase in residential clients means that there would be one more van and driver in that program. The number of visits from family members and interested parties (i.e. caseworkers) is approximately the same for residential clients as for day treatment clients. Since the total client load is expected to increase slightly as a result of this modification, there may be a slight increase in the traffic load from visitors. In summary, this modification will cause a decrease in some traffic (administrative commuters), and a slight increase in some traffic (program staff and visitors to clients). With the modification, the traffic load is expected to be more evenly distributed over a 24 hour day and a 7 day week, thereby lessening congestion during peak periods. Even with the modification, the use of the facility as a group home will generate fewer trips than the property's previous use as a fraternity. turning Center forYouth & Family Development Transportation Impact Analysis RE: Modification of Standards 801 S. Shields Street, Fort Collins November 23, 1999 In October, 1999, Turning Point Center for Youth and Family Development received approval to use the property located at 801 S. Shields St. as a group home. The approved use included administrative offices, a day treatment school for up to 24 youth, and a 20 bed residential facility for girls. Turning Point is requesting a Modification of the Standards to use the facility as a 36 bed residential facility for girls and a day treatment school for up to 14 youth. Administrative offices will be relocated to a different facility. As noted during the initial approval process for the group home, the following items are relevant to transportation impact: 1) Turning Point residents are not permitted to own or operate motor vehicles during their stay. Traffic impact is limited to staff, volunteers, and occasional visitors to the building. The city's traffic engineer has determined that the use as a group home will generate fewer vehicle trips than the previous use as a fraternity, therefore a traffic study is not required. 2) The following transportation impact items should be noted regarding pedestrian, bicycle, and transit uses: ➢ improvements to the site include adding/improving sidewalks along Plum Street and Shields Street. ➢ the site is adjacent to several Transfort bus routes and is within easy walking distance of the CSU Transit Center (see map). ➢ the site is adjacent to existing bike routes on Plum Street and Shields Street (see map). ➢ improvements to the site include providing a designated, sheltered area for bicycle parking. ➢ improvements to the interior of the building include the addition of showering facilities and lockers for staff who walk, run, or bike to work.
