Turning Point does not expect to immediately house 36 girls in the facility — we expect to begin with approximately 12 girls, and increase over an estimated 24 month period. Since our programs require "transition times" for clients, facilities rarely operate at full capacity. The normal operating census of the facility is expected to average 32 residents once up to "full" capacity. Turning Point has been providing a Residential Treatment Center and related programs to the people of Fort Collins and the State of Colorado for more than 32 years. Upon approval of this modification, Turning Point shall continue to work with the City of Ft. Collins, the Larimer County Health Department, the Poudre Valley Fire Authority, and the State of Colorado to develop detailed renovation plans for the building that meet all applicable guidelines. '46 p o1 J es Becker, MNM Executive Director Modification Request page 2 The building and site can easily accommodate the proposed modification (the prior use of the property was as a fraternity house for 45 male residents). The interior space of the building (approx. 12,500 sq. ft.) far exceeds the state's minimum RTC requirements for bedroom space and common areas. The bathroom and kitchen facilities are also more than adequate for 36 residents. As part of the proposed renovation, the site is undergoing significant modification to alleviate traffic congestion, enhance appeal, provide additional parking, and improve emergency access (see enclosed letter for additional impact information). Turning Point asserts that this modification is consistent with the purpose and intent of the Land Use Code, based upon the following: The purpose of this modification is to improve and protect the public health, safety and welfare (1.2.2). This modification is an innovative renewal project (1.2.2.B), and this modification would improve the pattern of use (1.2.2.K) and relationship of this land to the neighboring land used by Colorado State University and its' students and faculty, for the mutual benefit of all. We believe that this modification will enhance the public good. As demonstrated above, the modification is consistent with the intent and purpose of the Land Use Code. In addition, the granting of this modification will result in a substantial benefit to the city by substantially addressing an important community need specifically and expressly defined and described in the city's Comprehensive Plan: Pagel4 of the City of Fort Collins Consolidated Plan describes the "Needs of Homeless and Persons Threatened with Homelessness." Page 16 of the document specifically describes some of the services provided by Turning Point (then known as LARICO), including the residential program and day treatment program. The section notes the increasing demand for services and states "The increased demand necessitates expansion of their current facilities and increases in staff to facilitate the increased caseload." Page 19 of the Comprehensive Plan also notes that Youth S.A.F.E., the other facility in the city offering similar services to a population of similar age, is "...constantly operating at capacity." Turning Point is confident that the proposed modification meets the criteria outlined in section 2.8.2.H of the Land Use Code. Failure to grant this modification will render this project practically infeasible. Turning Point requests a modification of section 3.8.6(A) of the Fort Collins Land Use Code to allow a maximum of 36 residents (instead of 20) in the group home located at 801 S. Shields Street.
