Dear Mr. Barkeen;
Please accept this letter in lieu of my personal attendance at the public hearing scheduled on
October 24, 2001 for the above referenced matter.
I am aware that Cricket Wireless has proposed a co -locatable 70' stealth light standard behind
the Scotch Pines Shopping Center. Sprint PCS also has need for a telecommunications site in
this general vicinity, has submitted a co -location application / request to Cricket and is currently
working with Scotch Pines to negotiate a separate ground lease for its' equipment.
The purpose of this letter is to express Sprint PCS's intent to co -locate at this specific Cricket
location behind the shopping center. Further, it is absolutely necessary that the height of the
proposed pole be 70' to make it technologically feasible for Sprint to effectively co -locate.
Without this height, Sprint PCS would not be able to have its' signal clear the nearby tree line
and would ultimately have to search for an alternative location with equivalent height (thus
resulting in two separate free-standing poles in the same general area). It follows that in order
for the proposed Cricket pole to be of true co -locatable quality for any other carrier, an overall
height of 70' is necessary.
In an attempt to mitigate the visual impacts on the Fort Collins community and surrounding
neighbors, Sprint PCS is committed to co -location on existing structures, including free-standing
poles, whenever possible. The proposed Cricket pole at this location is an ideal opportunity for
two separate carriers to co -locate on one pole to accomplish just this end.

FINDINGS OF FACT/CONCLUSIONS
After reviewing the Scotch Pines Wireless Telecommunication Facility Project
Development Plan, #34-99D, staff makes the following findings of fact and
conclusions:
1. The proposed land use is permitted in the Neighborhood Commercial
zone district.
2. The Project Development Plan complies with all applicable district
standards of Section 4.19 of the Land Use Code, Neighborhood
Commercial zone district.
3. The Project Development Plan complies with all applicable General
Development Standards contained in Article 3 of the Land Use Code.
RECOMMENDATION:
Staff recommends approval of the Scotch Pines Project Development Plan, #34-
99D.

closest property line to the tower is 60 feet to the south of the
tower. In the event of a topple of the tower, the tower would only
contact paving areas and landscaping. No off -site buildings, parking
areas or recreation areas are close to the tower.
Landscaping and Fencing — The ground -mounted equipment will be
completely enclosed within a 6-foot high masonry wall. This block
wall will match the back of the Scotch Pines building. Additional
landscaping will be planted around the outside perimeter of the wall
to help further screen the equipment form adjacent multi -family
residential. Since the site is located within the rear of the building,
there is no existing landscaping adjacent to the proposed site.
Lighting — Security lighting is not included with the proposal. The
monopole is designed to simulate a light -pole, which will include a
single light fixture. The light fixture will be around 30 feet from
ground elevation, to match existing light poles already in the
parking lot. The light standard will match those that exist on the
site, and will be a full cut-off prevent light spillage from leaving the
property. A maximum of 250 watt high pressure sodium lamp will
be permitted with the new fixture.
Stealth technology —The applicant has designed the monopole to
be as less intrusive as possible. This design simulates a light pole,
with a 40-foot extension on top.
The applicant had originally proposed a 'monopine', which was a
monopole camouflaged as a pine tree. The 'monopine' was to be
80 feet tall and located at the intersection of Drake Road and
Lemay Avenue. Staff was suspicious of the ability to fully
camouflage the antenna equipment, and that the tree may appear
to have a fake appearance. The high volume of traffic at the corner,
and the commercial users would be close enough to the monopine
to tell it was not real. This type of design would work well in an area
with groupings of other trees, away from close viewing, such as the
Woodword Governor facility. However, Woodward Governor would
not permit the facility to locate on their campus for security reasons.
Staff recommended the applicant pursue other design alternatives.
5. Neighborhood Information Meeting
A neighborhood meeting is not required for a Type I review. Due to
the nature of the proposal, a neighborhood meeting was not held as
permitted in the LUC.

ANALYSIS:
Background
The surrounding zoning and land uses are as follows:
N: E — Woodward Governor
S: MMN — Multi -family residential
E: RL - Church
W: MMN — Multi -family residential
The property was annexed in January 1975 as part of the Strachan Third
Annexation.
2. Division 4.19 of the Land Use Code, Neighborhood Commercial Zone
District
The proposed use of wireless telecommunication facility is permitted in the
Neighborhood Commercial zone district subject to administrative review.
3. Division 3.8, Supplemental Regulations
A. Section 3.8.13, Wireless Telecommunication
Co -location — The applicant has attempted to co -locate on the
Poudre Valley REA Transmission lines. An existing carrier has
already located on one of the transmission poles. When this carrier
located on the transmission pole, it affected the structural integrity
of the adjacent poles several poles on each side of the antennas.
This prohibits additional antennas from being located on the
transmission poles in this area. The existing church to the east of
the site would not permit the applicant to locate equipment on the
building. Other buildings, because of their low height, were not
suitable for co -location. While this facility is not specifically
designed for co -location, it is possible for other wireless
telecommunication carrier to locate on it. City staff has received
several inquires from other telecommunication companies desiring
to locate equipment within this site as well. The applicant for this
facility may not prevent other companies from locating additional
antennas on this facility.
Setbacks — The tower is 70 feet in height. The LUC requires a
setback from adjacent property lines of one foot of for every foot of
tower height. This will require a minimum setback of 70 feet. The

PROJECT DESCRIPTION:
Scotch Pines Wireless Telecommunication Facility is a request to install a 70-foot
tall monopole located within the rear of the Scotch Pines Shopping Center. The
project is located at the southwest corner of South Lemay Avenue and East
Drake Road. The proposed monopole is designed to simulate a light pole, with a
light standard located at around 30 feet in height. The pole will then extend to 70
feet with a 5' tall x 8" wide canister located at the top. This canister will house the
communication antenna. The pole will have a similar diameter and be painted the
same color as the existing light poles within the parking lot. The ground mounted
equipment will be located adjacent to the monopole within an enclosed storage
area. This storage area is designed to match the materials of the building
exterior. Additional landscaping will help screen the facility. The property is zoned
NC — Neighborhood Commercial.
RECOMMENDATION: Approval
EXECUTIVE SUMMARY:
The project development plan has been reviewed in accordance with the
applicable requirements of the Land Use Code (LUC) and was found to be in
substantial compliance with the requirements of the Land Use Code.
