13. A letter of intent from the Ditch Company stating that they will accept drainage
water from this development is needed prior to going to the Planning and Zoning
Board. This letter of intent must be provided to the City no later than May 18'.
14. Stockpiling of dirt from another location is occurring on this site. What is allowing
this to happen? Also, is the Stormwater Utility aware of this?

15. There is a fox den just the west of this site, along the existing ditch. There are a
male, female, and 6 young ones present at the den. What impact will this new
development, especially the trucks delivering the dirt, have on the den?

16. Typically, when an applicant is requesting modifications to sections in the LUC,
the Planning and Zoning Board has required an applicant to provide a plan that
would meet the intent of the LUC. This should be done in this case for the
setback and walkway connections modification requests.
17. The freestanding, detached garage structure must comply with the requirements
as set forth in Section 3.5.2(F) of the LUC regarding building articulation, rear
"people doorways, and vertical trim to break up a facade.
18. Additional comments are included on a red -lined set of Site, Landscape, and
Building Elevation Plans.
This completes the staff comments at this time. Additional comments will be
forthcoming as they are received from City departments and outside reviewing
agencies.
The project is being scheduled for the June 1, 2000 Planning and Zoning Board public
hearing. All letters of intent must be provided to the City no later than May 18t' to
enable this item to remain on the agenda.
• PMT's and renderings are due by the end of the day on Tuesday, May
16`h. The renderings may be submitted by e-mail to Ginger or Voneen of
the Current Planning Technicians office.
• 8 sets of full-size Site Plans, Landscape Plans, and Building Elevations
are due by the end of the day on Friday, May 19"
8. Mark Jackson of the Transportation Planning Department stated that many of
Transportation Planning's previous comments have been incorporated into this
latest iteration of the Site Plan. As a result, the internal pedestrian circulation is
good, parking lot auto/pedestrian separation is adequate and there is good
connectivity to the street sidewalk system. Pedestrian street crossings are
marked and/or enhanced where necessary.
9. Mapping Department offered the following comments:
a. Aliquot lines.....
b. There are two (2) Tracts L.
C. What are Tracts A through K and M & N for? Please note the uses on the
subdivision plat.
d. A distance from the southwest corner of the subdivision plat to the ditch
easement line is needed.
e. Does the Larimer County #2 Canal right-of-way/easement go up to the
south side of Tracts A & B? Is the ditch easement in Tract L?

The following comments and concerns were expressed at the weekly staff meeting on
April 26, 2000:

10. The Larimer County Canal No. 2 Ditch Company must approve and sign the
subdivision plat.
11. A letter of intent from the Ditch Company stating that they will accept drainage
water from this development is needed prior to going to the Planning and Zoning
Board. This letter of intent must be provided to the City no later than May 181'
12. The grading plan for this development plan apparently will affect the Post Office,
to the west. An off -site grading easement would be needed from the Post Office.
At least a letter of intent from them, if necessary, must be provided to the City no
later than May 181h
3. The Current Planning Department comments are on red -lined plans that are
being forwarded to the applicant. Please see comments and marked -up
documents from Clark Mapes of the Advance Planning Department that are
being forwarded to the applicant..
4. Jim Slagle of Public Service Company offered the following comments:
a. The electric line on the north side of Buildings A & B needs to move to the
north so that there is a 4' separation between gas and electric. This can
be accomplished during construction.
b. The electric line between Buildings 4 & D needs to move south so that
there is a 4' separation between gas and electric. This can be
accomplished during construction.
C. The legend on Sheet 4 of 11 of the Utility Plans has the electric and gas
symbols transposed.

6. A copy of the comments received from Marc Virata of the Engineering
Department is attached to this comment letter. See red -lined copies of the Site
Plan, Landscape Plan, and utility plans for additional comments. Please contact

7. Clark Mapes of the Advance Planning Department stated that the applicant
should provide connecting walkways as defined, and as previously discussed, to
Buildings A, B, & F. Or, if not, then:
Buildings A, B, & F need their own modification request for the connecting
walkway standards. The rationale for the "back" buildings does not apply
to these three. Connecting walkways have been suggested and discussed
in all previous rounds of review. Staff has suggested sidewalk connections
on the street side, fitting with the whole approach of the LUC. It looks like
the request should explain why it's "as good or better" not to have
connecting walkways, as defined, as it is to have them.

Dear Jon,
Staff has reviewed your revisions for the PROMONTORY (PARK PLACE), Project
Development Plan (PDP) development proposal that were submitted to the City on
February 16, 2000, and would like to offer the following comments:
1. The Larimer Canal #2 Ditch Company stated that they have no objection to the
plans as presented.
2. Jenny Nuckols of the Zoning Department offered the following comments:
a. The 8 residential parking spaces to the north of the Carriage House will
need to be signed as residential, with raised signs, since they are really
located in what is/will be perceived as the lot for the office buildings.
b. The Building Elevations do not show any building -mounted lighting. If
proposed, the lighting must be shown on the elevations.
C. The trash enclosures need to be gated (as set forth in Section 3.5.1(J)(2)
of the Land Use Code (LUC)). The wording in General Note #11 on the
Site Plan seems to indicate that gates are optional.
d. Remove the topography lines from the Final Site Plan (and maybe
Landscape Plan) to be recorded, when submitted.
e. Plant Note #5 on the Landscape Plan needs to be changed to read
"...value of landscaping and installation prior to...".
