31. The site plan has been modified to refer to offices as "two story plus
optional loft".
32. The alternative square footings for buildings 1, 2, and 3 will be
accomplished horizontally, that is the same building character and design
(two stories plus optional loft) however square footage expanded
horizontally, not vertically.
33. Additional comments on site, landscape, and building elevation plans
have been responded to in resubmittals of same.
34. Kindly set the matter for Planning and Zoning Hearing as soon as
possible.

14., 15, and 16. — Stormwater's Comments have been addressed in the
resubmitted Utility Plans. Agreement from the Ditch Company has been
achieved.
17., 18., and 19. — Engineering's Comments have been addressed in the
resubmitted Utility Plans. Enhanced crosswalks and public right-of-way
have been eliminated. Utilities have agreed to reduction of Boardwalk's
15 foot utility easement to 9 feet in conjunction with the blanket utility
easement.
20. In response to Transportation Planning, the access walk previously
provided to the south side of buildings A and B has been deleted
because of a redesign of the building. It was decided for safety, access
convenience and marketability that it was best to redesign all units so
they have access from the front of the building. Accordingly no walks are
necessary since no units have rear access anymore.
21. Applicant has spoken with Zoning about alternative parking space
demarcation. See paragraph 3 above.
22. Parking Lot Screening and Residential Landscaping along the west
property line have been added and enhanced. Furthermore, site plan
has been expanded to show Post Office detention pond and open space
which is adjacent to project to the west.
23. See paragraph 11 above.
24. FDP reference has been changed to PDP.
25. Advance Planning's suggestions have been considered and a revised
Modification request submitted.
26. Parking has been clarified on the site plan and the residential is now
indicated on the site plan with a "R" in each residential parking space.
27. A utility coordination meeting has been held. In addition applicant has
met with all utilities one or more times.
28. Agreement with Ditch Company has been achieved and is being
submitted.
29. See paragraphs 11 and 20 above.
30. Meeting about pedestrian circulation has taken place. In addition a
pedestrian circulation plan has been prepared.
6. Current Planning and Advance Planning red line plans have been
responded to in our resubmittal.
7. Applicant has met with Public Service. Public Service's requests will be
added as notes to the Utility Plans. Public Service's agreement to the use
of a blanket easement and reduction of the 15 foot utility easement along
Boardwalk from 15 feet to 9 feet has been signed and is enclosed with the
resubmittal.
8. Water/ Wastewater's Comments are addressed in resubmitted Utility
Plans.
9. Stormwater's Comments are addressed in resubmitted Utility Plans.
10. Engineering's Comments are addressed in resubmitted Utility Plans and
documents.
11.Applicant has met with Advance Planning. Advance Planning's support of
the Modification is appreciated. The resubmitted Modification request
takes into consideration the suggestions by Advance Planning. The best
connection from this project and the general neighborhood to JFK is along
the south side of ditch, average 45 feet wide with existing sidewalk
adjacent to Troutman and the future potential of a sidewalk along the top
of the large existing berm, which sidewalk can meander through a
beautiful groove of seventeen large, mature shade trees. This is the
preferred pedestrian connection to JFK from the standpoint of aesthetics,
quality of experience, space, safety and path access. Transportation
Planning agrees with and supports this view. The alternative potential
pedestrian connection route along the north side of the ditch is narrow,
passes through a 12 foot constraint area and is adjacent to a very ugly
black 8 foot chain -link fence along the south side of the Post Office
parking lot. "Map" and photos are enclosed.
12. Applicant has met with Transportation Planning. We appreciate
Transportation Planning's recognition of the changes we have made to
improve pedestrian circulation, parking lot auto / pedestrian separation
and connectivity to street sidewalks, and their acknowledgement of the
good results we have achieved. Regarding the question of the potential
pedestrian connection to JFK - see paragraph 11 above.
13.Applicant has met with Mapping. Mapping's requests have been
incorporated into the resubmitted Utility plans. The project's name has
been changed from Park Place to Promontory with Mapping's approval.

Dear Steve:
In response to your Comments Letter dated March 15, 2000. (My responses
correlate to your letter paragraphs.)
1. Modification being reviewed. Okay.
2. Applicant has met with Ditch Company and received their approval.
3. Applicant has met with Zoning about concerns about parking, alternate
elevations, parking lot screening, landscape phasing, proposed residential
sign locations, sight distance assurance, and plant list correction have
been addressed in resubmittal. We will remove topography lines from
final site plan when it is submitted. Alternative parking space demarcation
by means of triple score lines will be the same as previously approved for
zoning for Landings Bay and has been approved specifically with Zoning.
4. Applicant has met with Light and Power. Light and Power's concerns
have been addressed in resubmitted Utility Plans.
5. Applicant has met with Poudre Fire Authority. The request for fire lane
signage but no red curbs is included in the revised Modification request
being submitted. This seems appropriate in light of the unique nature of
this project — we do not want to go to the considerable effort of creating a
successful central park — courtyard design only to detract from it
aesthetically with red curbs. My understanding is that Poudre Fire
Authority will support this modification because of the unique nature of the
project, provided our Modification request is approved by P & Z, and
provided that we coordinate with them for the satisfactory type and
location of fire lane signs.
