Re: City Plan and Park Place Follow -Up
I want you to know how important I think it is that the city commit meaningfully to making the
"good or better than" exception work when appropriate in order to help projects become
better projects and better realize the City Plan's goals.
The monkey can still remain squarely on the developer's back. However, I think 4 positive
reinforcement of dialogue early on with a supra -departmental facilitator could go a long way
toward getting some developers to a) commit to the "good or better than" exception process
at all as opposed to avoiding it, b) commit to the "good or better than" exception process early
on, c) gain a sense of confidence that the process, however arduous and expensive, has the
probable potential, if they are willing to work at it, of coming to a favorable conclusion and
improving their project, and d) gets a sense that they can have a positive, cooperative and
supportive relationship with the city in this process as opposed to a negative or adversarial
one which some developers unfortunately accept as a reality which in fact is a paranoia
which is limiting for them.

P.S. Enclosed are copies of some documents relating to our Park Place project. In particular
look over my approach and thinking in the modification requests. Is this too analytical and
lengthy in your view, or is this kind of in depth analysis and detail you want to see as part of
the decision making process relating to "good or better than" exceptions?
In addition, we will be reducing the asphalt in the residential portion of the project to 16 feet
and commensurately increasing the scored concrete area. This will help improve the sense
of courtyard and the pedestrian permeability of the courtyard.
