17. Please return all redlined documents with plan revisions, including redlined plans
with Current Planning comments.
18. At least one more round of review for the project development plan is required
before a recommendation can be forwarded for a public hearing.
19. Section 2.2.11 of the Land Use Code requires that an applicant submit revisions
based on this letter within 90 days or the project application becomes null and
void. Your responses to the City's concerns are due by June 30, 2000. A 30-
day extension to this deadline is available. Request for an extension should be
directed to the Current Planning Director. If remaining issues are those that do
not require plan revisions, a status report verifying continuing efforts toward
resolving the issues is required within the same timeline.
Additional comments and the required. number of revised plans may be forthcoming as
the various departments and reviewing agencies continue to review this request.
Please provide a written response to each of the above comments with the submittal of
plan revisions. In addition, a revised site development plan drawn to scale which is
clearly dated and labeled shall be submitted to address the above.
The burden of demonstrating compliance with all Land Use Code criteria is with the
applicant. To facilitate the complete re -submittal of the application with supplemental
materials, please have your project manager contact Ginger Dodge and/or Voneen

F. Current Planning Department: provides the following:
1. Provide an overall site plan showing the proposed site plan in relation to the
surrounding area. This plan shall include an area beyond the property lines of
the proposal showing the area and uses within five hundred (500') feet o the
proposal, exclusive of public right-of-way, at the same scale of the underlying
proposal as required by the City of Fort Collins Development Manual. All plan
sets shall reference the project development plan. .
2. Delineate all property line setbacks, roadway right-of-way widths and
improvements, private drive widths, parking stall width and lengths, and sidewalk
widths internal and abutting this development plan as required by the City of Fort
Collins Development Manual.
3. The plan sets need to include building envelope/footprint dimensions and
distance to nearest property lines as required by the City of Fort Collins
Development Manual.
4. Please label the sheet plan sets Sheet 1 of 2±, Sheet 2 of 2±, et cetera in the
lower right hand corner of each applicable sheet.
5. The plan sets will still need to include reference to the Index of Drawings on the
first plan sheet page.
6. All plans and illustrations shall include the appropriate verifiable scale, including
the Overall Site Plan. The overall site plan, site plan, and landscape plans shall
utilize the same scale, as required by the City of Fort Collins Development
Manual.
7. The north arrow shall be shown on all respective plans, as required by the City of
Fort Collins Development Manual.
8. Existing and surrounding zoning shall be shown as required by the City of Fort
Collins Development Manual.
9. All building elevations have not been shown, the southeast and northwest
elevations have not been shown, please provide (to scale).
10. Please provide the size of the proposed antennae on the proposed plans.
11. Please indicate all building colors and materials on the Building Elevations in
accordance with Sections 3.5.1(F) and 3.5.1(G) of the Land Use Code.
12. Per Land Use Code (LUC) Section 3.8.13(C)(2) and (3) requires that wireless
telecommunication facilities and equipment be consistent with the architectural
style of the surrounding architectural environment considering exterior materials,
roof form, scale, mass, color, texture and character. If such facility is an
accessory use to an existing use, the facility shall be constructed out of materials
that are equal to or better than the materials of the principal use. To improve the
architecture of the structure, incorporate lap siding and brick work to match the
existing structure and replicate all architectural features on such facades (see
redlined plans).
13. Per LUC Section 3.8.13(C)(4), please provide the required landscape plan
meeting Land Use Code provisions.
14. Per LUC Section 3.8.13(C)(8) please submit all proposed color(s) to verify that all
wireless telecommunication facilities and equipment are painted to match as
closely as possible the color and texture of the wall, building or surrounding built
environment. Muted colors, earth tones and subdued colors are to be used.
15. Per LUC Section 3.8.13(C)(11) verification shall be submitted that access
roadways are capable of supporting all of the emergency response equipment of
the Poudre Fire Authority.

RE: 2601 South Lemay Avenue Wireless Telecommunications Facility
Dear Ms. Morian:
This letter is in response to plans for Scotch Pines Wireless Telecommunication
Equipment - Project Development Plan (Planning File #34-99A) submitted on March
6, 2000. Please note that staff reviewed your plans and the Planning Division mailed a
request for comments to several public agencies and departments. This development
proposal is subject to and shall comply with all requirements set forth in the City's Land
Use Code (LUC), specifically: Articles 2. Administration (Development Review
Procedures); Article 3. General Development Standards; and, Article 4. [Zoning]
Districts.
The City of Fort Collins Land Use Code (LUC) requires that throughout all land use
proceedings, the burden to comply with all applicable standards rest with the applicant.
Staff, after reviewing materials submitted by the applicant, finds that revisions/re-design
to the submitted plans dated 02.21.00 are warranted to meet the Land Use Code.
The following lists the agencies and departments that responded:
A. Light and Power: submitted the response that identified several requirements.
B. Poudre Fire Authority: submitted a checklist that identified several requirements.
Their response is attached to this report.
C. Engineering Department: submitted a checklist that identified several requirements.
Their checklist is attached to this report.
D. Zoning Department: submitted a checklist that identified their requirements. Their
response is attached to this report.
E. Advance Planning Department: submitted a response to the checklist and it is
attached to this report.

6. The only scale that is different is the one on the Site plan of the shopping center.
This is a copy of the original and cannot be changed.
7. The North arrow is shown on all of the drawings except the elevation drawings.
8. The zoning of the surrounding area has been added to the Site Plan.
9. All four building elevations are now shown.
10. The dimensions of the proposed antennas have been shown on the drawings.
11. The colors and materials have been indicated on the elevation drawings.
12. The drawings have been changed to show the fence surrounding the equipment will
be lap siding to match the design of the existing clock tower.
13. Landscape has been added to screen the fence as requested. There are two large
pine trees that already exist. (see photos). Those will partially screen our fence. We
will place additional trees where necessary.
14. The color of the fence surrounding the equipment will be painted with Sherwin
Williams "Bracken SW2734" (dark brown) to match existing clock tower. The
landlord and a U S WEST representative agreed upon this color. The antennas will
be painted to match the brick, including the mortar lines. It is impossible to specify a
color since it is brick. We have taken several photos of the brick so that the antennas
can be painted to match as closely as possible. This has been indicated on the
drawings.
15. This revision was discarded per Ron Fuchs.
16. A full legal description has been added to the cover page.
In addition to these requested changes, we made some other minor changes that were
requested by Ted Shepard on another unrelated site.
1. "Wireless Telecommunications Equipment' was added to the site name.
2. The paragraph about co -location has been added to the cover page of the plans.
3. An address line for the notary has been added to the signature block.
4. The City signature approval block has been changed using the example provided by
Ted Shepard.

Dear Mr. Fuchs:
The revisions that you requested on the drawings for U S WEST Wireless's proposal for
a wireless site at Scotch Pines Village Shopping Center have been completed. As
requested, I will address each of the revisions in this letter.
A. Light and Power: As with all of our sites, we contact the power company to verify
source of power and to set up billing.
B. Poudre Fire Authority: No comments
C. Engineering Department: Landscaping has been added to the drawings.
D. Zoning Department: Property lines and distance of site from the public ROW have
been shown.
Landscaping has been added to the plans.
The map titles have been changed as requested.
E. Advanced Planning: No comments
F. Current Planning:
1. The uses and zoning districts 500' beyond the property lines have been added to the
Site Plan.
2. The overall site plan of the shopping center has been included in the plans.
3. The property lines and the distance between the site and the street have been added to
the Site Plan.
4. All sheets are appropriately labeled.
5. The first page of the plans still includes a sheet index.
