Section 3.3.1 [C] (1) - ā¯‘Public Sites, Reservations, and Dedicationso The plat indicates proper dedications for drainage and utility easements as needed to serve the lot. A 57foot-wide road right-of-way, meeting the City's standard width, will be dedicated adjacent to the property to permit extension of Poudre River Drive. A water quality structure will be built on the northwest corner of the site, cleansing stormwater runoff for this property and the adjacent lot. 3. Findings of Fact: In reviewing the request for Poudre River Business Park, Second Filing, Staff makes the following findings of fact: A. The request conforms to the applicable Plat Standards of the Land Use Code. B. The request conforms to the standards of the CCR zone district. RECOMMENDATION: Staff recommends approval of the Poudre River Business Park, Second Filing, Current Planning File # 24-99. Poudre River Business . ark, Second Filing, File # 24-99 February 9, 2001 Administrative Hearing Page 2 COMMENTS: Background The surrounding zoning and land uses are as follows: N: RC; Cache la Poudre River, Poudre River Trail, S: CCR: Poudre River Drive, Burlington Northern and Santa Fe railroad tracks, Riverside Avenue, E: CCR; Vacant W: CCR; Lemay Avenue, Burlington Northern and Santa Fe Railroad tracks, SW: NC; Intersection of Riverside Avenue and Lemay Avenue, Riverside Shopping Center The property was annexed into the City in 1983 and initially zoned b-p Planned Business, with a PUD condition. The Planning and Zoning Board approved the Poudre River Business Park PUD Master Plan on November of 1998. This property became zoned CCR at the time of the Citywide rezoning in 1997. 2. Plat Standards: The plat has been reviewed against the criteria of the Plat Standards under Article Three, Division Three of the Land Use Code. The request to create a 32,196 sq. ft. lot complies with the following standards: A. Section 3.3.1 (B) (1)- [Lots[! The new lot has 262 feet of frontage along Poudre River Drive, a dedicated public right-of-way. Vehicular access from Poudre River Drive will be through an access driveway shared with the adjacent lot to the west. There is a joint access and maintenance agreement for the shared access driveway. Side lot lines are substantially at right angles or radial to the street line. B. Section 3.3.1 (B) (2) - CLotsL=i The new lot layout and street extension is consistent with the Poudre River Business Park Master Plan and meets the City's street connectivity standards to the extent feasible. Meldrum Street Fort Collins, CO 80521 OWNER: LHA Partnership 1100 Poudre River Drive Fort Collins, CO 80524 PROJECT DESCRIPTION: This is a request to create a one -lot second filing of the Poudre River Business Park. The new lot is 32,196 sq. ft. (0.7391acres). 11,108 sq. ft. of the abutting area to the south would be dedicated as right-of-way for an extension to Poudre River Drive. The new lot would be east of the existing medical office building located on Lot 1, First Filing addressed as 1100 Poudre River Drive. The purpose is to construct a parking area and new medical building site on the proposed lot. Access to Poudre River Drive for the lot will be through a driveway shared with Lot 1, First Filing. The site is located east of Lemay Avenue, south of the Cache la Poudre River, and north of Poudre River Drive. The parcel is zone CCR, Community Commercial, Poudre River, which allows a medical office as a permitted use. RECOMMENDATION: Approval EXECUTIVE SUMMARY: The proposed subdivision is permitted in the CCR zone district subject to a type 1 review.
