HomeMy WebLinkAboutCIVIC CENTER OFFICE BUILDING - PDP - 29-99 - SUBMITTAL DOCUMENTS - ROUND 2 - ALTERNATIVE COMPLIANCE REQUEST...Dec-07-99 03:52P P_02 Civic Center Office Building Street Tree Alternative Compliance Request December 3, 1999 Section 3.2.1 Landscaping and Tree Protection Purpose: The intent of this section is to require preparation of landscape and tree protection plans that ensure significant canopy shading to reduce glare and heat build-up, contribute to visual quality and continuity within and between developments, provide screening and mitigation ol'potential conflicts between activity areas and site elements, enhance outdoor spaces, reduce erosion and stormwater runoff, and mitigate air poIII Lion. Alternative Compliance Request There are three locations along the perimeter of the Civic Center Office Building site which require that we request alternative compliance for street tree spacing as defined in section 3.2.1(D)(2)(a) of the Fort Collins Land Use Code. The first location that we would like to request street tree alternative compliance is adjacent to the main entrance to the building on the east facing facade. We have left trees out of -this area intentionally to preserve views to the entrance of the building. This portion of the building has significant level of detail and deserves to be seen and liamed when viewed from Mason Street. We feel that this street tree treatment serves the purpose, as stated above, by contributing to the visual quality within the development and by enhancing the outdoor spaces (strectscape) The other locations that we request alternative compliance arc at the northeast and southeast comers of the site. Street trees have kept away from the corners for two reasons. The northeast comer includes a proposed street light which requires a 40 separation from canopy trees. The code suggests that ornamental trees he used near street lights in these situations_ These comers will be fully paved, as required in the Mason Street Master Plan, and trees will be located within these areas will need to be located in tree grates (as shown on the site plan). We feel that low branching ornamental trees are not appropriate in these locations_ We feel that the tree planting at these corners serves the purpose, as stated above, by reducing convicts between activity areas and site elements and by contributing to visual quality and continuity within and between developments. The proposed design reflects the intent and character established by the Mason Street Master Plan thereby providing the visual continuity between developments. F,nd of Request
