CITY OF FORT COLLINS OFFICE BUILDING
RESPONSE TO CITY'S COMMENTS ON PDP SUBMITTAL
1. "Explain Translucent Awnings"
Those awnings which are proposed on the south and east walls of the building will occur over
the sidewalk facades facing LePorte and North Mason Streets. The design replicates the
character of "old town" Fort Collins and the adjacent redevelopment area.
The awnings will be attached to the building at approximately 14 to 18 feet above grade. They
will extend out approximately 6.5 feet, however do not project over the property line. They do
project over a utility easement but will be installed to be removable. The bottom will be
approximately 14 feet above the sidewalk.
The awnings are a hollow cell extruded plastic material. Each sheet is 4'0" to 8'0" wide (Opal
color — milky white) and is designed to facilitate natural light into office spaces. The building is
designed to separate daylight windows over vision light windows. The translucent awnings
occur at the horizontal separation between the daylight and vision glass.
M. Spandral Glass
On November 26, 1999 Troy Jones, of the City of Fort Collins Planning Department told
Bruce Dalton, of OZ Architecture the spandral glass use on this building is not an issue.
Current Planning:

b. Refer to the Street Tree Alternative Compliance Request included with this submittal.

e. The islands along the western edge of the parking area are located within the Howes
Outfall. Therefore trees will not be located in these areas.
f. Since these islands will not have trees we are requesting alternative compliance for the
width of the landscape islands. Refer to the Parking Island Request for Alternative
Compliance.
g. Required street light/tree separations have been provided. There is no minimum
separation for the ornamental lights.
h. See modification request.
i. See updated lighting plan.
j. See updated lighting plan.
k. The utilities (Light & Power, TCI, Citel, water meter, US West) located at the northeast
corner of the building are buried utility vaults. The only visible portion of these vaults
will be the lid. The gas meter and irrigation box are located within a shrub bed which
contains plants which will grow 3 to 4 feet tall. These utilities will not be visible from the
public street.

m. This issue has been resolved in previous conversations with Current Planning.

compliance request for parking lot island width.

1. At this time there are no steps proposed on this site.

2. Cross -walks in parking area are proposed to be painted.

5. Sear Brown indicated to us that a building envelope is not planned. If we need to show an
envelope for logistical reason please let us know. Otherwise the site plan indicates a 10
foot offset from the Mason Street and LaPorte Street property lines.
6. Cross -walk materials are not being constructed as part of this project. Therefore the
materials are unknown.
7. We barrier is not provided in perennial beds so that the perennials can spread.

11. Water quality enhancement area is an extended detention facility.

be planted in this area. Refer to the alternative compliance request submitted along with
this package.

Natural Resources:
1. Native shrub species have been incorporated into the landscape plan. The City Forester
(Tim Buchanen) specified all of the tree species on this project.
Transfort:
1. Mason Street cross -walks provide safe access to the Transit Center from this site.

RE: Civic Center Office Building - Responses to City Comments
Troy,
We are pleased to resubmit the Civic Center Office Building PDP for your review.
We are submitting the required number of documents based upon our recent
conversation. If you require any additional copies please let me know.
We have revised the PDP drawings and the Engineering drawings based upon your
comments. We have the following responses to your comments:
Water and Utility Department:
1. The required landscape/utility separations have been provided.
2. Also refer to attached letter prepared by Sear Brown for additional responses.
Stormwater Utility Department:
1. Concrete sidewalk chases have been provided at parking area. See
Engineering drawings.

Transportation Planning:
1. Cross -walks have been illustrated as requested.
2. We are requesting a modification for the Mason Street mid -block crossing
(civic spine). Refer to the Modification Request provided with this submittal
for further information. We would like to work with Transportation Planning
on a method of dissuading the crossing. Is a planting bed a good solution?
3. The 8' Bicycle Lanes along Mason Street are indicated on the Engineering
drawings.
4. LaPorte Street mid -block crossing is illustrated on the PDP site plan.
