When did this happen? Why is this no longer a utility review project? Our only goal is to provide adequate, safe, well -lighted parking to our patients. I have to rely on the engineer (Richard Rutherford) and your department to do their due diligence to accomplish this seemingly clear cut task I have stated in the past, that we we're not in a big rush to accomplish this addition, however, over two years of trying to obtain approval is ridiculous in our opinion. Let me answer a few of your zoning comments (already previously addressed). Item c., the I' filing plans were changed to add two additional handicap spaces to total four. Item d., The sign is present only per our agreement to provide it in the Alternative Parking Compliance Approval. The bike trail runs next to our building on two sides. As there is not any off street parking, people using the bike path frequently use our parking lot. A path directly from our parking lot to the bike trail would be dangerous and impractical, especially since it is easy access to the trail from the side walk on the west side of the building. The property that goes directly from the parking lot to the trail does not belong to L17A partnership, it is also an extremely steep grade covered with deep natural foliage. This whole issue was discussed and resolved in August 1999 with Peter Barnes. Item f., Between parking that already exists and the requested amount of new parking, we would have a total of 83 spaces. Bicycle parking for 5% (4.15 bicycle spaces) of the overall amount of parking spaces is required. We currently have 5 spaces at the front of the building. Item g., What is an enhanced crosswalk? Where is the definition of this in the Fort Collins Parking Code that we were provided. If this has been required, why hasn't it been brought up in the previous two years of reviews? Item h., Resolved previously. I would like to meet with both you and Mr. Rutherford in person before the plans are submitted. I expect the engineer to resolve the other issues to your satisfaction in his next re - submittal. I would hope that all issues are completely resolved at this meeting and we can more forward with our project. Thank your for your attention in this matter. In our conversation of last week, I indicated to you that we seemed to be covering the same ground again and again. It is clear to me by your most recent comments that this is fact. Enclosed is some previous documentation for your review. In July 1998, I spoke with Peter Barnes in person in regards to adding additional parking to our existing lot with some adjacent land we recently acquired. He stated that I must file a request for alternative parking compliance. Our request was approved on August 6, 1998, noting that the expansion would be a Utility Review Project. In August 1999, Richard Rutherford and I met with Peter Barnes again and went over in detail the remaining items that were necessary to get this project approved. A minor amendment to our V filing would be required to address the handicap parking and minor changes in the landscaping. A variance appeal would be required for landscape setback behind the right of way line of Poudre River Drive. Every item was addressed. September 2, 1999 Ted Shepard called me stating that our minor amendment was approved and requested that any removed trees be donated to the Poudre School District. September 9, 1999, the variance appeal was approved. February 23, 2000, revisions are requested, May 25, 2000 an extension was given. July 25, 2000, revisions are once again requested. October 20, 2000, revisions are once again requested. Now clearly going over ground long since covered.
