Dear Ms. Schoonover:

Your request for Alternative Parking Compliance at 1100 Poudre River Drive, as outlined in
your August 5, 1998 letter, has been approved. The approval is subject to the Clinic
continuing to allow bike path parking in a portion of the parking lot, thereby creating a "shared
parking" opportunity. Unfortunately, the City will not be able to share the expense of
landscaping your parking lot expansion as you requested in your letter, nor can we
administratively vary the 5 foot landscape requirement along the north lot line. Any request to
modify the requirements of the code must be made to the Zoning Board of Appeals. If the
Board determines that a hardship exists, other than an economic hardship, then they may
grant some relief. I am enclosing an information sheet that explains the variance proceedure.
Since your alternative parking request has been approved, it will now be necessary to process
a specific application for the approval of the parking lot expansion itself. Since the parking lot
involves additional hard surface material and since it will be necessary to extend the public
sidewalk and possibly make other public improvements to the street, your application must be
processed as a Utility Review project. (I should advise you that I discussed your request briefly
with the Engineering Department, and they may require you to extend the street so that it runs
along the entire lenght of your parking lot). Your submittal documents will be routed to the
various departments and agencies that are charged with administration of adopted codes, and
staff will review the plans for compliance with the applicable standards. This type of review
can take several months to complete. Construction of the parking lot expansion may not
commence until approval of your plan is obtained. I am also enclosing information regarding
the submittal requirements for the Utility Review. Your submittal should be delivered to the
Current Planning office at 281 N. College, to the attention of Sheri Wamhoff. (Sheri is a
Development Review Engineer in the Engineering Department, but please submit your
materials to the Current Planning Department). Your submittal and review will then be
coordinated by Sheri and I. -
