This is not shown on the utility plans. (A ramp is needed for this pathway out to the street.) • The site plan notes 3 parking spaces. in front of the garage on the concrete driveway. Will this be striped? Utility Plan ■ Provide details for the driveway and provide sidewalk ramps and a detail of the sidewalk ramps leading to and from the driveway. ■ Off -site grading easements are required from the property to the west. A letter of intent is needed for the easement prior to going before a hearing. ■ Will the porch partially be in the 5' easement on the west edge of the site? ■ The iron pipe is not allowed to be used to daylight into the street. Please look at other conveyance systems, such as a concrete channel within the right-of-way. RESPONSE: 5. Please make the plat consistent between the plans and report. The plat in the report shows easements. RESPONSE: 6. How will flow from basin #4 reach the street? Overland, down the sidewalk to the driveway or curb chase? Please describe flow pattern on plans with flow arrows or in report. RESPONSE: 7. The city would prefer all flows be contained on the property. However if this is not possible on the west side of the property, then an easement will be required from the property owner to the west. RESPONSE: 8. Please provide a profile view, on the plans, for the concrete pan along the west property line. RESPONSE: 9. Please clarify if the house has a crawl space. If so what is the elevation of the crawl space floor? The crawl space floor must be elevated 18" above the 100-year floodplain elevation. An elevation certificate will be required after construction. RESPONSE: Erosion/Sediment Control Comments When originally reviewed, the reviewer was not thinking. Residential lots of less than 10,000 square feet are exempt from erosion control requirements. The use of a small sidewalk chase would be recommended. The chase should then transition into a small concrete channel that is moved away from the curb return shown at the end of the driveway. RESPONSE: 2. Please label the elevation of the flood plain boundary and the FF of any adjacent structures on the plans. Also provide additional spot elevations and/or existing grading contours on the west and east sides of the property to help in verifying basin delineation. RESPONSE: 3. I notice a couple of items that will need to be addressed in the final submittal. The west face of the project will require special construction techniques do to location on the property. There may need to be occupancy separation requirements due to the assumed use of this project. Please address all of the Energy Code requirements for this project. Additional comments will be forthcoming as they are received from City departments and outside reviewing agencies. Under the development review process and schedule there is a 90 day plan revision submittal time -frame mandated by the City. The 90 day turnaround period begins on the date of the comment letter prepared by the project planner in the Current Planning Department. Upon receipt, the revisions will be routed to the appropriate City departments and outside reviewing agencies, with their comments due no later than the third weekly staff review meeting (Wednesday mornings) following receipt of the revisions. At this staff review meeting it will be determined if the project is ready to go to the Administrative Hearing Officer (or Planning and Zoning Board, if necessary) for a decision and, if so, will be scheduled for the nearest open date. Please return all red -lined plans and reports with your revisions when they are submitted to the Current Planning Department. The number of copies of revisions for each document to be resubmitted is on the attached Revisions Routing Sheet. There may be some difficulty associated with the stormwater flows along the west property line. An off -site easement will be needed from the property owners of 222 West Magnolia Street. 17. A floodplain use permit will be required for this development request. Please contact Marsha Hilmes in the Stormwater Utility to begin the permitting process. 18. The lowest point of the crawl space in the building must be a minimum of 18" above the base flood elevation. Please clarify the building's finished floor elevation. Transportation Planning/Kathleen Reavis 19. A walkway may be needed from the public sidewalk to the entry to the offices in the rear of the building. This could affect the landscaping along the east side of the building. Please contact Kathleen, at 224-6140, or Mark Jackson, at 416-2029, to discuss this issue. Planning 20. Is the 14' wide private access easement now an officially "vacated" public alley? 21. Is the 12' wide private alley, as shown on the Site Plan, in a public access easement or right-of-way? 22. The new sidewalk between the public sidewalk and the curb along West Magnolia Street is not shown on the Landscape Plan. 23. There is a concrete pad storage for bikes, as shown on the Site Plan, attached to the rear of the building. Is it enclosed, does it need a bicycle rack? 24. There are two existing trees along the west property line that are to be removed. Is it possible to replace them with other, more appropriate, trees? 25. Can the existing tree to be removed just to the west of the 14' wide drive, near the southeast corner of the building, be retained and preserved? 8. A copy of the comments received from Marc Virata of the Engineering Department is attached to this letter. Additional comments can be found on the red -lined utility plans that are being forwarded to the applicant. Please contact Marc, at 221-6750, if you have questions about his comments. 9. Jeff Hill of the Water/Wastewater Department offered the following comments: a. The water service location as shown on both the Site and Landscape Plans does not correspond with what is shown on the utility plans. Please coordinate the site and landscape design with the civil engineering design. b. See the red -lined Site, Landscape, and utility plans (being forwarded to the applicant) for other comments. Kim Kreimeyer, the City's Natural Resources Planner, stated that on the Landscape Plan the Eastern Redbud located in the patio area on the east side of the building is labeled CC on the plan and is shown as CA in the Plant List. This discrepancy should be corrected. 11. Eric Bracke of Traffic Operations stated that he has no issues regarding this development. The following comments/concerns were expressed at the weekly Staff Review Meeting on October 6, 1998: Engineering/Marc Virata 12. The sidewalk from the public sidewalk to the curb, through the parkway, is not shown on the utility plans. 13. Is striping needed for the parking on -site? There are residential and commercial office uses in this building. 14. Details are needed on the utility plans for the driveway, ramps, and sidewalk. 15. There may be, probably are, off -site grading easements needed. 3. Doug Martine of the Light & Power Department stated that he has no comments on this development plan. 4. Ron Gonzales of the Poudre Fire Authority stated that he has no comments regarding this proposed single family residence. 5. A copy of the comments received from Rick Lee of the Building Inspection Department is attached to this letter. 6. Representatives of the Zoning Department offered the following comments: a. The one commercial parking space (as identified in the Land Use Statistics on the Site Plan) will need to be handicapped accessible and shown on the Site Plan as per Section 3.2.2(K)(5)(d) of the LUC. b. Add the standard Plant Note to the Landscape Plan pertaining to installation of landscaping (or letter of credit, escrow, etc.) prior to issuance of certificate of occupancy for the building. C. Provide a bicycle rack on the bike storage "pad" at the rear of the building. d. General Note #8 on the Site Plan refers to trash enclosures. Where is/are the trash enclosure(s) for this project? Trash enclosure elevations need to be provided, with descriptions of the materials, colors, and height. Seeing that there is no place where a trash enclosure can be located and this appears to be primarily a single family residence, conventional trash service is recommended. e. Make sure that the scale on the building elevations is correct. The scale would appear to be 3/ 16" = l'-0", not 1/8" = 1'-0". Dennis Greenwalt of AT&T Digital Cable (formerly TCI of Fort Collins) offered the following comments: a. AT&T Cable Services is concerned about the alleyway being only an access easement. We would like to see it defined and dedicated as an Access & Utility Easement. b. AT&T Cable Services will make no plans to service this building until a service agreement is done with our commercial accounts executive, Reneta Santro, who may be reached at (970)419-3106. 2. This property is located on the north side of West Magnolia Street between South Mason and South Howes Streets. It is in the D - Downtown Zoning District, in the Canyon Avenue subdistrict, in the Land Use Code (LUC. The proposed single family residential and office uses are permitted in this District, subject to an administrative review (Type I) and public hearing for a decision.
