Specific Questions:
1. As mentioned in the narrative, a replat is anticipated and therefore it is desired that any
easement issues be cleaned up through this process. With this in mind, the utility
J1 easement at the southeast corner of lot M-17 on Block 3 is round whereas all of the other
corners of the intersection are square. Is there any reason why this easement could not be
squared up like the others through the replat process?

2. At the east side of lots M-42 to M-49 on Block 7 the access, drainage & utility easement
has been expanded relative to similar easements on the adjacent lots. It is understood that °k shy
ll� this expansion was to accommodate additional drainage accumulation on this property.

carport structures? Conceptually, the vacation would consist of the vertical space of the
easement from about 8' up and a small portion of the easement, to the ground to address 2!Z ff

3. Similar to item 2, could a vertical portion only above the utility easements at the back of the �� o

space?
4. On the Blondel side of the lots, is it possible to project stairways and planters over the V
easement, as shown on the site plan provided that some means of routing utilities beneath
the elements is provided (i.e. conduit, raceways or other possibilities)?

5. Similar to item 4, is it possible to locate the trash enclosures over the utility easement at

North Flats has been designed with a modern vision in mind. Not the modernism of the 201- century
where the home was viewed as a "machine for living", but today's modernism. Today's modernism
allows for a richer, warmer material pallet and recognizes that a buildings character should
respond to its location both artistically and climatically. Furthermore, these homes are designed for
homeowners who simply want a house that is different and fresh.
On the "green" front, North Flats will be designed to be as sustainable as possible within the
constraints of a maximum price of $200,000. It is possible LEED Certification will be sought but if
not, LEED principles will be incorporated to the degree possible. Furthermore, the project will
attempt to promote the use of alternative transportation. With each unit, the homeowner will be
provided with a moped type vehicle and battery charging stations will be provided to recharge the
vehicles.
North Flats is proposed on the M lots fronting Blondel Street in Old Town North on blocks 3, 4, 7 &
8. The site circulation, drainage and parking for the most part are in existence on the site per the
previously approved plans. The primary difference with the current proposal and the previously
approved is that the current is attempting "6-plex" facilities in the same locations that the previous
plan attempted "4-plex" facilities. The additional density required for this revision will be provided
by the Old Town North developer transferring available density units from other areas of the overall
development.
With the additional units, it is anticipated that a replat will be required in order to eliminate the lot
lines between the attached dwellings. It is anticipated that each grouping of 4 lots would be
combined into 1 lot and then the individual units would be condominimized to allow for individual
unit sales.
Preliminary drawings of North Flats have been presented to the developer of Old Town North,
Monica Sweere of Palladian Homes, Incorporated in order to determine the compatibility of the
project with the development design guidelines. The plans were well received and it seems the
addition of North Flats to Old Town North will strengthen the community.
