It appears that you may not be meeting the foundation planting requirement in Section 3.2.1(E)(2)(d) of the LUC where it requires that exposed sections of building wall that are in high -use and high -visibility areas of the building exterior shall have planting beds at least five feet wide placed directly along at least 50% of such walls. Yo s truly, Troy W.Jones City Planner the entire building must be brought into compliance with Articles 3 and 4 of the LUC, in particular, sections 3.5.1 and 3.5.3, which may result in substantial fagade and site design improvements (if deemed reasonably feasible) including but not limited to: • 3.5.3(B)(1) which would require that at least one main entrance must face and open directly onto a walkway that connects directly to the street sidewalk without crossing any vehicular use areas (i.e. Drive -through), • 3.5.3(B)(2) which would not allow vehicle use areas between the building faces and the street, • 3.5.3(D)(2) which may require enhancements to the fagade treatments, • 3.5.3(D)(6) which would require a top and base treatment. i. Provide elevations of the addition to the Wok and Roll building. j. Per section 3.8.19(8) of the LUC, the setback of the Domino's building should use a "contextual setback" rather than the 15 feet proposed. This "contextual setback" shall match the setback of the adjacent Firestone building to the south. k. On the site plan, please change the Planning Signature Block to read: Approved by the Director of Planning of the City of Fort Collins, Colorado this of , 200_. Director of Planning I. We recommend that you provide a "5 minute' parking space as a bump out in the drive through exit lane to allow for drive -through customers to pull out of the way if their orders are delayed. m. On the site plan, in the Land Use Analysis chart, please revise the "total property" area to reflect the size of lot 1 and lot 2 alone rather than lumped together. n. Please renumber the drawings # of 5 rather than # of 4, and include the Lighting Plan in the numbering scheme. o. We need to see samples of the proposed colors Red AA5, Blue AA46, Green AA31, and Plymouth Gray. Please clarify how an aluminum window frame can be "clear." The color scheme must be compatible with the surrounding neighborhood as per LUC section 3.5.1. p. Please label on the Domino's/Office elevations where the blue "color band" is located. q. Top and Base treatments must be provided on the Domino's/Office building in accordance with Section 3.5.3(D)(6) of the LUC. 4 verifying continuing efforts toward resolving the issues is required within the same timeline. b. Please call the Current Planning Department prior to re -submittal to get a complete list of the quantity of each drawing you will be required to resubmit. c. The existing parking lot light fixtures illuminate the site far in excess of what the Code allows. Section 3.2.4 of the LUC specifies that: • maximum lighting levels shall not exceed ten foot-candles, • light sources shall be fully shielded and shall feature sharp cut- off capability so as to minimize up -light, spill -light, glare and unnecessary diffusion on adjacent property, • Incandescent and high pressure sodium light sources are permitted light sources, • light levels measured 20 feet beyond the property line of the development site (adjacent to public rights -of -way) shall not exceed one -tenth foot-candle as a direct result of on -site lighting. d. The existing lighting fixtures on -site are not down-directional/sharp cut- off, but rather are angled upward. The result is that the north -facing fixture, on the south property line, shines directly into the eyes of the motorists traveling south on Lemay. These existing lights are not "grandfathered in," thus, the lighting scheme must comply with the code. The code allows for reasonable and safe outdoor illumination for parking lots and sidewalks. We can meet with a lighting designer or an electrical contractor if needed. e. The new lot line between lot one and two needs to be shown and labeled on both the site and landscape plans. f. Show arrows on the fast food drive through indicating the direction of traffic flow on both the site and landscape plans. g. Please label the addition to the Wok & Roll building with the following information on the site plan: • Size of addition, • Use of addition, • Whether or not the addition is part of this request (if not specify .what type of review the addition is, and whether or not it has already been approved). h. Per Section 1.6.5(B) of the LUC, if the addition to Wok & Roll equals 25% or more of the existing gross floor area, the building and site must be brought up into compliance with the Land Use Code to the maximum extent feasible. Please specify the square footage of the existing building and the square footage of the addition to determine whether or not this will be required. If the site and building must be brought up into compliance with the LUC, 3 b. Show the adjacent property located east of the shared drive on your site and landscape plans. c. Right-of-way needs to be dedicated along Riverside due to property line overlaping into right-of-way. Work with Marc Virata of the Engineering Department to correct. 8. Natural Resources: a. Provide a water quality feature on site. b. Please provide recycling within the trash enclosure and show a detail of trash enclosure. c. Please see attached layout for trash enclosure. 9. Transfort: a. Transf art currently has service in the area with transit stops located near Pennock. 10. Transportation Planning: a. Transportation planning did not receive a copy of the TIS, please provide. b. Need to provide pedestrian connection from Riverside to building entrances (new & existing). c. Provide bike rack for existing building. 11. Light & Power: a. Developer will need to coordinate any change in -power requirements or locations to the existing building, as well as power to the new building, with Light & Power Engineering (221-6700). 12. Public Service: a. Any reroute of existing PSC facilities will be at the developer's expense. 13. Forestry, Poudre Fire Authority, Police, Advance Planning, Streets, R.O.W. Planning, Post Office, US West, Street Oversizing, Railroad Companies : a. I have not received any comments any of these agencies, but as soon as I do, I will pass them along to you. 14. Current Planning:. a. Section 2.2.11 of the Land Use Code requires that an applicant submit revisions based on this letter within 90 days or the project application becomes null and void. Your response to the City's concerns is due by April 19, 2000. A 30 day extension to this deadline is available. All requests for an extension should be directed -to the Current Planning Director.
