The Current Planning Department offered the following comments: a) You will be required to .comply with Section 3.5.5 of the Land Use Code which outlines specific standards regarding convenience shopping center if that is the direction in which the proposal proceeds. b) The landscaping will be required to comply with Section 3.2.1 of the Land Use Code, as well as. all lighting must comply with the requirements of the Code. c) Attached is a map of the affected property owners. Please contact me as to which way you intend to proceed as the type of review differs and neighborhood meetings are required for Type 2 reviews. Please contact Leanne Harter at 221-6750 if you have questions about these comments. a) .There is power to the existing building from the transformer located at the rear. It may be possible to connect the new building to this service, however, you may be required to increase the size of that transformer at your own expense.) b) If positions are available in the vault at the southwest corner of the site on Lemay, you may be able to get service from this location. c) Please contact Light and Power regarding the development charges for the site. The Engineering Department offered the following comments: a) The Street Oversizing Fees are as follow: fast food--$42.19/square foot, specialty retail--$3.95/square foot office--$3.70/square foot of gross floor area. b) You will either need to complete revisions to the existing utility plans (prepared by the same engineer) or submit new utility plans for the entire site. c) There are concerns regarding stacking and how is works with the proposed access. .This will be evaluated in the development review process. -- -� d) Please contact Eric Bracke to schedule a scoping meeting regarding the transportation impact study. Even if the requirement regarding automobiles is waived, the TIS will still need to be completed for the other modes of transportation. The Poudre Fire Authority offered the following comments: a) We are uncomfortable with the fire access as shown, and would like to see a fire lane to cut across from Lemay to Riverside so that we are able to be off the street in the case of an emergency. Please contact Ron Gonzales at 221-6570 if you have questions about these comments. c) You are required to provide bicycle parking, a minimum of 5% of the total number of automobile parking spaces. d) All trash enclosures must be screened according to the requirements of the Land Use Code. The Water/Wastewater Utility offered the following comments: a) There is service to the existing building, and these should be adequate for the proposed expansion. b) The 2"d building proposed on the site will required new services. There is a 12" water and a 10" sanitary sewer in Lemay. c) The City's water conservation standards for landscaping and irrigation will apply. d) Plant investment fees for the new building and any increase for the new building will be due at time of building permit. The Stormwater Utility offered the following comments: a) This site is located within the Old Town basin where the new development fee is $4,150/acre and that is subject to the runoff coefficient reduction. This is only charged if there is an increase in imperviousness greater than 350 square feet. This site is also located within inventory grid #101. b) The standard drainage and erosion control reports and plans would have to be revised to show the proposed plan. The detention system may need to be enlarged if there is an imperviousness increase. The reports and plans must be prepared by a professional engineer registered in Colorado. c) I would suggest that Water Quality be added to the detention system if it is modified. Light and Power offered the following comments: MEETING DATE: March 30, 1998 ITEM: Redevelopment of existing Juicy Lucy's site APPLICANT: Ric Hattman Hattman and Associates 145 West Swallow Road Fort Collins, Colorado 80525 LAND USE DATA: This is a request to redevelop the existing Juicy Lucy site at the southeast corner of Riverside and Lemay Avenue. The proposal includes an addition to the existing building (an additional 1,200 square feet) so that the building is 3,000 square feet. With the expansion, the intention is to add inside seating and to eliminate one of the two drive thrus. In addition, the proposal includes a new retail/office- building on the south edge of the property (approximately 3,240 square feet). COMMENTS: 1. The Zoning Department offered the following comments: a) The site is located in the E-Employment zone district. In that zone district, drive-thru restaurants are permitted only if they are part of a convenience shopping center. A convenience shopping center is defined as being seven (7) acres or less with four uses. A fast food restaurant without a drive-thru is a permitted use as a Type 2 review. The proposed expansion.of the existing restaurant exceeds 25%, and therefore, is required to comply with the requirements of the Land Use Code. b) The placement of the ordering sign will be closely examined. It appears to be in an area wherein it would pose potential conflicts with stacking and the drive-aisles/access points. Community Pl. The comments are offered informally by Staff to assist you in preparing the detailed components of the project application. Modifications and additions to these comments may be made at the time of formal review of this project.
