Jerry had concerns that the "Recommendations" in the Civic Center TIS were not being met. He
mentioned page 46, but I think we should look at pages 47 and 48, too. I think as a group we should know
the answers to most of the recommendations and there timing.
Eric I would assume you could address any signal questions. Kathleen, I am assuming you could explain
some of the ped./ bike questions (Eileen maybe you could chime in with what your project is doing).
Ironically, that leaves one question for me, and I don't have an answer. Does anyone know when the
northbound left -turn lane on College Ave and Laporte Ave. is to be extended from 50 feet to 100 feet? I
remember that there was issues with losing the three parking spaces, but I can't remember any thing else.
Is this extension funded or not?

Mark,
Per your request, I went through the Civic Center TIS to try to address Jerry's questions. Many of the
items either have been completed or are on current work schedules. Here's my take on things - other
people may have a different perspective. Let me know what you all decide on the final response to Mr. G..
Vehicular improvements:
1. The northbound left on College @ LaPorte was to be extended after the completion of the Justice
Center and the City building - so technically we're not behind on this one yet.
2. The intersection of N. College & Jefferson/Maple will be improved based on the outcome of the North
College Corridor Improvement project (the Building Community Choices project) that I'm starting work on
this month. The consulting firm has been hired - it's Felsburg, Holt & Ullevig.
3. The signalization of Mason & Maple as well as Mason & Magnolia were considered to be "long range
future" improvements so we're not behind on those either.
4. The westbound left turn lane on LaPorte is complete.
Pedestrian Improvements:
The Street Oversizing project being managed by Matt and Eileen are taking care of almost all of the ped
improvements, however some will be constructed in a temporary manner (asphalt sidewalks vs. concrete)
until the adjacent land develops/redevelops - this is particularly the case on the northern blocks of Mason
and Howes between Cherry and Maple as well as on Cherry and Maple between the Howes and College.
The City still needs to fix the lighting and landscape trimming items identified on page 47 and I'll follow
through on those items with Light & Power as well as with Forestry.
Bicycle Improvements:
The Mason Street bikelane plan proposed in the TIS is outdated now given the recommendations of the
Mason Street Corridor Plan. These improvements will be completed as funding is available for the Mason
Street Corridor Plan.
The bikelanes on LaPorte are now in between College and Howes, but I don't think that they extend to
Meldrum yet. This will require removal of the on -street parking adjacent to the school and I don't think the
City has done that yet. We need to check with others on this one and the bikelanes on Mountain between
Meldrum and Mason as well as the bikelanes on Magnolia between Remington and Howes. All of these
require the removal of some on -street parking and I'm not sure if they've completed these changes or not.
Susanne or Eric, please let us know what's the status of these? As another option, if removing on -street
parking is a problem (when is it not a problem!) would be to install "Share the Road" signs in these
locations. Just an idea as a "temporary" fix.
This is the "update" that I know of - if others have more information to add that would be great. I will not
be able to attend P&Z Thursday evening due to another commitment so please let me know if you need
any additional info from me prior to Thursday. It will work best if you call me and leave a message - I'll be
at the Railvolution conference in Denver on Wed, Thurs. & Fri but I'll check messages and get back to
you.
