b. Please label the sheet plan sets Sheet 1 of 5±, Sheet 2 of 5±, et cetera in the lower right
hand corner of each applicable sheet.
c. The plan set needs to include reference to the Index of Drawings on the first plan sheet
page.
d. Please note existing and surrounding zoning as needed by the City of Fort Collins
Development Manual.
e. The following comments apply to the Site/Landscape Plan:
1) Please contact the City Planner to discuss the submitted Alternative Compliance
Request to Section 3.2.1(D)(1)(c) relating to full tree stocking requirements.
2) In accordance with 3.2.2 Access, Circulation and Parking (B) — (F) of the Land Use
Code, onsite pedestrian systems should provide directness, continuity, and safety and
minimize the number of driveway and drive aisle crossings. These standards have not
been met on the site plan, within the area to the east of building connecting Maple
Street and Laporte Street. The direct pedestrian linkage needs to be more clearly
shown on the plans in those areas designated as "alley and existing parking..."
3) Beyond the ornamental fence notes regarding Annie's Grave, please clarify landscape
note #12 on sheet L1.1 since it unclear to Staff where additional fencing is proposed?
Please provide scaled diagrams showing all proposed fence details (see Zoning
Comments)
4) Clearly designate all plant materials in landscape islands and strips in that area
surrounding and referenced as "alley and existing parking..."
5) The Landscape Notes on sheet L1.1 needs to be renumbered.
6) The site plan shall match the amount of public amenities; such as on sheet S1.1 noting
seven pre -manufactured shelters while the site plan appears to show only six. (see
Zoning Comments)
f. The following comments apply to the architectural design of the building:
1) The Current Planning Department needs the Landmarks Preservation Commission to
review and forward their comments to the Current Planning Department based on
Land Use Code standards. Landmarks Preservation Commission written comments is
needed for the Current Planning Department to forward a recommendation to the
Planning and Zoning Board (see attached Advance Planning comments).
2) Please provide elevations of the all bike lockers to ensure compliance with all Land
Use Code provisions. Until elevations are submitted, it is not clear that all Land Use
Code standards have been met. (see Zoning Comments)
g. In order for staff to review this proposal and forward a recommendation to the review body,
all lighting fixtures are to be shielded down; thereby, meeting Sections 3.2.2 and 3.2.4 of
the Land Use Code. The proposed light fixtures do not meet Land Use Code standards.
h. All exterior mechanical devises, meters, etcetera, shall be screened.
i. All signs will require an additional sign permit outside this comment review.
j. Return all redlined documents with plan revisions, including redlined plans with Current
Planning and Advance Planning comments.
Additional comments and the required number of revised plans may be forthcoming as the various
departments and reviewing agencies continue to review this request. Please provide a written
response to each of the above comments and revised site/landscape development plans (drawn to
scale, clearly dated, and labeled).

RE: Tier Two Staff Review Comments for the Downtown Transit Center
Dear Mr. Gianola
This letter is in response to plans for the Downtown Transit Center — Project Development Plan
(Current Planning File #9.00 — Type 2 Review) submitted on June 27, 2000. Please note that
staff reviewed your plans and the Planning Division mailed a request for comments to several
public agencies and departments. This development proposal is subject to and shall comply with all
requirements set forth in the City's Land Use Code (LUC), specifically: Articles 2 Administration
(Development Review Procedures); Article 3 General Development Standards; Article 4 [Zoning]
Districts; and, the Downtown Civic Center Master Plan.
The City of Fort Collins Land Use Code requires that throughout all land use proceedings, the
burden to comply with all applicable standards rest with the applicant. Staff, after reviewing
materials submitted by the applicant, finds that revisions/re-design to the submitted plans dated
June 27, 2000 are warranted to meet Land Use Code provisions.
The following lists the agencies and departments that responded:
1. Transportation Planning, Mapping and Drafting, Engineering, Water and Sewer Utility
Department, Stormwater, Transfort, Advance Planning, Natural Resources, Poudre Fire
Authority, Light & Power, Post Office, Traffic Operations, and Zoning:
a.. Please see the attached comment sheets from these departments.
2. Current Planning:
a. Section 2.2.11 of the Land Use Code requires that an applicant submit revisions based on
this letter within 90 days or the project application becomes null and void. Your response
to the City's concerns is due by October 25, 2000. A 30-day extension to this deadline is
available. Request for an extension should be directed to the Current Planning Director. If
remaining issues are those that do not require plan revisions, a status report verifying
continuing efforts toward resolving the issues is required within the same timeline.
