The brick used on the entrance steps was not a good match. The original building brick was monochromatic with only firing variations, and the new step walls are made of two -toned brick. * Is the proposed dock surface at the west entrance reversible as per Standard #10? * The bay window on the west elevation is designed to look like a Victorian train station rather than the simplified but classic building that the C & S depot was. Is this bay necessary? * "Kiss n' Ride" - The piers taken after the historic building and the steel roofs that are shaped like the gull wing roofs are a nice mix with the new post modern elements. However the bike pavilion roof is reminiscent of the 1977 downtown corner "bubbles" and staff wonders if they will be drainage problems or do they have gutters? * The bike pavilion and parking lot are right in front of the main facade of the depot. "resinous exterior floor system over existing and new wood platforms on geotextile fabric over 4 mil plastic with edge terminations." A new concrete handicapped accessible and baggage ramp with brick wall and rail will be constructed along the old depot on this west side. 2. Aluminum storefront windows and door systems will be installed in the existing freight door openings on the west and north elevations, eliminating the historic overhead doors that rolled up inside. (On a previous plan for City use of this building, a few doors were to be fixed overhead in place for interpretation.) On the east elevation, they propose to restore the glazing and window frame system in the existing freight doors. One aluminum clad bay window system will be installed on the west side in what is now a solid brick wall. 3. Lantern skyliahts will be reconstructed in the roofs of both the original front depot and rear freight area. There is historic photo documentation of this original feature. 4. Part of the rear freight dock adjoining the building (north side) will be fenced off for an employee patio, and new stair access built using a builders fence style rail system. Staff believes the wooden floor timbers will remain as is in this area. 5. The dog's grave enclosure will be shortened on the east side to accommodate buses turning into their lanes. The existing concrete slab that marks a former railroad shed will be sawcut in part and removed. See Page A1.0. STANDARDS: #1 - Every reasonable effort shall be made to provide a compatible use for a property which requires minimal alteration of the building, structure, or site and its environment, or to use a property for its originally intended purpose; #2 - The distinguishing original qualities or character of a building, structure, or site and its environment shall not be destroyed. The removal or alteration of any historic material or distinctive architectural features should be avoided when possible; #5 - distinctive stylistic features or examples of skilled craftsmanship which characterize a building, structure, or site shall be treated with sensitivity; #9 - Contemporary design for alterations and additions to existing properties shall not be discouraged when such alterations and additions do not destroy significant historical, architectural or cultural material, and such design is compatible with the size, scale, color, material, and character of the property, neighborhood or environment; #10 - Wherever possible, new additions or alterations to structures shall be done in such a manner that if such additions or alterations were to be removed in the future, the essential form and integrity of the structure would be unimpaired. RECOMMENDATION: The design team has addressed the LPL's earlier comments in a fairly sensitive way. With final plan changes, staff has noted some further questions/concerns: * what type of brick is proposed for the west side LANDMARK PRESERVATION COMMISSION March 22, 2000 STAFF REPORT PROJECT: C & S Depot, 136 Laporte STAFF CONTACT: Carol Tunner, Historic Preservation Planner APPLICANT: Jack Gianola, Facilities Project Manager REQUEST: Final Review for Conversion to Intermodal Transportation Center BACKGROUND: (Late Note: Staff has just consulted with James Stratis, Restoration Specialist for the State Historical Fund. As a result of a 1997 SHF grant and signed Letter of Agreement, the City must allow the SHF to review and approve of these plans. The SHF has a number of concerns and would like to begin a dialogue with the Fort Collins Certified Local Government. For the review that the LPC is conducting at this meeting, Mr. Stratis' comments will be available. Therefore, staff does not believe final approval will be feasible at this time. Staff and the LPC also have incomplete plans in this packet.) Last October, the LPC saw the conceptual plans for the Downtown Transit Center to be located in the historic C&S Depot. Now the final plans have been submitted. The LPC should review the following items with attention to how they impact the historic building: 1. The impact of development on the site. 2. A proposed addition on the east elevation. 3. Adaptive reuse changes to the historic building. At conceptual review, the LPC recommended saving the dock, and the applicant has done that. The LPC also recommended that they build a separate building elsewhere on the site, or consider reconfiguring the roof of the east addition in such a way that it does not require the removal of the gull wing roof that was recently reconstructed with State Historical Fund money. The applicant has done the latter. On this less important side, the addition is designed sensitively with a narrow connector and setbacks front and back. The LPC looked at the "Kiss n' Ride" area in conceptual review and recommended taking more details for this area from the historic building rather than from other modern buildings being constructed in the area. They have done this with the piers/columns and seating areas where the steel roofs are sloped like the gull -wing roof of'the historic depot. The final plans have new changes for you to note: 1. Chanae in internal layout - The front depot building will now be offices, and the rear historic freight area will be the waiting area/customer area with new main entrance on the west side. The buses will pull in on the west side of the site and the new west side building entrance will be accessed by a wide stairway with handrails.
