The following will briefly describe the community that Fairfield proposes on the subject site: Our product type is designed to provide efficient, durable living quarters that appeals to students, their parents and institutional investors. The housing concept is centered on a bedroom with the features a student needs to efficiently live and study. The room is private ( with a key locked door), a bed, dresser, a built-in study desk with hutch, telecommunications, and usually a private bath. High-speed internet access is also provided. This room is typically in a suite with one to three other similar rooms, although a limited number of one bedroom units will be built. The suite includes a living room and kitchen. Recreational amenities include a large clubhouse with computer lab, study rooms, TV room, pool tables and resort style pool. Sand volleyball and outdoor basketball courts will also be provided. This concept creates an environment where students can study or socialize. January 14, 2000 City of Fort Collins Bob Blanchard Planning Director 281 North College Avenue Fort Collins, Colorado 80522 Dear Mr. Bob Blanchard, Fairfield Development is pleased to submit this application for rezoning approximately 15.75 acres located at the Northeast corner of Taft Hill Road and Hull Street. We feel this site warrants a change in the City of Ft. Collins zoning of LMN (Low Density Mixed -Use Neighborhood District) to M-M-N (Medium Density Mixed -Use Neighborhood District for the following reasons: Changing Conditions The subject property in question lies adjacent to current M-M-N Districts to the north and northwest. The adjoining parcel to the south of Hull Street has an existing Multi -family housing project. This property is within short walking distance of transit and local commercial districts. Less than one -quarter of a mile to the northwest is a large Safeway supermarket, where occupants of our community can shop. Additional Considerations The property is bordered by Spring Creek, which has a bike trail along its north boundary. The trail currently is located directly northeast of the subject property. This bike trail is a great source of transportation for occupants of the proposed project. This bike trail links Colorado State University campus and other regional commercial centers to the proposed project. We feel that our proposed project would not negatively impact the natural environment. All utilities for this development are currently on or adjacent to the subject site. Improvements will be made to the south side of Spring Creek, so no further flooding will affect the subject property and Taft Hill Road.
