HomeMy WebLinkAbout607 COWAN STREET - PDP - 35-99A - CORRESPONDENCE - (8)Number: 121 Created: 1 /16/2003 Please include a storm sewer plan and profile with the next submittal if a pipe is to be used. Repeat Comment - 7/27/03. Did not see it In the plan set. The profile can be Included as an Inset on the grading plan, does not need Its own sheet. Number: 130 Created: 7/28/2003 WQ pond 2 does not have enough volume as graded. The grates of the inlets are below the WQ high water line for the pond. Please revise so the ponds have the required volume before spilling into the inlets or out of the pond. Topic: Erosion/Sediment Control Number: 123 Created: 1 /17/2003 Third Review January 17, 2003 1. City of Fort Collins standard erosion control notes are not on the plan. In addition, several Lorimer County Urban Street standard notes on the plan contradict City notes (when you get them on the plan). Please delete those that do. 2. Seed has no C value (cover value). The vegetation that sprouts from it does. Until the seed becomes vegetation, you need to use mulch (which does have a C value) to attain the erosion control you are seeking. 3. Please submit an erosion control surety calculation sheet. 4. Please put a project schedule per City specifications on the plan. Repeat Comment 7/28/03 Red -lined drawings are available at the Current Planning front desk. Be sure and return all of your redlined plans when you re -submit. If you have any questions regarding these issues or any other issues related to this project, please feel free to call me at (970) 221-6750. Yours Truly, Bob Barkeen City Planner Page 5 Number: 54 Created: 2/13/2002 Please see redlined plans for additional comments. Number: 116 Created: 1 /16/2003 Please dedicate the standard 8' utility easement along the alley. 7.15.03 - REPEAT Number: 129 Created: 7/24/2003 The fence along the south property line should stop when the parking starts (approx 20' from the alley ROW), so that drivers pulling out of the parking spaces can see cars on the alley and vice versa. Topic: Landscape Plan Number: 127 Created: 7/15/2003 The new triangular ROW area at the corner of the alley and Myrtle has landscaping restrictions for line of sight for motorists: structures/landscaping shall not exceed 24" in height except for fences up to 42" high that do not obstruct the line of sight and except for deciduous trees as long as the lowest branches are no lower than 6' above the ground. The Euonymous Alata "Nand' will be too tall for this area. Please replace with vegetation meeting the restrictions. Topic: Site Plan Number: 126 Created: 7/15/2003 Please take the utility plan signature block off of the site plan, since the site plan is not a utility plan. Topic: Utility Plans Number: 62 Created: 7/18/2002 Please see the reclined utility plan checklist for missing items, revise checklist and plans, and return with the next submittal. 1.13.03 - The checklist was not returned. Please update it and return it with the next submittal. 7.15.03 - REPEAT - A completed Utility plan checklist from LCUASS should be included with every submittal. Number: 125 Created: 7/15/2003 Driveways must be concrete to the ROW/Property line. Number: 128 Created: 7/24/2003 The area inlet shown along the curb on the alley should either be changed to a curb inlet or the water from the alley could be diverted through a chase to the pond and an inlet on the street wouldnY be needed. Department: Stormwater Utility Issue Contact: Wes Lamarque Topic: Drainage Number: 57 Created: 2/15/2002 Please provide details for all drainage structures including water quality outlet structure, valley pans, curb cuts, etc. 1 /15/03 - Still need valley pan and curb cut details. Repeat 7/27/03 Number: 58 Created: 2/15/2002 The water quality ponds need to be in drainage easements. This can be done with a replat or easement by separate document. Repeat Comment-7/31/02 & 1/15/03 & 7/27/03. Number: 119 Created: 1 /16/2003 The water quality outlet structure detail shown is generally what we see in these type of situations. A slight modification that may be easier to construct and less likely to clog would be to not have the pipe with the orifices and have the orifices located on a metal plate bolted to the box with a notch cut out of the concrete. The metal plate can be bolted on the interior, with the well screen bolted on the exterior side of the box. This type of design is what we see for these type of outlet structures. Repeat Comment - 7/27/03. The detail with the pipe riser is not allowed in the City. Please revise detail. If you have any questions, please call Wes Lamarque at 416-2418. Page 4 7.15.03 - REPEAT - Please provide more detailed information regarding the grading taking place offsite along the alley. Number: 69 Created: 7/18/2002 There still appears to be private improvements within the ROW (gutter). Please remove these from the ROW (repeat). 1.13.03 - The note referring to a detail for a barrier curb is incorrect. This type of curb is only allowed on certain median islands on arterial streets. No curb or gutter is allowed within the ROW for use with a concrete alley. Please remove. 7.15.03 - REPEAT - Number: 73 Created: 7/18/2002 Please install a new driveway cut connecting the alley with Myrtle (20' wide to be consistent with the alley). 1.13.03 - The radii of the alley intersection with the street need to be called out to standard (See Chp. 8 - Intersections). 7.15.03 - REPEAT - The 5' radii proposed do not meet the standard. The Larimer County Urban Area Street Standards are available on line through the City's website or the Larimer County website, as well as on CD- ROM at the City's Engineering Department, or via paper copies available at the Kinko's on Olive Street in Fort Collins. This project is subject to the standards adopted in January of 2001, but may opt to use the standards adopted October of 2002. In either case, mix -and -match of the standards is not permitted (use details and standards from one or the other, not both). Number: 74 Created: 7/18/2002 Please provide at least 100' of offsite information/design to show that what is being proposed will work with existing conditions. 1.13.03 - Please note that this is needed for the alley design. 7.15.03 - REPEAT - The existing profile was provided, but not the design. Please provide alley design for 100' offsite. Number: 117 Created: 1 /16/2003 Please note that there are two types of alley designs allowed by the City: concrete with inverted crown, or asphalt with rollover curbs and draining to one side. If no other portion of this alley has been built with either style, then either may be chosen. If one style or the other has been used on this alley, then that style needs to be continued for the whole length of the alley. 7.15.03 - REPEAT- The two approved cross -sections for alleys in the City of Fort Collins are shown in LCUASS Figures 7-11F or 7-12F. Why does the proposed cross-section match neither of these? If the proposed cross- section of concrete with vertical curb is desired, a formal variance request containing all the information required under LCUASS must be submitted for City review. Also, because of drainage issues, if the variance request for the vertical curb is approved, drainage easements will be needed wherever there are cross -pans instead of the curb because the water from the ROW that would normally be contained on the ROW will be spreading onto private property. Number: 124 Created: 7/15/2003 The minimum cross -slope is 2%, and certain areas of the alley do not appear to meet this requirement. Topic: General Number: 15 Created: 1 /28/2002 Please dedicate additional ROW at the corner of the Alley and Myrtle according to figure 7-12F. 7.18.02 - It appears that the ROW will be dedicated here, but unless this project includes a replat, all ROW and easement dedications must be done by separate document. Please provide a replat or provide legal descriptions and sketches of every easement/ROW dedication. The replat would be the recommended method. 1.13.03 - REPEAT, easements needed include utility and drainage easements onsite, and slope easements and temporary construction easements from neighboring properties for the construction of the alley. The driveway easements are no longer needed. 7.15.03 - REPEAT, please provide legal descriptions and dedication documents for onsite easements and ROW dedication, and provide letters of intent from all adjacent property owners that offsite easements are needed from. These items are required prior to going to a hearing. Page 3 A streetlight is planned at the SE corner of this site, and another at the NW corner of the site. Street tree locations shown on the landscape plan must be adjusted to provide a minimum of 40-ff. clearance between the lights and street trees. Department: Natural Resources Issue Contact: Doug Moore Topic: General Number: 52 Created: 6/30/2003 No issues at this time. Department: Traffic Operations Issue Contact: Ward Stanford Topic: Utility Number: 59 Created: 7/21 /2003 TIS has been waived on this project. Department: Transportation Planning Issue Contact: Mark Jackson Topic: General Number: 60 Created: 7/22/2003 Please provide bike parking per code unless providing garage spaces for each unit. Number: 61 Created: 7/22/2003 Am I missing it, or are there no handicap parking spaces provided? Department: Water Wastewater Issue Contact: Jeff Hill Topic: Utility Number: 55 Created: 7/18/2003 As previously indicated, station ALL sanitary sewer services from the downstream manhole. Number: 56 Created: 7/18/2003 As previously indicated, label all curb stops and meter pits and direct leader to point to the curb stop/meter pit. Number: 57 Created: 7/18/2003 As previously indicated, will an irrigation tap be needed for this development? Number: 58 Created: 7/18/2003 As previously indicated, the typical water service detail, which is provided on this plan set is NOT a City of Fort Collins standard detail. Contact the City Utilities (221-6700) for the appropriate detail. See site, landscape and utility plans for other comments. Department: Zoning Issue Contact: Peter Barnes Topic: zoning Number: 53 Created: 7/15/2003 REPEAT, REPEAT COMMENT (previously comment #21): The stalls that are 8.5' x 18' are labeled compact. They are not compact spaces per 3.2.2(L)(3). They are simply long term residential parking stalls. Remove the term "compact parking space" from these stalls. Department: Engineering Issue Contact: Katie Moore Topic: Alley plan and profile Number: 22 Created: 1 /28/2002 Please show how the new grading of the alley affects properties to the west and south (show spot elevations). (repeat 7.18.02) - The proposed lowering of the alley will definitely affect adjoining properties. Grading information to the west of the alley is required and easements from these property owners permitting re- grading of their properties will also be required. 1.13.03 - REPEAT Page 2 iz STAFF PROJECT REVIEW Citvof Fort Collins ..ram Tomas Lang Architect Date: 8/8/2003 Mark Schlang VVA G) 5777 Rapp St Littleton, CO 80120 Staff has reviewed your submittal for MYRTLE COURT-607 COWAN STREET PDP, #35- 99A, and we offer the following comments: ISSUES: Department: Current Planning Issue Contact: Bob Barkeen Topic: General Number: 62 Created: 8/8/2003 Fences - The revised site plan shows a fence in front of the parking spaces adjacent to the alley. This fence should be removed, it will get run into and block access to the cars. A sidewalk should be placed in front of the lot for access between the cars and buildings. Number: 63 Created: 8/8/2003 The fence along the southern property line should not extend beyond the parking stalls along the alley. The fence could create a hazard were it is located next to the alley from adjacent cars backing into the alley. Number: 64 Created: 8/8/2003 Parking stalls that are shorter in length for typical dimension will need to be labeled as "long term parking", rather than 'compact stalls'. Number: 65 Created: 8/8/2003 The adjacent streets will need to be labeled on the site/landscape plans. Number: 66 Created: 8/8/2003 The owner's signature and the approval for the Current Planning Director will need to be included on the site plan or cover sheet. The following items need to be completed prior to this application going to the Planning and Zoning Board for consideration: Revised set of mailing labels, the current labels are over two years old. 81 /2 x 11 " reductions, including the landscape plan. 9 sets of the plan set, full size. Digital drawings of the site plan, elevations and landscape plan. Lefter(s) of commitment from the property owner and adjacent property owner for easements and off - site grading. Department: Light & Power Issue Contact: Doug Martine Topic: Light & Power Number: 49 Created: 6/30/2003 A 6-ft. easement is required along the south property line from the alley to the street. The site plan shows a 6 ff. easement along and adjacent to the alley. This easement will also be required. To date no plat has been provided for review to show these easements. Number: 50 Created: 6/30/2003 Developer will need to provide a R-O-W crossing permit for L&P to install an electric line across the alley. Developer will be responsible for all permit costs as well as replacement of the alley surface as necessary. Number: 51 Created: 6/30/2003 Page 1
