The screen fences for trash enclosures and utility screening need to be solid. Their detail on A-3 appears to
show spacing between pickets. (3.5. 1 (1)(1)&(2)).

What is the name of this development? The cover sheet says "Myrtle Court Division". The individual sheets
state "Cowan Street Development". And the Planning Department routing sheets states "Myrtle Court Replat".
Red -lined drawings are available at the Current Planning Department front desk. Be sure
and return all of your redlined plans when you re -submit.

Water Supply:
No commercial building can be greater then 300 feet from a fire hydrant. In residential applications no building can be
greater then 400 feet from a fire hydrant. Fire hydrants are required with a maximum spacing of 600 feet (Commercial),
800 feet (Residential) along an approved roadway. Each hydrant must be capable of delivering 1500 gallons of water
per minute at a residual pressure of 20 psi. UFC 901.2.2.2

numerous "planting notes" on sheet L-2 seem to be contractual in nature and shouldn't be on our plans. For
example, #'s 7,9,10,12, 16, 19, 20. All such notes should be removed. The City doesn't want to get involved in
"enforcing" such things.

Some of the 'landscape notes" on sheet L-2 reference individual lots. Since there is no longer a replat
proposed, and since this development is one parcel, such notes should be removed or clarified.

Each dwelling unit appears to have 2 bedrooms. Need 1.75 parking spaces for each 2 bedroom unit, thus
each 4 plex building needs 7 parking spaces. However, they are providing only 6 spaces per building. Theyll
either need to come up with 4 more parking spaces total, or reduce the number of bedrooms. If they do
add 4 spaces, they should know that no building permits will be issued for basement finishes that include
bedrooms. Additional bedrooms in the basement will increase the number of parking spaces required.

There is no such use as a "townhome". Need to remove all reference to "townhome". What they are really
building are 4-plexes. Need to state that as the land use.

Since this is one big lot, need to remove general note on sheet A-1 that states that minimum townhome lot
size is 6000 sf.

Building dimensions shown on A don't scale out. Lot area must be at least twice as large as total floor area
of buildings (each floor level and garage counts as floor area. Basement is only thing that doesn't count).
They indicate on A-1 that floor area is 1215 sf per unit. But does that include the garage. Since A-2
dimensions are not accurate, can't verify that standard is met. If the garages aren`t included in the 1215 sf,

A neighborhood meeting will need to be held for this application. This meeting should be held fairly soon,
before the project is resubmitted. The City will schedule this meeting when a date (or range of dates) is
chosen.

The street -facing building elevations should promote variety, visual interest and a pedestrian -oriented
streetscape. Staff is recommending additional windows (appears to just be left off) on the 2nd story portion of
the side elevations next to Cowan Street be added. The East Myrtle Street elevation has a few blank walls
(looks like behind the garage) additional windows or a change in materials may be appropriate to break up
these sections. Please be aware the setback along Cowan Street is a minimum of 15 feet from back of right-
of-way.

This use is a type II review in the NCM zoning district. This will require this project to be presented to the
Planning Commission for consideration. If there are any modifications needed as part of the project (ie. Short
off-street parking), these can be included in the presentation to the Planning and Zoning Board.

Staff is recommending the addition of some evergreen trees to be located between the porches, along the
rear of the garages along the Myrtle Court elevations. This will help break up the elevation, focusing on the
entryway to each unit, similar to the elevations along Cowan Street.

shows the transformer in the way of the sidewalk. If this transformer must be relocated it will be at the
developer's expense, in addition to normal electric development charges.
